PODUNK FARM PARKING LOT
1. Request for site plan approval for a 75 space parking lot located directly across
from the Mill on the River Restaurant, on the westerly side of Ellington Road,
A-20, FP zone.
2. Parking on the residentially-zoned premise at 970 Ellington Road had been
previously approved through a temporary and conditional permit granted by the
Zoning Board of Appeals. It was specifically to allow employee parking for
the Mill on the River restaurant across Route 30. ZBA originally granted a one-
year T & C for employee parking for 35 employees in November 1989, and
renewed the T & C in 1990, 1992 and 1994 for two-year periods. PZC
approved it for a two year period suggesting to the applicant that they try to
find a permanent solution.
3. The parking regulations states: the Commission may approve off-site parking
for a permitted (lawful) non-residential use provided that:
1) adequate vegetative or other screening will be achieved;
2) available sight line meets CDOT minimum standards;
3) such additional off-site parking requirements of the existing non-residential use
will be used exclusively for this use;
4) no area presently available on the site of the existing non-residential building
to provide additional on-site parking;
5) the residential character of the neighborhood will not be unduly disrupted;
6) the primary site should be able to be accessed without any pedestrian crossing
of any public street. This provision may be waived only if the applicant
demonstrates to the Commission that there is no other practical and feasible
solution, and that the proposed roadway crossing does not create an unsafe
condition.
4. The applicant has provided a site plan showing 75 parking spaces and has
provided a landscape plan for screening the parking area. They have also
designed a lighting plan which was reviewed by the ADRC after the original
approval
5. There are regulated wetlands on the site. The applicant is pending with
IWA/CC.
r
6. This applications was originally approved in 1998, however it was never built
and the approval has since expired. At the time of the original approval there
were several conditions placed on the approval. The PZC had required the
following requirements must be adhered to:
a. The new lot will continue to be used solely for employee parking to the
maximum extent possible.
b. On evenings where patrons are expected to exhaust all available parking in
main lots, valet and/or supervised parking will be permitted in the new lot.
'As indicated by the applicant, the services of a public safety officer will be
retained on those evenings when patrons are anticipated to park in the new
lot.
7. Staff continues to be concerned about pedestrians crossing Route 30,
particularly at night. It should be noted that in the past there were vehicles
parking along the grass at the Mill, as well as along Ellington Road and Beldon
Road. There have been occasion over the last few years where parking has
been occurring across the street without any personnel ensuring the safety of
pedestrian crossing.
8 edestrian actuated flashers are shown to be installed as required with the
i
previous approval.
9. The South Windsor Police Services have reviewed the new proposal and
submitted the following memorandum:
If this application is approved, the planning department has no further
modifications to request.

