The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes, Chapter 440, Section 22A-38. I have reviewed the plans prepared by your office (dated 7-10-98) and have found the representation of the field delineated wetlands to be substantially correct. The wetlands consist of a man-made drainage ditch (flags 1- 10 and 35-43) and natural watercourse. The wetland area between flags 51-57 contains poorly drained soils of the Walpole Series. The remainder of the mapped wetlands were identified as based on the watercourse definition of wetlands. The upland soils to the east of the mapped wetlands include the moderately well drained Sudbury and Ninigret Series. Somewhat poorly drained soils of the Ninigret Series were also found to the east of the wetlands. Both upland soils overlay deposits of sand and gravel. The soils of the Ninigret Series tend to be sandier than the soils of the Sudbury Series which do contain gravel in the substratum. Below a depth of five or more feet, lacustrine clay deposits were noted. If you have any questions please call me at 742-5868. Very truly yours, RECr ! John P. File no. 98-1029 Existing Proposed Runoff Development 2 year storm 2.0 5.0 10 year storm 3.3 7.9 25 year storm 3.9 9.8 50 year storm 4.5 10.7 100 year storm 5.0 11.7 in C.F.S. A 49-minute time of concentration was used for the runoff calculations for existing conditions. The Bio-filter increases the time of concentration for the proposed conditions from approximately 12 minutes to 34 minutes. No detention is proposed, it is understood that the industrial park has a detention basin further down stream. Conclusions The use of a bio-filter and sedimentation basins will act to clean the runoff and preserve the quality of the stream leaving the property Introduction The subject of this drainage study is approximately 5.4 acres located on the northern side of Rye Street in South Windsor, Connecticut. Under existing conditions, the site drains to the northwest towards a stream adjacent to the boundry of the property The site is a farm land with some wooded area along the stream. The proposed improvements to the site include the construction of a Banquet facility with corporate offices, kitchen, storage, parking for 199 vehicles, and a storm water management system including a biofiltration basin. Under proposed conditions, the site will drain to the biofiltration basin and then to the existing stream.. The total discharge of 7.9 cfs, for a ten year storm. Methodology The rational method was used to determine 2, 10, 25, 50 and 100 year storm discharges for pre-existing and for proposed conditions. x Drainage Study A x I Calculations Existing Conditions Acres I A x I for Drainage Impervious 0 0.9 0.000 Pervious 5.48 0.3 1.644 1.644 Proposed Conditions CB1 Impervoius 0.21 0.9 0.189 Pervious 0.04 0.3 0.012 0.201 CB2 Impervious 0.03 0.9 0.027 Pervious 0.01 0.3 0.003 0.030 CB3 Impervious 0.4 0.9 0.360 Pervious 0.08 0.3 0.024 0.384 C134 Impervious 0.065 0.9 0.059 Pervious 0.001 0.3 0.000 0.059 CB5 Impervious 0.18 0.9 0.162 Pervious 0.08 0.3 0.024 0.186 CB6 Impervious 0.25 0.9 0.225 Pervious 0.09 0.3 0.027 0.252 CB7 Impervious 0.09 0.9 0.081 Pervious 0.03 0.3 0.009 0.090 C68 Impervious 0.22 0.9 0.198 Pervious 0.05 0.3 0.015 0.213 C69 Impervious 0.41 0.9 0.369 Pervious 0.17 0.3 0.051 0.420 CB10 Impervious 0.2 '0.9 0.180 Pervious 0.13 0.3 0.039 0.219 CB11 Impervious 0.3 0.9 0.270 Pervious 0.04 0.3 0.012 0.282 7/31/98 R. I have reviewed the proposed plan with the following comments: I. Item#4 should be amended to read: "All erosion control measures are to be inspected, maintained, or replaced on a weekly basis or within 24 hours of a storm event". 2. Sediment and Erosion Control Notes: Items 4,5,6, and 12 contain typographic errors and should be corrected. 3. CB#10 and 12 have an icons for a sedimentation structure. CB# 12 is not labeled as such. There is no detail for a sediment structure on the plans. 4. A detail to correspond with#14 of the E&S Narrative should be included in the plans. I have reviewed the proposed plan with the following comments: The plan shows a gravel access road exiting onto Commerce Way. I believe there is a high likelihood that this area will be used as access to the site as well as the one shown on the plans. An anti-traking-pad. pds to be installed in this area and be shown on the plans. (reduce he proposed building will comprise a little over 10% of the impervious surface site. To stormwater discharge to the stream and return some of the runoff into the ground for charge I strongly recommend that all of the roof runoff be returned to the ground via rators. __.. The IWA/CC application needs to be amended to reflect the amount of disturbance in regulated areas. MEMORANDUM TO: Jeffrey H. Folger, Zoning/Wetlands Enforcement Officer FROM: Jerry C. Iazzetta, Town Engineer DATE: August 10, 1998 RE: Maneeley's Resubdivision/Site Plan We have reviewed the plans dated July 31, 1998, received August 5, 1998, for the proposed Maneeley's Resubdivision/Site Plan and have the following comments: 1. Riprap pads must be dimensioned and a detail provided. 2. Roof drainage is not addressed. JCl/sfg P&Z/maneeleys/memo810 MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer Date: August 11, 1998 Re: Review of the proposed Maneeley's Banquet facility Commerce Way, Plans dated 7/31/98. The project is to construct a 16,500sgft building, located on lot#42 Commerce Way by resubdivision. Proposed disturbance is estimated at 9300sgft. I Site: The site is located in the Scantic River watershed. The parcel is comprised of 5.38 acres. The site is 90% level, comprised of light shrub and open grass with a forested area to the southwest along a small watercourse. The watercourse channel on the site is approximately 4 to 6 feet wide with steep slopes 3 to 5 feet deep. I would estimate the average base flow to be 1 to 2 feet wide and 1 to 3 inches deep. At the time of the site evaluation, August 4"', there was no water flowing in the channel. The plan proposes to discharge stormwater to the southwest to a wet swale and then to the watercourse. There are sediment structures planned prior to discharge into the biofilter. Impacts: The site is comprised of medium and fine sands. The level portion of the property is comprised of Sudbury Fine Sandy Loam (SsA), erosion potential is listed as low in this area. Proposed erosion controls appear to be adequate to control migrating sediments. Approximately 10% of the total proposed impervious area is roof. I have recommended to the design engineer that runoff from this area be introduced into the ground via infiltrators to reduce flow quantities to the common detention basin and maintain ground water recharge.
