This report was prepared by Traffic Engineering Solutions to address the traffic impact on roadways and ' intersections surrounding the project. The following scope of work was included in this study: ■ Making turning movement counts during the Friday evening (5:30 PM to 7:30 PM) and Saturday afternoon (3:00 PM to 5:00 PM) peak periods of Banquet Facility traffic at the following intersections: 0 Commerce Way at Sullivan Avenue (Route 194); 0 Rye at Sullivan Avenue; 0 Sullivan Avenue at John Fitch Boulevard (Route 5); ■ Obtaining from the Town of South Windsor traffic accident data for the latest three year period for Rye Street and Commerce Way in the vicinity of the site; ■ Obtaining from ConnDOT traffic accident data for the latest three year period for Sullivan Avenue between Route 5 and the railroad crossing east of Rye Street, and for Route 5 at its intersection with Sullivan Avenue; ■ Obtaining from the Connecticut DOT 24-hour traffic counts for Sullivan Avenue in the vicinity of Rye Street; ' ■ Making Visual Observations of roadways and land use conditions along Rye Street and Commerce Way; ■ Determining the number of trips expected to be added to the roadway system by the proposed 16,516 square foot Banquet and Catering Facility which includes a banquet hall, kitchen, office and storage; ■ Completing Friday evening and Saturday afternoon peak period capacity analyses for the intersections listed above and for the site drive intersection with Rye Street to determine existing operating Levels of Service (LOS) and the anticipated LOS for the traffic ' volumes expected upon completion of the Banquet and Catering Facility; ' ■ Field measuring the intersection and stopping sight distances in both directions along Rye Street from the location of the proposed access drive and comparing these distances with the Connecticut DOT Guidelines for Intersection and Stopping Sight Distances for the ' posted speed limit, as well as speeds 5 and 10 miles per hour greater than the posted speed limit; ■ Identifying and recommending improvements, if required, to correct deficiencies found during the study; ' C:IBUSINES SWAN EELEYIREPORT.DOC 1 Existing Conditions ' A 16,516 square foot Banquet and Catering Facility capable of seating 400 people is proposed for a 5.44 acre site located along the north side of Rye Street in South Windsor, Connecticut. A total of 199 parking spaces, 1 including six handicap spaces, will be provided to serve the needs of the banquet facility. The site has approximately 555 feet of frontage along Rye Street and is located about midway between Sullivan Avenue and Commerce Way. The property is presently undeveloped. Access to the site will be provided by a single drive located near the center of the site, and approximately 580 feet easterly of Sullivan Avenue. Visual observations ' were made and traffic counts obtained for the roadways and intersections surrounding the site. ' Roadways Rye Street runs from northeast to southwest with one lane in each direction. The roadway is 24 to 25 feet wide and has a double yellow centerline separating the two directions of travel. Rye Street begins at Sullivan Avenue at its westerly end and continues easterly and northeasterly for approximately two miles where it crosses the Town Line and continues into the Town of East Windsor. The easterly end of Commerce Way intersects Rye Street about 460 feet east of the proposed site access drive. The Rye Street approach to Sullivan Avenue is STOP sign controlled. Land use along Rye Street in the vicinity of the site is a mixture of commercial, industrial and agricultural uses. There are also parcels of land that remain wooded and unused. These parcels are located along the northerly side of ' Rye Street west of the site and east of Commerce Way. The posted speed limit on Rye Street is 35 miles per hour. Sullivan Avenue runs from the northwest to the southeast. It begins at Main Street, about 500 feet westerly of Route 5, and continues southeasterly and southerly for about 4.2 miles to its intersection with Ellington Road (Route 30). Rye Street intersects Sullivan Avenue from the east about 1,200 feet ' southeast of Route 5. The road varies in width and number of lanes between its intersection with Route 5 (John Fitch Boulevard) and just southeast of Rye Street. Along this section, Sullivan Avenue typically has ' two lanes in each direction. A third lane in the northwest direction is added to the