RE: MILL-ON-THE-RIVER RESTAURANT
NEW PARKING LOT
ROUTE 30 (ELLINGTON ROAD)
SOUTH WINDSOR, CONNECTICUT
Dear Ms. Banach:
Reference is made to the proposal to construct a 90+ space parking lot on the
west side of Route 30 to serve as overflow parking for the restaurant across the
street on the east side of Route 30.
The site drive serving the new parking lot would be aligned directly opposite the
site drive now serving the south parking lot. The proposal calls for relocating the
crosswalk, warning signs, and flashing lights which were installed by the
Connecticut Department of Transportation (ConnDOT) within the last ten years to
provide safe crossings to the unpaved parking area located opposite the
restaurant. This lot has provided an overflow parking area during peak
restaurant times, and the crosswalk is located north of the site drive serving the
south parking lot, or about 135 feet north of the proposed location of the
relocated crosswalk. We understand that the existing crosswalk has been
monitored by off-duty police personnel during peak restaurant periods, and that
there have been no incidents involving patrons as pedestrians or motorists over
the last ten years.
In reviewing this matter in the field and with Sgt. Tom Field of the Town's Police
Traffic Services Unit, we both expressed concern that with vehicular speeds
exceeding 45 miles per hour on Route 30 in the vicinity of the restaurant, the
accommodation of a crosswalk at this location may not be desirable. However,
there are certain facts regarding this matter which should be considered:
1. The area across the street from the restaurant has been used for overflow
parking on various occasions over the last ten years. During peak periods of
restaurant activity, which are primarily on Friday and Saturday evenings and
on about 15 other occasions during the Christmas holiday season, employees
as a minimum, and patrons on some evenings, have been parked across the
street. On these occasions, an off-duty officer with flashing lights operating
2
on his nearby cruiser, has assisted pedestrians in crossing the street. Sgt.
Field informs me that there have been no incidents over the last ten years.
2. The proposed parking lot project intends to formalize this overflow parking
situation by providing a paved, well-lighted area, with a relocated crosswalk
and sidewalks leading to the crosswalk at each end. The policy of providing
an off-duty officer will continue, and the parking lot will be utilized only during
peak periods.
3. The provision of a crosswalk, with warning signs and flashing lights, was
approved and installed by ConnDOT when first requested by the restaurant
within the last ten years. The existing crosswalk was located to provide the
most direct route between the restaurant and the parking area that is now
being utilized at the north end of the parcel across the street. The proposed
location of the relocated crosswalk is the best vantage point to optimize sight
distance in either direction, enables the crosswalk to be located so that
connecting sidewalk segments can be installed at each end, and although the
street lighting is adequate with fixtures on every utility pole, lighting is also
proposed in the new parking lot.
4. A recommendation considered by the Police Traffic Services Unit was for the
installation of a tunnel under Route 30 to provide pedestrian connections
between the two sides of the street. From my own past experience on similar
matters, it is very doubtful that the State would allow the construction of a
pedestrian tunnel for various liability and maintenance reasons, but primarily
because it is doubtful that anyone would use such a tunnel. Pedestrians tend
to follow the path of least resistance, and it is very unlikely that they would
climb in and out of a tunnel when they can walk across the street much easier
if they stay at grade.
5. Conversations with two staff members of the ConnDOT Traffic Division who
are both familiar with this restaurant have indicated that they believe that this
area may be a good candidate for flashing pedestrian warning signs that are
activated only upon demand by the pedestrians themselves. This traffic
control treatment is relatively new to Connecticut, and although there are only
three approved sites at this time in Connecticut, none have yet to be installed.
Both Sgt. Field and I were hoping to observe such an installation for
ourselves in order to formulate our own opinions. However, it appears that
such an installation would have the advantage of not flashing at all times
which eventually goes unnoticed by the approaching driver, but to only flash
upon demand which tends to have more target value. Signs would be
provided at each end of the crosswalk in proximity to the push-buttons with
legend: PUSH BUTTON TO ACTIVATE WARNING FLASHERS—CROSS
WITH CAUTION.
3
In conclusion, it is my opinion that the new parking lot across the street, with
relocated warning signs and flashers, should not adversely impact either
vehicular or pedestrian safety. Since the existing operation has operated in a
similar fashion over the last ten years with no adverse consequences, and since
the new lot attempts to formalize rather than expand existing conditions, these
pedestrian crossings should not have a negative impact.
This location may be a good candidate for the installation of pedestrian actuated
warning flashers although I, as does Sgt. Field, would like to observe an existing
location before I formulate an opinion on this type of traffic control. However, as
a minimum, the crosswalk should be relocated as proposed to achieve the best
possible crossing location, with improved sight lines over the existing location,
and the existing warning signs and full-time flashing units should be relocated as
well.
Very truly yours,

Introduction
The subject of this drainage study is the eastern portion of the site at 970 Ellington
Road. The site is located on the west side of Ellington Road, approximately 200 LF south
of the intersection with Beldon Road. Under present conditions, the eastern portion of the
site is an open field with three existing small structures. The Podunk River flows
southwest within the site. Wetlands were located within the low lying areas of the site
near the Podunk River. The proposed improvements to the site involve the construction
of an auxiliary parking lot for the Mill on the River Restaurant. The construction of the
proposed parking lot involves the removal of the existing barn, landscaping, and the
construction of the proposed storm management system, including a sedimentation
structure and biochannel.

Drainage Summary
The subject of this drainage study is located on the west side of Ellington Road,
approximately 200 LF south of the intersection with Beldon Road. The site contains
wetlands within the low lying areas near the Podunk River. The Podunk River flows
southwest and meanders from the northeastern corner through the center of the site to the
southwestern edge of the site. The eastern upland area of the site is primarily open field
with a small portion of wooded area in the southeastern corner. The three existing
structures are located within the eastern upland area. Gravel drives are located within the
eastern upland area around the existing structures. The western upland area is primarily
wooded area. Sanitary sewer easements run through site connecting Hilton Drive and
Ellington Road.
An auxiliary parking lot is proposed for the Mill on the River Restaurant within the
eastern upland area. The proposed parking lot requires the removal of the existing barn.
A stormwater management system is-proposed to mitigate the adverse effects of the
proposed parking lot. Overland flow will be captured within catchbasins and collected
within a sedimentation structure. The sedimentation structure, as well as, the 2' sumps
within the catchbasins, will collect sediment to prevent transfer of sediment within the
stormwater management system. The sedimentation structure will also aid in the removal
of oils from the stormwater. The flow discharge from the sedimentation structure to a
manhole which will help dissipate the velocity and energy of the flow. The discharge will
eventually flow into a biochannel where vegetation will aid in the removal of pollutants
and sediments. The stormwater will permeate through the stone barrier along the western
edge of the vegetative channel and eventually discharge into the Podunk River.

