Very truly yours, ie y H.FJg e r Zoning/Wetlands Enforcement Officer JHF/pmm Cc: Chairman, IWA/CC MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger -Zoning/Wetland Enforcement Officer Date: December 29, 1998 Re: Review of the proposed Deming Hill Estates Subdivision, Deming Road. Plans dated 12/03/98. The project is to create a 21 lot single family subdivision. Proposed regulated activities include locating sediment and detention basins within the buffer areas and expanding an existing detention basin. The proposed disturbance in regulated areas will be approximately 7300 sqft or 0.17 acre. Site: Approximately 15% of the site is located in the Podunk River watershed. The remainder site is located in the Hockanum River watershed. Presently, 25% of the site has 35 houses on it from an approval in 1996. The site ultimately is proposed to have 96 houses built on it. Historically, the site has been used as an agricultural field with a combination of tilled field and hayland. Relief on the site is flat to gently sloping to the southeast. The approximately 23 acre wetland in the southeast portion of the property consists of very poorly drained soils. This area shows little evidence of recent disturbance, although there are remnant farm roads through some of the dryer areas in the west and the east. The vegetation types in this area are forested and shrub/scrub. With some areas of wet meadows. There is a moderate sized pond in this area(1/4 acre) which provides some good open water habitat. All in all some good quality wildlife habitat. This wetland drains into Manchester to the south into the Buckland Mall detention system. The wetland boundaries appear to be accurate. Major functions of this wetland area would be flood storage, nutrient and sediment trapping, wildlife habitat, and some groundwater recharge. The esthetic values in this area are in my opinion high. Two stormwater outfalls already discharge into the wetland along the north and west. One more would be added and the northern outfall would be enlarged. The structures planned are designed more for water quality than water quantity. Detention and storage are limited with utilization of the large wetland for stormwater attenuation. Trapping of sediments, and nutrient and heavy metal filtering through the use of broad flat spreaders is planned outside of the northern boundary of the wetland. It is presently a wet structure with long term standing water present. This structure is proposed to be expanded to the east. The proposed structure to the west of this wetland is more standard in configuration but with a broad spreader at the outflow. This is proposed to be a wet bottom with wetland plantings incorporated in the design. This wetland area has been be donated as open space. The open space has been donated to the South Windsor Land Trust. Included in the first application, is the installation of a trail system around the 23 acre piece. The trail would be installed by the developer and ultimately maintained by the Land Trust. The wetland area located on the eastern portion of the property which is not proposed to be developed at this time but long range planning does indicate that there will be development near it in the future. It is an area that has been cultivated in the past during dry years. Its low position on the landscape and underlying shallow bedrock holds water during wet years. Impacts: The majority of the upland area has until recently been used for agricultural purposes. Most recently, the front portion has been in row crops (corn) and the rear portion has been either fallow or in hay. The actual work planned to be done in the wetland buffer should not have long term negative affects to the wetland areas involved. The installation of the proposed retention basin on the western edge of the large wetland area will provide a more diverse plant community than what is already there. The major environmental concern is stormwater quality to the large wetland area in the south. Long term plans call for a minimum of 96 homes to exist on this site. Stormwater borne nutrients, heavy metals and pathogens have the potential of negatively impacting the wetland area. I feel that the construction of the a trail system will have minimal impact on the wetland system when weighed against the recreational and educational benefits. The areas of proposed disturbance are mapped as Narragansett Silt Loam 0-3%, and 3- 8%. This soil type has an erosion potential listed as severe in the Hartford County Soil Survey. The gently sloping contours reduce the likelihood of sediment impacts during construction from gross particles. The fine particles and reddish color will not be stopped by silt fence. Temporary shallow sediment basins will be effective to prevent sediment migration. Folger Zoning/Wetland Officer Town of South Windsor Re: Review of Deming Hill Estates Subdivision, Sections 4 and 5 - Plans dated 12/3/98. Appl#98- 68P I have reviewed the proposed plan with the following comments: 1. The profile of the bottom of the proposed detention basin adjacent to the Justin Way/Gilbert Lane intersection should be shown and the topsoil detail be changed to include 12" of topsoil composed of a 50% compost mix. This will provide a much higher organic medium for germination of the proposed seed mix. This topsoil detail should also be used for the expansion of the existing basin. 2. The proposed seed mix for the wet portion of the basins should include a 20% mixture of fox sedge or broom sedge. This will add diversity to the seed mix. The sedges surpass canary grass for wildlife value and drought resistance. 3. Erosion controls should be installed within the existing detention basin to minimize sediment migration generated in the construction of the expansion. 4. Details showing the present limits of the existing basin and expansion should be shown. cc. Town Engineer Town Planner IWA/CC MEMORANDUM TO: Jeffrey H. Folger, Zoning/Wetlands Enforcement Officer FROM: Jerry C. Iazzetta, Town Engineer DATE: February 1, 1999 RE: Deming Hill Estates Sections 4 & 5 - 98-68P We have reviewed the revised drawings dated 1/26/99 for the proposed Deming Hill Estates Subdivision Sections 4 and 5 and have the following comments: Sheet 12 1. Profile indicates that the grading at the end of Gilbert Lane will be temporary and that the top of frame of PCB60 & 61 are at temporary elevations and will be lowered in future. These should be built to proper elevations and the area graded to them. Drainage Analysis 1. Gutter flow analysis shows two CB #62's. It looks like one of these is CB #67 but there is already CB67 shown. The gutter flow analysis for these structures should be checked by the applicant's engineer as they do not appear to be correct. A revised analysis should be submitted. 2. Page 17, Storm Pipe Information — the flows from laterals and existing storm drains do not appear correct. Also pipes shown for CB #19, CB #18 and DMH #1 appear to have flows that exceed their capacity. The applicant's engineer should check on these. A revised analysis should be submitted.