Sullivan Avenue approach at the Route 5 intersection to provide an exclusive left turn lane, a combination left and through lane and an exclusive ' right turn lane. The two lanes in the southeast direction proceed through the intersection with Rye Street where one lane is dropped and the roadway tapers to provide a single lane in the southeast direction. Approaching Rye ' Street from the southeast, Sullivan Avenue has a single lane in the northwest direction. The second lane in the northwest direction is added at the Rye Street intersection. The travel lanes on Sullivan Avenue are 11 feet wide and there are four foot shoulders along both sides of the roadway. A double yellow center line separates the two directions of travel on Sullivan Avenue, white lane lines define the travel lanes in each direction, and solid white edge lines delineate the shoulder areas. The posted speed limit on Sullivan Avenue is 40 miles per hour. ' C:\BUSINESSWANEELEY\REPORT.DOC 2 Signalized Intersections Sullivan Avenue (Route 194) at John Fitch Boulevard (Route 5) is a signalized 4 legged intersection with Route 5 running north to south and Sullivan Avenue running northwest to southeast. There are two through ' lanes in each direction on Route 5. Additionally, Route 5 has a left turn lane and right turn lane in the northbound direction, and two left turn lanes in the southbound direction. The westerly leg of Sullivan Avenue has a single lane approaching the intersection, and the easterly leg has three lanes approaching the intersection; a left turn lane, a combination through and left turn lane and a right turn lane. A semi-quad signal operation is provided at ' this intersection. The controller allows several combinations of non- conflicting traffic movements to flow at the same time along Route 5. These combinations include north and southbound left turns when vehicles are present in the turn lanes along both approaches. If the left turning volume in one direction is nonexistent or lower than the opposite direction, the heavier left turn is allowed to continue in combination with the through movement ' along the same approach; once the left turns have been served, the through movements in both directions are allow to proceed. Each Sullivan Avenue approach has its own phase. This intersection is included with thirteen other locations in a ConnDOT Closed Loop Signal System for Route 5. 1998 Traffic Volumes Twenty-four hour automatic traffic recorder(ATR) counts were obtained from the Connecticut DOT for Sullivan Avenue (Route 194) in the vicinity of Rye Street. The ConnDOT counts, made in February and March 1995, were ' supplemented by Friday evening (5:30 PM to 7:30 PM) and Saturday afternoon (3:00 PM to 5:00 PM) turning movement counts made during July 1998 for this study at the following intersections: ■ Sullivan Avenue at Rye Street; ■ Sullivan Avenue at Commerce Way; ■ Sullivan Avenue at Route 5; According to the ConnDOT counts, the daily traffic volume traveling Sullivan Avenue is 12,800 vehicles per day (vpd) between Route 5 and Rye Street ' and 10,600 vpd southeast of Rye Street. The turning movement counts indicate that the Friday evening peak hour of traffic on Sullivan Avenue between Route 5 and Rye Street occurs between 5:30 PM and 6:30 PM when 908 vehicles traveled the roadway (403 vehicles traveling northwest ' toward Route 5 and 505 vehicles traveling southeast toward Rye Street). The Saturday afternoon peak hour along the same section of Sullivan Avenue occurred between 3:30 PM and 4:30 PM when 730 vehicles traveled Sullivan Avenue (349 vehicles toward the northwest and 381 vehicles toward the southeast. The peak hours of traffic on Rye Street coincided with the peak hours on Sullivan Avenue. During the Friday evening peak hour 209 vehicles traveled Rye Street in the vicinity of the site (78 westbound toward Sullivan Avenue and 131 eastbound); and during the Saturday afternoon peak hour 141 vehicles traveled Rye Street (84 ' C:\BUSINESS\MANEELEY\REPORT.DOC 3 westbound and 57 eastbound). The July 1998 turning movement counts are included in the appendix to this report. Accidents ' The Connecticut Department of Transportation (ConnDOT) Bureau of Planning and Research compiles records of accident data reported by investigating police authorities. Accidents which result in death, injury, or ' property damage in excess of$1,000 are required to be reported. Accident data was obtained for Sullivan Avenue