Re: Initial Review of Brookside Landing SRD -Plans dated 9/1/98
I have reviewed the site plans for the proposed re subdivision plan with the following comments:
1. The plan shows the stormwater being discharged on the side two slopes to the north and the
northwest. These slope are shown as Terrace Escarpment soils (Te) in the Hartford County
Soil Survey. These areas have been shown to be very susceptible to erosion when stormwater
is channeled to them, causing severe gullies and sediment impacts to wetlands and
watercourses downslope. Stormwater must be channeled and discharged to an area that
minimizes the likelihood of erosive scouring.
2. Invert elevations should be provided at each of the inlets and outlets of the proposed basins.
3. The proposed basin near test pit#6 should be designed to maximize flow through the basin to
prevent short circuiting.
4. Test pit data should be provided on the plans.

Re: Continuing review of Shady Brook Village SRD -Plans dated 9/l/98
I have reviewed the site plans for the proposed re-subdivision with the following comments:
1. The gully behind lot#1 is flagged as a watercourse near the 60-foot contour. This feature and
its corresponding 80-foot regulated area need to be shown on the plans.
2. The house on lot#1 is proposed to be built approximately 30 feet from the top of the gully.
This area will be a constant potential source of erosion during construction and after.
Activities associated with homeownership including the discarding of lawn waste which has
been shown to cause the erosion potential to increase by trapping moisture in the soil that
would otherwise escape by evaporation or transpiration can lead to hazardous conditions to
property and a potential health risk. The result is increased soil moisture, which can lead to
slope failures through slumping. With the house in such close proximity to the slope the
potential for this happening is, in my opinion, high. I would seriously recommend eliminating
this house from the plans and combining lots 1 and 2.
3. The flag numbers present on the wetland boundary should be included on the plans.
4. The detention pond behind units 12 and 13 is shown to be a wet pond. In this instance I would
recommend that the pond be designed as a dry pond. Standing water that is allowed to
infiltrate in close proximity to the slopes can lead to a saturation condition of soil on the side
slope and can increase the likelihood of a slope failure.
5. There is a small watercourse designated by a dashed line that traverses the eastern corner of the
property near the 42 foot contour line. This feature is labeled as Bancroft Brook. I believe
that this is incorrect.

Re: Continuing review of Shady Brook Village SRD - Plans dated 9/1/98
I have reviewed the site plans for the proposed re-subdivision with the following comments:
1. There are several areas in Town where destabilization of slopes has occurred within close
proximity to detention basins. Conditions exist where water saturating the basins travel along
the underlying clay layer creating a lubricating effect on the overburden. The result is a sliding
or slumping of the soil towards the toe of the slope. The soil test pits near the proposed basins
show a clay layer at or below the bottom of the proposed basins. How will you insure that
water from the detention basins will not exit the basins along the existing clay layer and cause
slumping of the soil on the side slopes?
2. Upon review of the land records we have found no evidence that the transfer of ownership to
the South Windsor Land Conservation Trust has taken place. It appears that Bancroft LLC
owned the entire property at the date of the application and has not met the requirement of
notice to the abutter(see Section 7.3b)

Re: Review of the proposed Shady Brook Village SRD and house lots subdivision. Plans
dated 9/16/98
The project is create a 20 unit Senior Residence Development and two residential house
lots on approx. 9.4 acres. Regulated activities include the location of stormwater outfalls
in the buffer and the possible location of a house within the regulated buffer. Total area
of disturbance within the regulated areas is estimated at 5600 sqft.
Site: The site is located in the Bancroft Brook watershed. The parcel is comprised of 9.4
acres. Currently the site is an early to middle successional forest on a level terrace with
moderately steep slopes to the Bancroft Brook floodplain.
The wetland areas concerned would be categorized as forested wetland associated with a
stream corridor(riparian forest). During my site walk of 9/18 flagging denoting a
watercourse was detected behind proposed lot#1 that was not shown on the plans. This
would impose an 80 foot regulated area on lot#1. This is not shown on the current
revision. The site has several small to moderate gullies that appear to have been formed
by concentrations of overland flow either past or present. At present the gullies are at a
point of equilibrium in that there is no significant active erosion occurring. The site has a
diverse plant community, with a moderate canopy of mixed hardwoods and softwoods
and a moderate shrub layer. I would consider the wildlife habitat value in this area to be
moderate to high.
Major functions of this wetland area would be stormwater conveyance, flood storage
wildlife habitat, nutrient and sediment trapping, and recreational value.
Detention is presently planned on the site utilizing two basins with outfalls discharging
into the Bancroft Brook floodplain. The Engineering Dept. has requested a watershed
analysis to determine if detention is needed.
Impacts: The construction site itself is relatively level. The upper terrace is proposed to
i be cleared with minor cuts and fills to level the site. Upper soils are mapped as Windsor
Sandy Loam (WuA). Erosion potential for this soil is listed as low. Impacts caused by
the proposed construction of the road and dwellings should be able to be contained with
standard erosion controls. Loss of wildlife habitat is expected due to the amount of the
forested area to be cleared.
My main concern is from the stormwater that will be collected and discharged from the
basins to the toe of the slope. This area is mapped as Terrace Escarpment(Te) soils, and
is known to be very sensitive to flowing water. Eroded gullies present along this area
give evidence of past mistakes in discharging stormwater onto these soils. The location
of the basins in relation to the slope increases the potential of slope failures in the future
caused by water from the basins infiltrating to the clay layer and acting as a lubricant
which can cause the sand overburden on the side slopes to slump toward the bottom of
the slope. This process is evident in the Gorski subdivision, and on slopes on Ravine
Road and Woodside Drive. Other processes associated with the acceleration of slope
failures include cultural practices such as excessive accumulations of yard wastes on the
slopes. This organic material prevents the process of evaporation, which can hold
moisture in the overburden. This can lead to slope failures during times of severe wet
weather when the weight of the overburden combined with the lubricated clay layer
succumbs to the force of gravity. The other concern is the potential for the discharge
water to erode the slope on its way to the flat area. Substantial protection is needed to
insure that this does not occur. Again, this is evident in the Gorski subdivision, the
Dower Road stabilization project recently completed by SCS,the State and the Town,
and also in the Commerce Way detention outfall.