Re: Review of Podunk Farm Parking Lot plans dated 12/2/97.
I have reviewed the site plans for the proposed parking lot expansion with the following comments:
1. Existing and proposed contours should be shown on the E&S plan.
2. The sediment chamber located at PCB#4 should be shown on the table on page 2 of 5.
3. Details and a cross section of the sedimentation channel/biofilter should be shown along with a
topsoil detail showing 12' of topsoil that incorporates a 50%compost amendment. Details of
the proposed 6 foot planted area east of the biofilter should be shown.
4. Any proposed plantings should also include wildlife shrub plantings to mitigate habitat losses
from the proposed activity.
5. The sedimentation channel/biofilter should be completely stable prior to the introduction of
stormwater. This should be included in the construction sequence.
6. The applicant should be prepared to demonstrate that the project proposed does not have
feasible and prudent alternatives which are less intrusive to the wetland resource(see section
11.2 South Windsor IW/CC regulations).

RE: WOLF/GUERRA SITE PLAN
We have reviewed the drawings and drainage calculations dated 12/2/97 for the
proposed Wolf/Guerra Site Plan and have the following comments:
1. Entrance drive is not dimensioned.
2. There should be a walkway from parking area to the street and a crosswalk
provided.
3. Drainage calculations indicate sedimentation channel is sufficient for a two-year
storm. Will it be sufficient for a 10-year storm?
4. Table showing pipe sizes and slopes differs from those shown in storm sewer
system design sheet. Which is correct?
5. Does the sight distance shown require removal of trees? J '

Dear Frank:
Re: Podunk Farm Parking
The proposed parking lot will serve to alleviate our ongoing parking deficiency at The
Mill-on-the-River restaurant.
On major event nights, and evenings when a larger number of cars are anticipated(i.e.
higher number of single-occupant vehicles), we will continue to have our employees park there,
albeit with better lighting, crosswalk, pavement, landscaping and a proper driveway entrance.
This will free up more spaces for our patrons. After all, our intent is to have patrons park
in the two main lots adjacent to the building.
On evenings where patrons are expected to exhaust all available parking in the main lots,
we propose valet and/or supervised parking at the Podunk Farm in addition to employee parking.
We plan to retain the services of a public safety officer on those evenings when patrons are
anticipated to park at the Podunk Farm, as is the case now.
Please call if you should have any questions.
Sincerely,
40 uerra

SUBJECT: Mill on the River - Parking area
I have reviewed the plans for the additional parking for the Mill on the River Restaurant on the
west side of Ellington Road.
I do have a concern for the safety of the pedestrians crossing Ellington Road.
The area is well lighted and the sightlines for those crossing to the roadway are good.
When people enter a crosswalk area they have a tendency to feel protected from motorists.
However, Connecticut motorists still haven't accepted the fact those pedestrians have the
right of way in a crosswalk.
My concern is that motorists will not slow down or stop for the pedestrians even though the
area is well signed and lighted.
I have also talked to Peter DeMallie, of Design Professionals, of the need for additional
Handicapped Parking spaces because of the increase in the total number of available parking
spaces.

