Establish blast plan and determine estimated pounds per delay.Determine effect radius via scaled distance guideline of 50, or 250'(site specific). Scaled distance is equal to the actual distance of a structure from the blast site divided by the square root of the charge. 2. Inspect interior and exterior of structures within this radius. Record via notes andior photographs overall structural condition. This also serves to inform homeowners of what to expect, and to explain the blasting procedure. 3. Seismic monitoring via a three-axis, continuous waveform digitizing seismograph at the nearest structure, sanitary sewer main, and storm main. Evaluation of seismograms by independent seismic consultant, acceptable to Town Engineer, to ensure compliance with USBA18507. 4. At the Town Engineer's request, prior to installation of pavement binder course, all house utility laterals shall be required to be extended a minimum of 25'into respective lots, where blasting is required for such installation. Blasting Procedure: Mass excavation:Drill 3"diameter holes to required grade, with allowance for subrilling.Actual depth and pattern will be site specific. Load production column with charge and utilize 3/8 stone for stemming to contain gas pulse. Trench excavation:Drill 3"diameter holes to required grade, utilizing standard staggered pattern.Load column with charge and utilize 3/8 stone for stemming to contain gas pulse. Explosive Description: 2"xl6"Cartridge Gelatin Dynamite, 40%/60%strength. Ammonium nitrate fuel oil mixture.Electric detonators. Manufactured by Dyno Nobel Inc.Material safety data sheets on file. Safety procedures: , • Inform personnel of blasting within influence perimeter. • Air whistles will sound immediately prior to each detonation; three interval whistle sequence. • When sufficient overburden is not present, utilize steel cable blasting mats with insulation provided by . rubber tires. We need to keep them back beyond PT's or PC's at intersections to avoid conflict with snow removal. ■ There were no light post locations. Again, they need to be far enough back from intersections to facilitate snow removal. ■ Sanitary flows into Manchester. ■ Marisa Lane cul-de-sac needs another catch basin to insure no water gets trapped along curb. ■ Gilbert Lane catch basin 69 to 70 may be a water line conflict. ■ Both Marisa and Loomis near their intersections may need blasting for storm and sanitary. Back fill and compaction will be critical. ■ Should put north arrows on plan and profile sheets for orientation. MCS/gh v,. Appl #98- 68P I have reviewed the proposed plan with the following comments: 1. The profile of the bottom of the proposed detention basin adjacent to the Justin Way/Gilbert Lane intersection should be shown and the topsoil detail be changed to include 12"of topsoil composed of a 50%compost mix. This will provide a much higher organic medium for germination of the proposed seed mix. This topsoil detail should also be used for the expansion of the existing basin. 2. The proposed seed mix for the wet portion of the basins should include a 20%mixture of fox sedge or broom sedge. This will add diversity to the seed mix. The sedges surpass canary grass for wildlife value and drought resistance. 3. Erosion controls should be installed within the existing detention basin to minimize sediment migration generated in the construction of the expansion. 4. Details showing the present limits of the existing basin and expansion should be shown. cc. Town Engineer Town Planner IWA/CC Wit. Xz iL') tiF MEMORANDUM TO: Marcia A. Application for approval of Phases IV and V to create 21 lots in the Deming Hill Estates open space subdivision the southerly side of Deming Street, westerly of Slater Street, AA-30 zone. Phases I and II, consisting of 34 lots, were approved by this Commission in March 1997 and are under construction. This property abuts the Manchester town line in the area of the apartments across from the Buckland mall. The site size is 105 acres. There are approximately 13 acres of regulated wetlands on the property. 2. Minimum lot size required in the open space subdivision is 25,000 sf; minimum lot size provided in Phases IV & V is 25,000 sq ft, the largest is just over an acre. The applicant is providing an average of over 32,000 sf within the overall subdivision. All lots in Phase IV and V appear to conform to our regulations. We do note that lots 36 and 72 will have constraints to even minor additions such as deck expansions if positioned as shown on the topographic map; this is so noted on the plans. 3. As part of the Phase I subdivision approval, the applicant will be widening Deming Street 15' feet from center line for the length of the subdivision frontage, in accordance with the requirements of the subdivision regulations. Under the Phase I approval, the widening is deferred until the remaining phases are constructed. 4. The open space requirement for the whole subdivision is either 10 acres or an amount of land equivalent to the average lot reduction percentage, whichever is more. In this case, since the average lot size is larger than the required minimum, a total of 10 acres was required; 23.5 acres to be provided. For Phase I, the 10 acre minimum was provided; this application includes 2.14 acres of open space. There is an open space improvement plan that includes a path constructed around the perimeter of the pond; this was approved in Phase I. 5. The applicant has an agreement with the South Windsor Land Trust to accept ownership of this open space land once the subdivision is completed and the open space improvements have been made. . K 6. There are regulated wetlands on the property. IWA/CC approved this application on February 3 with a $5000 bond and approval conditions requiring a 10-foot conservation easement along the rear boundary of lots 83 & 84 plus conifers 5-7 feet tall interplanted in the conservation easement areas. 7. The site is serviced by public water coming from Ridge Road. The site will also be serviced by public sewers flowing into Manchester's sewer system. The landscaping plan consists of street trees, as well as screening plantings around detention basins. With Phase I & II approval, the Commission required a 25' conservation easement along the rear boundary of lots 20-24 in order to preserve the hedgerow. That same hedgerow is present on lots 72 & 73, which abut lots 20-22. The Commission may want to place the same 25' conservation easement along the western boundary of lots 72 & 73. 9. Sidewalks are shown on one side of the main streets and no sides of cul- de-sacs. Sgt. Tom Field of the Police Dept. has requested sidewalks on both sides of all streets, as well as street lights every 2 lots on one side. 10.The Planning Department notified CRCOG as required under state statutes. They have submitted the following report (Exhibit F) READ CRCOG MEMO If this application is approved, Planning Dept. staff have no additional requested modifications. t"W N SC y * F O a 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 SOR•CO AREA CODE 860/644-2511 March 12, 1999 CERTIFIED MAIL Mr. Peter DeMallie Design Professionals, Inc. 165 South Satellite Rd.
