Folger Zoning/Wetland Officer Town of South Windsor Re: Review of Roncalli Senior Care Facility-Plans dated 3/88. I have reviewed the submitted plans with the following comments. 1. The proposed detention basin should incorporate wetland plantings on the bottom to act as a biofilter. The route that storm flows of 2-year intensity and less take through the basin should maximize travel time from inlet to outlet. A detailed planting plan should be submitted. 2. Efforts should be made to reduce the level of disturbance in the area of the proposed detention basin. 3. The eastern slope to the detention basin should have a reverse slope bench incorporated in the grading to reduce the velocity of stormwater runoff. (See section 7-17 CT E&S Guidelines). 4. The 40' and 80' regulated areas need to be shown on the plans and any proposed disturbance in these areas need to be calculated and reported on the permit. .- 5. Proposed stormwater outfalls at reach 6+00 and 11+00 should incorporate level spreaders parallel to the slope and biofilters to attenuate runoff. 6. The applicant should consider utilizing infiltrators to accommodate the extensive roof drainage(3.95 acres)planned. This water is relatively free of potential pollutants and it would be beneficial to the maintenance of hydrology to the wetlands adjacent to the project if this water could be incorporated into the ground. 7. The plans show outlet protection and proposed stormwater structures on the grading plan but not on the E&S plan. These items should be shown on the E&S plan as well. 8. The construction narrative shows the installation of the crossing is proposed between July and November. I would not recommend starting construction of the crossing anytime after August 15t''. From August 15'on the likelihood of wet weather is increased. 9. The amount of land to be disturbed at one time for phase one is approximately 10 to 12 acres. Given the proximity of wetland to the site, presence of slopes, and nature of the soil I would not recommend more than five(5) acres be exposed at any one time. A very detailed sequence of clearing, grading and temporary seeding should be done to insure that exposed soil is immediately stabilized. l 10. The proposed perimeter erosion control, a single row of silt fence, will be insufficient to adequately contain migrating sediments generated from construction activities. 11. There are an number of"specimen"trees present on the site. Large spreading oaks that appear to be remnants from past agricultural uses. Efforts should be made to preserve these wherever possible. Propose limits of tree clearing should be shown on the plans. 12. The wetland boundary as shown on the 1988 plans should be flagged in the field. 13. A biologists report on potential impacts to adjacent wetlands and habitat should be included. 14. A hydrology report showing existing and proposed conditions should be included for staff review. cc. Town Engineer Town Planner IWA/CC MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer Date: May 14, 1998 Re: Review of the proposed Senior Care Facility formerly the Roncalli project,Avery Street. Plans dated 3/1988. The project is to create a 560-bed senior care facility on a 56-acre parcel. Proposed regulated activities include a wetland crossing to access the property, locating building, roads, sediment and detention basins within the buffer areas, and disturbance to install a cross country sanitary sewer. The proposed disturbance in the buffer will be approximately 32,000sgft(3/4 acre) and wetland disturbance will be approximately 30,000sgft(3/4 acre). Site: The site is located in the Hockanum River watershed. Presently, the site is mostly wooded with approximately 1/4 of the interior in meadow/secondary forest growth. Stonewalls are prevalent throughout the wooded eastern portion of the site indicating past agricultural use. There are two significant wetland belts on the eastern and western edges of the property. The wetland system is an inverted"U" shape that extends up to the Chase Farms subdivision and then descends back to the"Roncalli"property. A lesser, narrow wetland heads south from Cutler Ridge and east to parallel Murray Road and links up to the large wetland system at the Vernon town line. The mature forests on the site consist of an oak/hickory hardwood forest type. The western wetland belt flows to the north and consists of a series of ponds in advanced stages of eutrofication(the process of being filled in by vegetation). The vegetation type would be emergent persistent with shrub/scrub along the edges. I would consider this wetland system to be a high quality system. Major functions of this wetland area would be flood storage, nutrient and sediment trapping, a very diverse wildlife habitat, stormwater conveyance, and groundwater recharge. The esthetic values in this area are in my opinion high lending it well to passive recreation. The eastern wetland belt flows to the southeast into Vernon. The wetland type would be classified as a forested wetland with a watercourse running through the southeastern 1/4 of the property. Steep slopes (8 to 15%) abut the wetland on the west. Major functions of this wetland would be stormwater conveyance, groundwater recharge, and wildlife habitat. Minor functions would be nutrient/sediment retention, recreation. The edges of the wetlands are a forested transition zone dominated by red maple and white ash in the overstory and a moderate shrub understory comprised of sweet pepperbush, multiflora rose, blackberry, and red maple saplings. The area proposed for the crossing is an existing degraded farm crossing. Surface water passes over the crossing during times of high ground water and stays saturated during most of the year. The wetland to the south of the proposed crossing is open water approximately %2 acre in size of high quality. The area north of the proposed crossing is a persistent emergent marsh of high quality. Wildlife: The parcel has many diverse habitat types present mature woodland, early successional woodland/meadow,riparian forest, shrub/scrub wetlands, open water, wooded wetland, open channel watercourse, and marsh wetland. I would expect a wide variety of wildlife species to be present on this and adjoining parcels. Impacts: The historical use of the central portion of the property(agricultural) is clearly evident with the presence of stone walls and wood roads. The forested zone along the eastern wetland edge indicates that the area was abandoned before the meadow portion. Upstream sediment and nutrient impacts probably hastened the demise of the open water on the western edge of the property. Sediment migrating during construction will be the major potential impact in the short term. The areas of proposed disturbance are mapped as Cheshire Fine Sandy Loam 3-8%eroded, and 8-15%. This soil type has erosion potential listed as medium in the Hartford County Soil Survey. Due to the Triassic sandstone parent material, reddish color will not be stopped by silt fence during heavy water loads, and settling in temporary basins will be very slow. Earthern berms used as a perimeter control, severe restrictions in land clearing, phasing, and grading, and immediate re-vegetation will be required to minimize"red water"offsite. A very detailed grading and construction sequence is needed. Loss of the open meadow habitat and fringe woodlands will be a long-term impact. This trend is happening wherever development occurs on former agricultural sites. Most of the area to be disturbed is outside of the regulated buffer. The proposed detention basin and the eastern portion of the loop road will require large areas of clearing to accommodate the grading fills that are proposed. Long term nutrient, sediment, and other pollutant impacts: The proposed structures can be improved in the design of the water path and selection of plant materials to maximize pollutant assimilation. There is proposed to be 5 acres of roof top impervious surface. Introducing this water into the ground through infiltrators would reduce the amount of runoff going into the proposed detention basin thereby providing the opportunity to reduce the size of the basin. Infiltration would also make more water available to recharge the wetlands via groundwater. As of this date I have not received an updated set of plans. Engineering has not had an opportunity to comment on the proposal or review drainage comps. 7 ,?esigqofessionals, inc. civil engineers • planners • surveyors • gis ■ To: The Town of South Windsor Inland Wetlands Agency/ Conservation Commission 1540 Sullivan Avenue South Windsor, Ct. 06074 From: Robert Arsenault, P.E.,K Re: Application#98-07P Roncalli at South Windsor Date: May 20, 1998 I hereby request that the above referenced application be granted a continuance to the Commission's June 5, 1998 meeting.