from Route 5 to the railroad crossing east of Rye Street including the intersections with Route 5, Commerce Way ' and Rye Street. The accident data covered the latest three-year period for which records are available, April 1, 1994 to March 31, 1997. During the three years covered by the ConnDOT accident data a total of 30 accidents were reported along this half mile section of Sullivan Avenue. Eighteen of the reported accidents occurred on Sullivan Avenue at its intersection with Route 5. There were 6 accidents at the intersection with Rye Street during the three-year period. Four of the six accidents occurred on the Rye Street ' approach to Sullivan Avenue, and three of these involved one vehicle hitting the rear of a second vehicle waiting to enter the flow of traffic on Sullivan ' Avenue. The ConnDOT accident data also indicates that there were 21 accidents during the three year period on Route 5 at its intersection with Sullivan Avenue. The South Windsor Police Department provided accident information for Rye Street and Commerce Way. According to the Town's records there were 5 accidents along Rye Street from Sullivan Avenue to George Street ' between January 1995 and June 1998. During the same three and one-half year period there were 3 reported accidents along the length of Commerce Way. ' The ConnDOT Bureau of Planning and Research also assembles the reported accidents on State roadways and compiles the accidents in a report entitled Traffic Accident Surveillance Report (TASR). The TASR is used to ' prioritize accident sites statewide. A second list, the Suggested List of Surveillance Study Sites (SLOSSS), is a listing of locations which offer the greatest promise of accident reduction resulting from implementation of ' corrective action. The most recent TASR and SLOSSS cover the period from 1993 to 1995. The intersection of Sullivan Avenue and Route 5 is included in the TASR list as having accident rates above normal and is assigned the sequence (priority) number of 427 out of 1381 locations included in the SLOSSS list for further review and potential improvements. This intersection was reviewed under an earlier edition of the SLOSSS and the traffic signal was revised in 1995 under State Project No. 132-116. ' Project Generated Traffic New trips to the roadway system generated by a proposed development are typically determined from the Institute of Transportation Engineers (ITE) reference, Trip Generation'. The ITE reference has established ' 1 Trip Generation Sixth Edition published by the Institute of Transportation Engineers, 1997. ' C:\BUSINESS\MANEELEY\REPORT.DOC 4 mathematical relationships for calculating trip generation rates based on studies of various land uses nationwide and published these generation relationships in the Trip Generation reference. However, the ITE Trip Generation contains no information relating to Banquet and Catering Facilities. Staff at the Bureau of Policy and Planning for the Connecticut ' Department of Transportation have determined that the number of trips generated by a Banquet Facility is 0.4 trips per seat with 90 percent of the trips either entering or leaving the facility during the peak hour of trip ' generation. The direction of travel (entering or leaving) is dependent on whether an event at the facility is beginning or ending. ' Trip generation estimates were calculated for the proposed Banquet and Catering Facility using the ConnDOT Trip Generation information, and the results are summarized in Table 1. For the Friday evening event it was assumed that all 400 seats would be used and the event would begin in the ' early evening. For the Saturday afternoon calculations it was assumed that one event with 400 people would be ending and a second event with 400 people would be starting during the peak hour. This assumption provides a worst case condition that will not likely occur since Maneeley's staff will need time to prepare the Banquet Facility for a second event. ' Table 1 -Trip Generation - Banquet and Catering Facility Trips Entering Trips Leaving ' Friday Evening Peak 144 16 Hour Saturday Afternoon Peak Hour 160 160 Capacity Analyses Capacity Analyses were done to determine the existing and anticipated quality of traffic operations on surrounding intersections and roadways. Letter designations from A to F are used to represent the Levels of Service (LOS) for the traffic operation at each intersection or roadway, with LOS A representing