TRUTH BAPTIST SITE PLAN DRAFT
1. Application for a special exception to Article 4.1.8.b and site plan
amendment to construct a 9,500 sq ft multi-use building. This building is
proposed adjacent to the existing Truth Baptist Church with an enclosed
connection to the church, on property located on the northerly side of
Burnham Street, westerly of Route 5, RR zone.
2. Site size is 5+ ac. Proposed building coverage is 6.5%. Proposed
impervious coverage is 26%; 50% allowed. The parking provided for this
site includes 80 spaces; 60 are required.
3. There are no 100 year floodplain nor regulated wetlands on the
property, however the applicant will be disturbing more that V2 acre and has
received conservation approval from the IWA/CC with no unusual approval
conditions and no recommended bond.
4. Public water and a septic system will service the site.
5. The applicant has provided a Dumpster on a concrete pad and
screened. The Dumpster is shown in the easterly side yard and should be
relocated out of the side yard.
6. The site is an open site with very little existing vegetation. The
landscaping proposed includes some arborvitae along the easterly property
line, foundation plantings around the building and a variety of clumps of
low lying bushes that will compliment the extensive landscaping.
7. The applicant is proposing a new sign that will match the existing
sign at the new driveway entrance to the multi-purpose building. The new
sign regulations permit 32 sq ft of freestanding signage at the main
entrance, and 16 sf of signage for a secondary entrance, provided that the
separating distance between the two entrances is greater than 200 feet. The
proposed sign conforms to these new regulations.
8. The Architecture and Design Review Committee reviewed these
plans and offered the following comments which have been incorporated
into the plans:
• additional foundation plantings around the perimeter of the
building and along the southeasterly property line
• evergreens along the easterly property line to provide some
screening
9. The Town of East Hartford was notified of this pending application.
If this application is approved, the planning department has no additional
modifications to request.
There are no engineering comments on the plans.

RE: TRUTH BAPTIST CHURCH — 97-100P
We have reviewed the drawing dated 9/12/97 for the Truth Baptist Church Site Plan
and have the following comments:
1. Calculations are required to show adequacy of dry wells proposed.
2. The contours shown are very confusing — the proposed and existing are hard to tell
apart. Also at the new entrance drive, the proposed 52 contour intersects the
existing 53 contour but no new 53 contour is shown, etc.
3. Site is very flat, spot grades and top of frame grades for structures should be
shown.
4. Construction sequence indicates that the construction entrance pad is placed in
"Step Five". This should be installed as part of'"Step One".
5. Detail and location of construction entrance pad should be shown.
6. Detail of parking surface should be shown.

I have reviewed the site plans for the proposed church expansion with the following comments:
1. The anti-tracking pad should be shown on the site plan.

gp P
reduce possible tracking of soil onto the street during initial clearing and grading the pad
