A 10-minute time of concentration was used for the runoff calculations for existing conditions. Underground detention is proposed, with a zero increase in run off. Conclusions A zero increase in run off is achieved with the use of underground storage and an 8"orifice set at 80.4 feet of elevation. Introduction The subject of this drainage study is approximately 0.99 acres located on the southern side of Ellington Road in South Windsor, Connecticut. Under existing conditions, approximately 0.5 acres of the the site drains to the north towards a Ellington Road, the rest approximately drains to a wetland area on the southern boundary of the property The site is a house currently used as a travel agency, which will be removed. The proposed improvements to the site include the construction of a Bank and retail/office rentals, parking for 32 vehicles, and a storm water management system including a biofiltration basin. Under proposed conditions, the northern portion of the site will drain to catch basins through underground storage chambers to a 30"storm drain in Ellington Road. The Southern portion will drain to a biofiltration basin and then to the existing wetlands.. The total discharge of 1.7 cfs, for a ten year storm. Methodology The rational method was used to determine 2, 10, 25 and 100 year storm discharges for pre-existing and for proposed conditions. Triangular hydrographs were generated and flood routed through the designed detention basin and storage by the use of the Storage Indication Method of flood routing. The detention basin was designed to handle the 100 year storm. The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes, Chapter 440, Section 22A-38. I have reviewed the plans prepared by your office (dated I1-13-1998) and have found the representation of the field delineated wetlands to be substantially correct. If you have any questions please call me at 742-5868. Very truly yours, ohn P. Ianni Professional Soil Scientist let98218 P.O. Folger Zoning/Wetland Officer Town of South Windsor Re: Review of Tolland Bank site plan, Ellington Road, South Windsor plans dated 11/13/98. I have reviewed the site plans for the proposed Tolland Bank site plan with the following comments: 1. The location of proposed soil stockpiles should be shown, with appropriate erosion controls. 2. A detail of the biofilter should be shown. This should include a profile showing the topsoil and existing water table. Test pit data should be included. A recommendation for topsoil in the biofilter would be 12"minimum with a 50% amendment of compost. Wetland plants are shown on the seeding schedule, a detailed planting plan should be included. 3. The stormwater flowing to the north is proposed to be controlled by a series of structures. Details of these structures should be shown. Sediment retention capacities should be included in the details. 4. A long term operations and maintenance schedule for cleaning the sediment structures and biofilters should be stated on the plans. 5. The plan does not illustrate how runoff from the driveway will reach the biofilter. 6. The consulting soil scientist should certify the location of the wetland boundary as shown on the plans. cc. Town Engineer Town Planner IWA/CC MEMORANDUM TO: Jeffrey H. Folger, Zoning/Wetlands Enforcement Officer FROM: Jerry C. Iazzetta, Town Engineer DATE: December 1, 1998 RE: Tolland Bank Site Plan 98-65P We have reviewed the drawings and hydrologic study dated 11-16-98 for the proposed Tolland Bank site plan and have the following comments: 1. Underground storage chambers are shown on the plan sheets, however no details are shown. Also hydrologic study indicates that an 8" orifice is at the discharge at elevation 80.4. The detail should show this and also the capacity of these chambers. 2. No test pit data has been provided. We are concerned about high groundwater. 3. Spot grades should be shown in rear pavement areas to show how the sheet flow will be directed to the biofilter area. 4. No details of biofilter area are shown. 5. A maintenance plan is required for the chambers and the biofilter area.