the best operating conditions and LOS F the lowest. Typically, LOS D is considered acceptable by ConnDOT for design peak hour conditions. The Level of Service is determined differently for signalized intersections, unsignalized intersections with multi-way STOP, and unsignalized intersections with STOP control on the minor street approaches. For signalized intersections and unsignalized intersections with multi-way STOP t control, the analysis considers the operation of all traffic entering the intersection and the LOS is determined for the overall conditions at the intersection. For unsignalized intersections with STOP control on the minor street, the analysis assumes that through and right-turning traffic on the major street is not affected by traffic on the side streets. Hence, the LOS is determined for the movements on the side street and the left-turn movement ' CABLISINESSWAN EEL EYIREPORT.DOC 5 from the major street onto the side street. Levels of Service are defined b 1 Y the average delay per vehicle as indicated below. ' Signalized Intersections Level of Service Avg. The 1999 No Build traffic volumes were determined by increasing the 1998 traffic volumes by a two percent annual growth factor to account for growth ' that may occur in the Town of South Windsor and surrounding communities. The analyses assumed that all (100%) of the site generated traffic (entering and leaving) would travel Rye Street between the site and Sullivan Avenue and 25 percent would travel Rye Street east of the site. The analyses further assumed that two-thirds of the generated trips would travel Sullivan Avenue northwest of Rye Street, and one-third southeast of Rye Street; and that two-thirds of the site generated trips would travel Route 5 from either direction. The trip generation and trip distribution assumptions made for this study 1 provide a very conservative evaluation of the impact the proposed Banquet and Catering Facility will have on the surrounding roadways. The Results of the signalized intersection capacity analyses are presented in Table 2 and the unsignalized intersection capacity analyses are summarized in Table 3. Table 2 indicates that the signalized intersection of Sullivan Avenue at Route 5 presently operates at Level of Service (LOS) C during the Friday evening peak hour and at LOS B during the Saturday afternoon peak hour. The intersection will experience no change in operating Level of Service with the 1999 No Build traffic volumes. The Levels of Service will continue to ' remain unchanged from today's LOS with the added trips generated by the ' CAB USINESSWANEELEY\REPO RT.DOC 6 ' 400 seat Banquet and Catering Facility with the very conservative q 9 Y rY assumptions made for trip generation and trip distribution. Table 3 shows the results of the analyses for the unsignalized intersections of Rye Street at the site drive, Rye Street at Sullivan Avenue and Sullivan Avenue at Commerce Way. The analyses were completed for each existing intersection for the 1998 traffic volumes, 1999 No Build traffic volumes and 1999 Build traffic volumes, and for the site drive intersection with Rye Street for the 1999 Build traffic volumes. The analyses indicate that the intersection of Sullivan Avenue at Commerce Way is expected to experience no change from the existing operating Level of Service for the 1999 No Build and 1999 Build traffic volumes. The Left turns from Sullivan Avenue onto Commerce Way will continue at LOS A during the Friday evening and Saturday afternoon peak hours and the Commerce Way approach will continue to operate at LOS B during the Friday evening peak hour and at LOS A during the Saturday afternoon Peak hour with the additional traffic from the proposed Banquet and Catering Facility. At the Sullivan Avenue intersection with Rye Street the left turns from Sullivan Avenue are expected to continue to operate at LOS A during the Friday evening and Saturday afternoon peak hours with the addition of the site generated traffic, including traffic from two full-capacity events (one beginning and the other ending) during the Saturday afternoon peak hour. The Rye Street approach to Sullivan Avenue presently operates at LOS B during both periods analyzed and will continue at LOS B during the Friday evening peak hour. During the Saturday afternoon peak hour the Rye Street Approach is expected to operate at LOS D with an average delay of 20.3 seconds per vehicle if two 1 major events