Subject:Application for Major Home Occupation at 15 Appletree Lane
1. Purpose of the application:This application is being submitted to obtain a permit to operate a beauty
salon out of my home at 15 Appletree Lane(Zone A-20)and is pursuant to the Town of South
Windsor Zoning regulations(sections 4.8.2,4.8.3 and definition of`home occupation,major').
2. Location and size:Upon approval of this application the salon will be operated in the basement of the
home and will consist of approximately 525 square feet.This represents approximately 25%of the
total living area(not including the garage or attic space)of the home. There are no changes needed or
being requested for the exterior of the building.
3. Employees and supplies:Joyce L.Clark is a registered Hairdresser/Cosmetician,State of Connecticut
License#041238.I hereby certify that no more than one person not residing at this address will be
employed there and no deliveries will be by any means other than UPS. There will be no storage of
any hazardous materials or storage in any out buildings.All supplies and materials will be stored inside
with no visible evidence from the street.
4. Neighborhood character:The property that we are seeking this approval for is within approximately
a quarter of a mile of existing in-home dental and accounting offices and a hair salon.We therefore
feel the residential character of the neighborhood will not be adversely affected by this home
occupation being approved.
5. Traffic impact:The property is one lot from Pine Knob Drive and four lots from Avery Street which
are both high traffic volume roads.A safety feature of the property involves the fact that it is located
two lots from the end of a cul-de-sac with a generous turnaround area.Sixty percent of the usual hours
of operation will be during the daytime(see attachment G)while all of the other residents on the street
are at work or attending school.Typically we will have no more than four customers at a time.Taking
into consideration the road's present traffic volume,the traffic this small home business will generate
is anticipated to have minimal impact on the neighborhood.
6. Parking:A modification of the driveway within the existing front lawn area is planned to handle all
parking needs(see attachment Q.The proposed driveway will total 972 square feet and accommodate
four cars.The modification is intended to be consistent with a residential feel and includes plantings
and an ornamental fence for screening.A reserve area for parking is also indicated.
7. Handicapped Access:In addition to the main entrance,there is an accessible rear entry door to the
proposed salon at ground level as well as a bathroom facility in keeping with Americans with
Disabilities Act regulations.A proposed walkway area to the rear entrance is outlined on attachment C.
8. Garbage:Refuse from the proposed salon will be kept in a separate receptacle from residential refuse
and private arrangements will be made for its removal.

CLARK MAJOR HOME OCCUPATION- P H 10/13/98
1. Request for a 5 year major home occupation permit to operate a hair
salon five days a week,(Tuesday through Saturday), 10 a.m. to 8 p.m.,
for property located at 15 Apple Tree Lane, A-20 zone.
2. The apicarit is prop n to convert 525 sq ft in the basement into
the on. ,There i 'ske kh of the door,area of the home occupation
well a pi t6ire of e fprxifof the xisting house. There are no
changes
proposed for ihe'exterior of these with the exceKion of
drlvew'widening.
3. The reasons for requiring PZC approval are to ensure that:
♦ the home occupation is clearly secondary to the use of the building
for dwelling purposes,
♦ the home occupation is compatible with other permitted residential
uses in the residential district,
♦ the residential character of the dwelling and the neighborhood are
preserved, and
♦ all residents have freedom from excessive noise, excessive traffic,
nuisances, fire hazards offensive odors and pollutants, and other
possible effects of commercial uses being conducted in residential
areas.
4. Performance criteria that must be met include:
♦ Maximum of 25% of the floor area can be used for the occupation;
♦ occupation cannot be visible from outside the dwelling unit;
♦ dwelling must maintain the character of a single family dwelling;
♦ no entrance or exit may be added solely for the occupation;
♦ no more than one non-resident employee allowed;
♦ the occupation can not create a volume of passenger or
commercial traffic that is inconsistent with the normal level of
traffic on the street;
♦ all parking needs must be met on-site; and
♦ the Commission may require screening of additional parking from
the street and from adjacent residential properties.
5. The existing house is served by public sewer and water.
6. The applicant has indicated that there may be second technician
working within the facility. This application appears to meet the
physical criteria for the home occupation.
7. The parking requirement is being met by widening the existing
driveway. The proposed expansion will allow for four cars to be in
the parking area at one time. The applicant has submitted a letter from
the neighbor allowing her and her employee to park in their driveway
if necessary.
8. A two square foot sign is allowed, and a sketch of a proposed sign has
been submitted.
9. If this application is approved, the applicant will complete a home
occupation form, which contains acknowledgment that the applicant
will abide by criteria contained in the zoning regulations. The
applicant would also be required to return to this Commission for
renewal upon expiration of the 5-year permit period.
Also, the Commission might consider adding as approval conditions
limitations on number of days and hours of operation, or number of
customers per day, in order to ensure that the intent of the home
occupation regulations is adhered to.
There are no engineering comments on this plan.