We have reviewed the revised drawings dated 10-29-98 for the proposed
Shady Brook Village Site Plan and have the following comments:
1. Roof drains from units 9, 8, 6, 16 and 17 require protection where they
outlet into the detention basins and should be brought to the toe of the
slope.
2. The plunge pool from the NE detention basin should be placed at the
toe of the slope.
3. Test pit data for test pits #1 and #7 are not provided.

built north of Strong Road, extending to the Oxbow Road area. We feel that
it would pose:
♦ Significant problems to the existing Bancroft Brook flooding and
pollution situation;
♦ A restriction against the use of the land;
♦ A permanent disturbance of the natural inhabitants of the area creating
displacement of the wildlife existing there;
♦ An unwanted alteration to the historical geography of Main Street;
♦ An unsightly change to the natural aesthetics of the area
We urge an commissions boards or committees meeting to discuss these

Re:Petition in Favor of Shady Brook Village
We the undersigned, although not able to be present for the public hearing, would like to make
our thoughts known respecting the proposed Senior Residential Development called Shady Brook
Village off of Strong Road We hope you will accept this into the public record
We are residents of Collins Hill I&U,the Senior Residential Development off of Sullivan
Avenue. We are very happy to be in South Windsor. We hope you approve this project because
we feel that there should be more Senior Residential Developments in Town
Some of us have family members and friends that would like to live in a similar community. We
are aware that Shady Brook is in the process of approval so we wanted to endorse this project as
we feel it would be a boost for the Town of South Windsor as well as an additional location for
Seniors within the town to reside.
We are very happy with this unique, quiet community of our senior peers and hope you will
consider favorably Shady Brook Village.
We respectfully ask that you accept this into the public record

Re: Location of stormwater outfall on Shady Brook Village SRD.Appl.#98-58P
I would recommend moving the location of the level spreader associated with the northwestern
stormwater outfall approximately 30'to the south, which would put the spreader just south of the#75
wetland flag.In examining the location of the proposed northwestern stormwater outfall it appears
that the current outfall location would result in a higher risk of erosion and entail a greater level of
disturbance because the spreader would have to be placed in and through an existing berm and
directed At the brook.
Therevased:location would result in stormflows taking a longer, flatter route to the brook thereby
increasing the attenuation of pollutants and slowing flow velocities.

Re: Alteration of the approved Shady Brook Village SRD. Plans dated 11/17/98
On Thursday November 19"'Mr. Goodwin and I walked the area where the northwest
stormwater outfall is proposed to be located. The approved location would result in the
outfall cutting through an existing earthern berm and discharging into the brook from a
steep slope. Based on the outfall location in relation to the existing wetland flags I
recommended to the applicant that the outfall be moved approximately 30 feet to the
south between wetland flag numbers 76 and 77. This would direct exiting stormwater
through a longer stretch of forested area before it reaches the brook.
I estimate that the additional wetland disturbance would be 70 sgft and disturbance to the
regulated buffer would be reduced by approximately 50%, from 1600 sqft to 800 sgft.

Re: Location of stormwater outfall on Shady Brook Village SRD.Appl.#98-58P
Based on an additional field visit I have requested that the proposed stormwater outfall located in the
northwest corner of the property be altered so that the outfall is placed approximately 30 feet to the
south.
We received a concept plan from the applicant which was discussed at the Nov 24 hearing, however
no revised plans showing the change have been submitted.