occur back to back. Since the threshold separating LOS C and LOS D is 20.0 seconds delay per vehicle, two smaller events or a single large event occuring during the Saturday afternoon peak will allow the Rye Street approach to operate at LOS C. The intersection of Rye Street at the site drive was analyzed for the 1999 Build traffic volumes. Left turns from Rye Street onto the site are expected to operate at LOS A during both peak periods. The site drive is also expected to operate at LOS A during the Friday evening and Saturday afternoon peak hours. The Saturday peak period analysis included traffic ' from two major events impacting the drive at the same time. ' C:\BUSINESS\MANEELEY\REPORT.DOC 8 Site Access The proposed access drive to the site will be located along the north side of Rye Street approximately 580 feet east of Sullivan Avenue. It is important to provide adequate intersection sight distance (ISD) for vehicles turning left or right from the site drive onto Rye Street to assure that they are able to safely enter the flow of traffic. It is equally important to provide adequate stopping sight distance (SSD) along Rye Street for drivers turning left onto the site, and for drivers approaching from both directions along Rye Street to observe these left turning vehicles. This sight distance allows the driver making the left turn to decide if there is time to initiate and complete the turn I before a vehicle approaching from the opposite direction would present a risk. For vehicles approaching from the opposite direction along Rye Street, the sight distance should be adequate to allow them to proceed at their current speed without endangering themselves or passengers in the turning vehicle, and if necessary, provide them with the time to recognize the need to stop, react to that need, and stop before encountering the problem. Similarly, it is important to provide adequate sight distance for vehicles approaching the left turning vehicle from the rear to allow them to stop before reaching the turning vehicle. 1 Visual observations and sight distance measurements were made at the location of the site drive along Rye Street. The sight distance looking toward the right from the site drive was found to be 580 feet (into the intersection with Sullivan Avenue). Looking toward the left from the site access drive, the sight distance is 1,050 feet, beyond the intersection with George Road. The posted speed limit along Rye Street is 35 miles per hour (mph). Table 4 presents the intersection sight distances that will be available to drivers leaving the site, and the minimum and desirable sight distances presented in the Connecticut DOT Guidelines for Highway Design ' for the posted speed limit and speeds of 5 and 10 miles per hour greater than the posted speed limit. Table 4 -Available Intersection Sight Distances vs. ConnDOT Guidelines Connecticut DOT Design Guidelines Field Measured Minimum Intersection Desirable Intersection Intersection Sight Sight Distance in Feet for Sight Distance in Feet for Distance Design Speeds Shown Design Speeds Shown 35 40 45 35 40 45 MPH MPH MPH MPH MPH MPH ' Looking Right 580 Feet 285 365 455 405 505 635 Looking Left 1,050 Feet 285 365 455 1 405 505 1 635 Table 4 shows that the intersection sight distance (ISD) looking in both directions is much greater than the minimum ISD for design speeds of 45 mph (10 miles per hour greater than the posted speed limit). The ISD looking left is nearly double the desirable ISD for a 45 mph design speed. CABUSINESS\MANEELEY\REPORT.DOC 9 Looking toward the right, the intersection sight distance is greater than the 1 desirable ISD for a 40 mph design speed and nearly equal to the desirable ISD for a 45 mph design speed. Since vehicles approaching from the right will have just turned from Sullivan Avenue onto Rye Street, their speed will likely be close to the posted speed limit as they approach the proposed site drive. The stopping sight distance drivers can see is 580 feet from the west (from Sullivan Avenue) and nearly 1,000 feet from the east. The stopping sight distance from both directions is greater than the upper limit (475 feet) for SSD stated in the Connecticut DOT Guidelines for Highway Design for a ' design speed of 50 mph (15 mph greater than the posted speed limit). The available intersection and stopping sight distances will allow vehicles to safely enter and leave the Maneeley Banquet and Catering site. Conclusions