Re: MILL-ON-THE-RIVER, NEW PARKING LOT,ROUTE 30,SOUTH WINDSOR,CT
CC: File
❑ Urgent ❑ For Review ❑Pllease Comment ❑ For Action ❑As Requested
e Comments:
Existing number of parking spaces is about 120 to 140. With the addition of the new lot consisting of
90+ spaces,the total number would exceed 200 spaces (i.e., 210 to 230). 1 have confirmed with the
State Traffic Commission that, since the total number of spaces would exceed 200 and since this
development abuts a State highway, a Certificate of Operations will be required for this project. In
addition to a STC Certificate, an Encroachment Permit from the State DOT for the new drive will also
be required.
There is now a bar-type crosswalk across Route 30 just north of the south lot drive, with crosswalk
warning signs at the crosswalk and advance crossing warning signs (i.e., one north of Beldon Road
and one north of Lakewood Drive) in advance of the crosswalk. The proposal calls for relocating this
crosswalk and related warning signs to the south of the intersection serving the south lot and the new
lot, and to install sections of sidewalk leading from each end of the crosswalk to the adjacent parking
area. If the existing crosswalk were maintained at its current location, the installation of a sidewalk
section would not be possible at its east end due to the existing guide rail at the south end of the Route
30 bridge.
Sight lines from the new site drive and from the west end of the proposed crosswalk are adequate for
approaching speeds of about 50 mph. Sight lines from the existing south drive and the east end of the
proposed crosswalk are adequate for approaching speeds of 45 mph once some minor vegetation is
removed on the east side of Route 30 within the restaurant's property.
January 13, 1998
Sgt.Tom Field's memo to you today indicates that although this area is well signed, marked and lighted
for pedestrian crossings, that motorists may not slow down or stop for pedestrians crossing Route 30.
In discussing this condition with both a member of the State's DOT Traffic Division and Sgt. Field, it
was suggested by the State that this area may be a good candidate for flashing pedestrian warning
signs that are activated only upon demand by the pedestrians themselves. This traffic control
treatment is relatively new to Connecticut, and there are now two approved sites(i.e.,Manchester and
Bloomfield)with an additional site under review(i.e.,Rockville).
However, usage of the new lot across the street by patrons is only expected during peak restaurant
periods such as Wednesday, Friday and Saturday evenings, and on about 16 occasions during the
Christmas holiday season. On these occasions, the restaurant will continue to hire a police safety
officer to heap pedestrians cross the street.

Subject: Mill on the River New Parking lot
Michele, I talked to Joe Ouellette from the CT DOT. There is no name for the sign other than a
PEDESTRAIN ACTUATED FLASHERS ON A WARNING SIGN. There still are none of these types of
signs installed.
The Mill on the River must get a permit from the State DOT District Office,George Payne @ 258-4540.

Dear Ms.Lipe:
At the Review Board meeting at the Town Hall on March 19, 1998, the Board requested an
isofootcandle layout for the proposed parking lot lighting layout. We herewith enclose copies of the
layout for your use.
We also have reviewed the existing lighting on the west side of Ellington Road adjacent to the
proposed parking area. The existing HPS floodlight on the northwest corner of the existing barn will
be rotated approximately 45 degrees to direct the light towards the rear of the existing house. This
should provide safe lighting for the area without directing the light source to adjacent properties.
We trust this information is helpful.
Very truly yours,
Aert

SUBJECT: In-pavement lighting for crosswalk
It is my understanding that plans have been submitted to construct an additional parking area
across from the Mill on the River restaurant. I am concerned about pedestrians crossing the
Ellington roadway to get to the restaurant. I would suggest two items to consider before we
grant approval.
• Relocating the crosswalk across Ellington Road so that it terminates closer to the
entrance of the restaurant.
• Installing a device called "In-pavement lighting"at the crosswalk. These amber lights are
embedded in the pavement on both sides of the crosswalk and oriented to face oncoming
traffic. When the pedestrian activates the system the lights begin to flash warning the
motorist that a pedestrian is in the vicinity of the crosswalk ahead.
If you have further questions or would like to discuss this further please let me know.

Dear Karen:
RE:MILL ON THE RIVER PARKING LOT LIGHTING
I received your correspondence dated December 7 regarding the new parking lot lighting at Mill
on the River. The glare created by the use of fixtures that are not full cutoff (or nearly-full cutoff)
has created a serious safety hazard for both drivers and pedestrians crossing in the new pedestrian
crosswalk (as well as a zoning violation). Staff did not knowingly approve a change order that
included fixtures that do not meet the zoning regulations; it was my understanding that the fixtures
met zoning regulations. Similar decorative full-cutoff fixtures have been installed elsewhere in South
Windsor(for example,on Evergreen Way at Evergreen Wall.
We recognize that the holiday season is an important one for the Mill on the River Restaurant,
and that use of the new parking lot is very important for the large number of patrons. Therefore
Police Chief Gary Tyler and I will be working directly with Helmar Wolf immediately following the
holiday season to ensure that the safety hazard is resolved, either by retrofitting the existing (very
attractive) fixtures with full cut-off features or by replacing the fixture heads with full cutoff
fixtures.
Sincerely,
Marcia A.Banach,AICP