Maneeley's Banquet Facility, LLC. proposes to build a 16,516 square foot Banquet and Catering Facility on 5.44 acres located along the north side of Rye Street in South Windsor, Connecticut. The traffic impact from the development was determined by using the trip generation information for ' banquet facilities provided by staff at the Bureau of Policy and Planning for the Connecticut Department of Transportation. Capacity analyses were done for the intersections of Sullivan Avenue at Route 5, Sullivan Avenue at Commerce Way and Sullivan Avenue at Rye Street for the 1998 traffic volumes, 1999 No Build traffic volumes, and the 1999 Build traffic volumes. Additionally, capacity analyses were done for the site access drive along Rye Street for the 1999 Build conditions. Levels of Service are expected to remain unchanged (LOS C on Friday and LOS B on Saturday) at the signalized intersection of Sullivan Avenue and Route 5 for the existing, the 1999 No Build and 1999 Build conditions. Capacity analyses for the unsi nalized intersections indicate that the intersection of Y g Sullivan Avenue at Commerce Way will experience no change in operating Level of Service during either peak period for the existing, 1999 No Build and 1999 Build conditions (the left turn from Sullivan Avenue will continue to operate at LOS A during both peak periods and the Commerce Way approach will continue to operate at LOS B during the Friday peak hour and at LOS A during the Saturday peak hour). At Rye Street the left turns from Sullivan Avenue onto Rye Street will continue to operate at LOS A during the Friday evening and Saturday afternoon peak hours with the addition of the site generated traffic, including traffic generated by two full-capacity events during the Saturday afternoon peak hour. The Rye Street approach to Sullivan Avenue presently operates at LOS B during both periods and will continue at LOS B during the Friday evening peak hour. During the Saturday afternoon peak hour the Rye Street Approach is expected to operate at LOS D with an average delay of 20.3 seconds per vehicle if two major events occur back to back. Since the threshold separating LOS C and LOS D is 20.0 seconds delay per vehicle, two smaller events or a single large event occuring during the Saturday afternoon peak will allow the Rye Street approach to operate at LOS C.. The intersection of Rye Street and ' CABUSINESS\MANEELEY\REPORT.DOC 10 the site drive was analyzed for the 1999 Build conditions. Left turns from Rye Street onto the site will operate at LOS A during both peak periods. ' The site drive will also operate at LOS A during both peak periods. The available intersection and stopping sight distances will provide drivers the opportunity to safely enter and leave the site. Except for the sight ' distance looking right from the site drive, the intersection and stopping sight distances will meet or exceed the desirable sight distances presented in the Connecticut DOT Guidelines for Highway Design for speeds of at least 50 ' miles per hour(15 miles per hour faster than the posted 35 mph speed limit). The intersection sight distance looking right from the site drive is greater than the desirable ISD for a 40 mph design speed and more than 100 feet greater than the minimum ISD for a 45 mph design speed. Since vehicles approaching from the right will have just turned from Sullivan Avenue onto Rye Street, their speed will likely be closer to the posted speed limit as they approach the site drive. Existing roadway conditions in the area are expected to handle the added traffic generated by the 400 seat Banquet and Catering Facility. No off site improvements are suggested as the proposed Banquet and Catering Facility is not expected to cause unacceptable traffic operations (Levels of Service) or safety concerns in the area. File no. 98-1029 Existing Proposed Runoff Development 2 year storm 2.0 5.0 10 year storm 3.3 7.9 25 year storm 3.9 9.8 50 year storm 4.5 10.7 100 year storm 5.0 11.7 in C.F.S. A 49-minute time of concentration was used for the runoff calculations for existing conditions. The Bio-filter increases the time of concentration for the proposed conditions from approximately 12 minutes to 34 minutes. No detention is proposed, it is understood that the industrial park has a detention basin further down stream. Conclusions The use of a bio-filter and sedimentation basins will act to clean the runoff and preserve the quality of the stream leaving the property Introduction The subject of this drainage study is approximately 5.4 acres located on the northern side of Rye Street in South Windsor, Connecticut. Under existing conditions, the site drains to the northwest towards a stream adjacent to the boundry of the property The site is a farm land with some wooded area along the stream. The proposed improvements to the site include the construction of a Banquet facility with corporate offices, kitchen, storage, parking for 199 vehicles, and a storm water management system including a biofiltration basin. Under proposed conditions, the site will drain to the biofiltration basin and then to the existing stream.. The total . discharge of 7.9 cfs, for a ten year storm. Methodology The rational method was used to determine 2, 10, 25, 50 and 100 year storm discharges for pre-existing and for proposed conditions. Mr. Bruce Hillson, the applicant's authorized representative, concurred with the above recommendation on October 15, 1998. 2 Report of Findings Maneeley's Banquet Facility,LLC Town of South Windsor STC No. 132-9809-01 Site Description: The applicant is proposing to construct a 16,516 sq.ft. banquet and catering facility with a total of 199 parking spaces, including 6 handicapped parking spaces on a 5.38-acre parcel. The site is located on the north side of Rye Street. Access to the site will be provided via a stop-controlled drive on Rye Street. Secondary access will be provided by a gravel drive through lot No. 34 to Commerce Way. John Fitch Industrial Center was issued Certificate No. 868 on September 20, 1988 for 270,000 sq.ft. of gross floor area and approximately 500 parking spaces. Presently, 192,692 sq.ft. of development has been constructed leaving 77,308 sq.ft. of allowable development within the 38.5 acre industrial center. It appears that the original owner of the John Fitch Industrial Center has sold the remaining sites and additional land adjacent to the approved development. D & L Caron LCC is presently proposing development of a 16,516 sq.ft. facility on a 5.38 acre parcel, which is part of a 16.86 acre resubdivision that includes approximately 3 acres approved under Certificate No. 868. Generated Traffic: This addition to the John Fitch Industrial Center is expected to generate an additional 160 vehicle trips during the Friday peak period (144 entering and 16 exiting). During the Saturday peak period, this addition is expected to generate an additional 320 vehicle trips (160 entering and 160 exiting). Sixty- seven percent(67%) of the generated traffic is expected to travel Route 194 (Sullivan Avenue) northwest of Rye Street, thirty-three percent (33%) is expected to travel Route 194 southeast of Rye Street. These projections were reviewed and approved by the Bureau of Policy and Planning. Department of Transportation Observations and Concerns: State project No. 132-116, which was completed on February 28, 1996, widened the intersection of Route 5 (John Fitch Boulevard) at Route 194 (Sullivan Avenue). Route 5 was widened to four lanes including an exclusive left-turn lane, two through lanes and an exclusive right-turn lane on the northbound approach and dual left-turn lanes, one exclusive through lane and a shared through right-turn lane on the southbound approach. Route 194 was widened to three lanes including an exclusive left-turn lane, a shared left-through lane and an exclusive right-turn lane on its westbound approach to Route 5. Route 194 was also widened to two lanes on its eastbound approach to Rye Street. These improvements were in excess of what was required under the original certificate and the original developer of the John Fitch Industrial Center was not asked to participate in this work. Based on a review of the submitted traffic volumes and those expected from the remaining undeveloped portion of the industrial center, a traffic signal is not warranted at the intersection of Route 194 at Rye Street. Level-of-Service is acceptable at the intersections of Route 5 at Route 194, Route 194 at Commerce Way and Route 194 at Rye Street. The Town of South Windsor does not see a need to widen Rye Street to two lanes or provide bypass area at Commerce Way at this time. Therefore, it has been recommended to rescind previous conditions requiring these improvements. Since there is no required off-site improvements a bond will not be required. 