Re: Approved lighting for Mill on the River
The invoice sent was in response to your phone call on November 29di with questions pertaining to the light poles
that were installed at the Mill on the River parking lot.The change order for the lighting was approved on July 17.
2005,requiring the decorative light fixture on poles no higher than 15'_The required decorative fixtures do not
provide for full cut-off as discussed when we met with Peter DeMallic,Matthew Galligan and Helmar Wolf on
June 17,2005.
You may recall our initial attempt to revise the previously approved lighting fixtures in an attempt to bring the
lighting plan for the site into compliance with the lighting regulation adapted after the application was originally
approved. We submitted a change order proposing a"shoe-box"fixture commonly used in similar environments,
which complied with the full cut-off requirement. We were informed that this was unaccepted and told to provide a
decorative fixture similar to the original approved fixture. At ilie meeting;in the Town Manager's office,we
discussed the inability of the decorative fixtures to comply with the regulations.Town staff clearly represented
their requirement for us to provide a fixture similar in decorative nature; if not full cut-off,then nearly full cut-off would be acceptable. No additional information clarifying the actual;amount of"nearly"was presented by town
staff. After continued deliberation, the applicant,Mr.Helmar Wolf agreed to provide the decorative fixtures on
poles to be no greater than 15'high. Another change order application was submitted providing the required
information from the local lighting distributor,Langlais Group, including the photometric data and an isolux plan
identifying the various levels of light distribution on the site. The fixtures were installed upon receipt of the
approved change order. The approved fixtures were"Grosse Point"3177.BP by Hanover Lantern,Inc. The invoice
indicates 317313P. Upon fiirther investigation,Michael Micelli from Langlais Group, informed me that the
difference between the two fixtures is aesthetic in nature, involving the actual height of the solid top of the fixture.
It is my understanding, after inquiring about the lighting levels, that there is no discernable difference in lighting
levels between the two fixtures.
The installed lighting agrees with the approved plans, therefore the corre:t fixtures are in place. I hope this
resolves any confusion regarding the lighting at the Mill on the River parking lot.
Thank you.

MILL ON THE RIVER PARKING EXPANSION PH 1/13/98
1. Request for site plan approval for a space parking lot located directly across
from the Mill on the River Restaurant, on the westerly side of Ellington Road,
A-20, FP zone.
2. Parking on the residentially-zoned premise at 970 Ellington Road had been
previously approved through a temporary and conditional permit granted by
the Zoning Board of Appeals. It was specifically to allow employee parking
for the Mill on the River restaurant across Route 30. ZBA originally granted a
one-year T & C for employee parking for 35 employees in November 1989,
and renewed the T & C in 1990, 1992 and 1994 for two-year periods. PZC
approved it for a two year period suggesting to the applicant that they try to
find a permanent solution. The Commission may recall that the applicant
submitted an amendment to the parking regulations to allow for ancillary
parking and is now applying for permanent approval of a parking area under
that amendment.
3. The parking regulations states: the Commission may approve off-site parking
for a permitted (lawful) non-residential use provided that:
1) adequate vegetative or other screening will be achieved;
2) available sight line meets CDOT minimum standards;
3) such additional off-site parking requirements of the existing non-residential use
will be used exclusively for this use;
4) no area presently available on the site of the existing non-residential building
to provide additional on-site parking;
5) the residential character of the neighborhood will not be unduly disrupted;
. 6) the primary site should be able to be accessed without any pedestrian crossing
of any public street. This provision may be waived only if the applicant
demonstrates to the Commission that there is no other practical and feasible
solution, and that the proposed roadway crossing does not create an unsafe
condition.
4. In the past the applicant has indicated that they have corresponded with the
DOT regarding other options to crossing Ellington Road , such as a walkway

under the road. Has the applicant received any correspondence from DOT
regarding DOT's position?
5. The applicant has provided a site plan showing 91 parking spaces and has
provided a landscape plan for screening the parking area.
6. There are regulated wetlands on the site. The applicant has received IWA/CC
approval for this are with the following approval conditions: recommend a
bond in the amount of$2,000; require an as-built be done on the bio-filter to
ensure proper grading.
7. While we agree that the parking situation has to be Cesovled, taff continue to
be concerned about pedestrians crossing Route 30, particularly at night. We
would note that, during the busiest times such as at Christmas time, the Mill
recently had their own vehicle stationed at the parking area across the street
with caution lights on. We have also observed on occasion patrol car with
caution lights flashing and a uniformed traffic officer assisting with the
pedestrian crossing. It should be noted that in the past there were vehicles
parking along the grass at the Mill, as well as along Ellington Road and Beldon
Road.
8. The South Windsor Police Services have reviewed the proposed and submitted
the following memorandum:
9. Lighting of the parking area is a concern to ensure: adequate lighting at the
intersection of the parking area and Ellington Road; adequate lighting within
the confines of the new parking area; and that no lighting is directed off-site
and affecting the surrounding residential properties.
If this application is approved, the planning department requests that some sort of
guidelines be established by the applicant regarding how the parking lot will be
used, i.e., whether actual parking is done by employees or customers, and
whether there should be additional safety measures employed.