3 1 ' STATE OF CONNECTICUT MEMBERS STATE TRAFFIC COMMISSION Commissioner of Transportation DEPARTMENT OF TRANSPORTATION Commissioner of Public Safety '••r .:° 2800 BERLIN TURNPIKE, P.O. In our conversation we discussed the natural characteristics of the swales. Based on my indication that the presence of standing water is for a duration "larger than just the storm incident" , it is his opinion that, "the swales should be declared intermittent watercourses" . This does not preclude the possibility for future development, but would provide for regulatory control of the activity. I Watercourses: defined physical feature - river, lake, stream, . pond; or biological/botanical des ires ption - swamp, marsh, ko-g. Additionally, all natural and artificial waterways, ditches and canals are regulated as watercourses. Common sense must be utilized when dealing with the upper reaches of intermittent or artificial watercourses. Was the intent of the law to regulate existing storm drain piping networks that flow only during the storm incident?; we think not. [note: ,; problems with pollution, siltation, and construction of such facilities can be dealt with through other avenues, (i.e. other local laws, ordinances or enforcement actions) ] operationally, the DEP Water Resources Unit bases its ruling, of the upper limit definition of an "intermittent" watercourse on the following criteria: . 1) presence of the waterway on United States Geological Survey (USGS) , Soil Conservation Service (SCS) , National Wetlands Inventory (NWI) or other natural resource maps and data. 2) physical appearance of waterway in the field, (defined channel, scour, deposits of recent alluvium and detritus) . 3 ) presence of water, or a soil moisture regime, which is persistent enough to begin the process of hydric soil formation, (has "reduction" in soil begun to take place?) . 4 ) presence of standing water or flow for a duration "longer--than just the storm incident" , (i.e. flow of water supported by some component, however small, of groundwater outflow or ex-filtration) . 5) presence of hydrophytic vegetation. pow M. aF,` • 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 'NOsoR-c° TELEPHONE (860) 644-2511 May 19, 2005 Judy Schuler Design Professionals 165 South Satellite Road South Windsor, CT 06074 Via Fax 291-8757 Re: Maneeley's site plan change order Dear Judy, I have reviewed the plans for addition to Maneeley's Caterers at 65 Rye Street and I have the following comments: ✓1. Label the overhead doors on the north side of the proposed addition. Is there ari existing drainage pipe that runs between the EX CB with at TF 80.02 and the EX Drainage Structure with a TF 77.00. Will this pipe be removed or plugged? Label it accordingly. Will the proposed sanitary sewer force main pass under the proposed 12"drainage pipe? Please clarify this and label the plans. . :' Additional details are needed for the proposed pump chamber including the pump model, head and flow proposed, storage volume and elevations or levels for the Pump Off, Pump On and High Water Alarm floats. r,"his pump chamber needs a connection for an external portable power supply. .6. Clean-outs are needed in the proposed force main at bends and every 100 feet. 'x the direction of flow arrow in the Force Main Connection Detail. In easement for the sanitary sewer force main must be provided over the property fronting on / Commerce Way. 9. Provide elevations of the proposed building addition for review and approval. vId. Attached are the change order form and four copies of the revised plans(revised to 6-1-05). The following are like numbered responses to your comments from the May 19, 2005 letter: 1. Overhead doors labeled. ,2. The revised plan depicts the actual site conditions for the storm pipe per our client, Mr. Bruce Maneeley. Per our understanding, the two catch basins discharge to an existing holding tank. a proposed storm drainage pipe was unnecessary and removed from the plan. Additional pump and chamber details are shown on the revised plans. Per our client,a generator has been installed and they are planning on connecting the existing building and proposed addition(including the pump chamber)to the generator. Cleanouts are not required for a sanitary force main. Flow arrow revised on plan detail. F r. 8. A 15 feet easement is depicted on the attached plan. t` . Elevations are attached as part of the change order. 1W A WPCA application has been submitted. Copies of the revised plan will be forwarded to Mr. Fred Shaw.
