Request for site plan approval for addition of about 15,000 for Phase I (which includes two small storage sheds and some additional spaces) and 11,000+ for Phase II to the Farm Tek Facility on the westerly side of Route 5, northerly of j Strong Road, I zone. The application also includes the addition of 40+parking area in the front of the site, if warranted. The proposed site plan appears to meet zoning requirements. 2. Parking requirements with the new additions is 96 spaces, the applicant is providing 124 spaces with the potential to add 44 spaces if necessary. The proposed building coverage is 14.4%;50% allowed. Proposed impervious coverage is 59%;65% allowed. 3. The proposed additions are on the northerly side of the building, which is currently screened from Route 5 by a bermed area; stockade fence and evergreen plantings which were required at the time of the original Highlift approval. , 4. The new additions and other improvements will be located°on existing impervious surface and will not disturb 20,000 sq ft so there is no conservation approval needed. There are no regulated wetlands on the site. 5. WPCA approval is required. Will there be a sewer connection to the proposed building? If so, it should be indicated on the drawing. The sewer assessment was never assessed, therefore a sewer assessment will be required. The applicant should contact Fred Shaw, Sup't of Pollution Control to address this issue. 6. The Architecture and Design Review Committee reviewed this plan on March 26 and April 9. The Committee was generally satisfied with the proposal. They did have the applicant add more landscaping in the area of the proposed parking area to which they were satisfied. 7. If this application is approved, the Planning Department has the following modification to request: -the key map should reflect the complete phased proposal A -all new catch basins should have trap hoods and should be so noted on the drawings C IN t at, J 1 PRE- & POST-DEVELOPMENT 1 DRAINAGE CALCULATIONS 1 PECEIVED' MAR 20 f999 WINDSOR PIANNIMS Dqr 1 Prepared for: Fa 1 1395 John Fitch Boulevard South Windsor, Connecticut 06074 1 1 i 1 1 1 1 Prepared by: J.R. Appendix...........................................................................................................117 i Introduction The FarmTek facility is located on a 5.91 acre parcel at 1395 Fitch Meadow Blvd., ' approximately 1000' north of Strong Road. The existing 17,850 s.f. building is serviced by various storage sheds, bituminous parking areas, and gravel parking areas. A significant portion of the rear gravel parking area drains overland across the western property line. Most of the remaining storm water is collected in two detention basins and then discharged from the site. Detention Basin #1 is located in the southeast corner of the lot. The pond has two outlets: a 6" steel plate orifice which discharges to the state drainage system in Route 5, and a flat 15" RCP flared end which acts as the pond's overflow system and discharges ' to the second on-site detention basin. Because there is only 0.3' difference between the inverts of these two outlets, most of the water in Basin #1 ends up in Basin #2. Detention Basin #2 is located in the northwest corner of the lot. The pond has one 6" steel plate orifice outlet and an emergency spillway which discharge through separate drainage easements off the western property line and into the existing gully to the west. The applicant proposes to construct a 14 1 pp p ro p 00 s.f. addition to their facility and pave the ' existing gravel parking area in the rear of the parcel. There are also provisions for an additional 10,600 s.f. building extension and a future bituminous parking area in the front of the parcel. Runoff from the roofs and paved areas will be collected in catch basins and discharged to the on-site detention basins. Z II. Storm Sewer Design Charts (10 year design storm) ' Explanation: The storm drainage system was designed to accommodate a 10 year storm event. The ' first chart neglects the effect of overflows from DB#1, but assumes a starting Tc of 5 minutes. The second chart takes the portion of outflow from DB#1 which exits through the 15" outlet pipe and converts it into a corresponding "Al" value for area 1. For a 10 ' year storm the "Al" from the 15" pipe is 0.40. To take into consideration the detention time through the basin, a starting Tc of 10 minutes was used. The first method produced smaller flows upstream but larger flows downstream. The pipes are sufficiently sized to handle either method. 113 TOWN OF SOUTH WINDSOR STORM SEWER SYSTEM DESIGN FORM 2.2 ' PROJECT DESIGNED BY DATE rrIC t ' STREET FIRM CHECKED BY SHEET No _ ' oo` oo `oo a a 831dMOd3HI (p All3ddV3 V V7 O 2 ' N ( — d` g V) (7--) 3dolS _ ® © 0 0 0 © 0 v 3did d0 H1JN31 0 a1 M - 3 Z I S 3d I d on V/ 2 J1 W31SASNID 0 g m vi a AIISN31NI l'1ddNida ti V o W31SlS NI 0 N ' v Id jo Wns U 2 _ Q Nisve HO1dO ONIN31N3 Id 1 ' 1- t A V) 0 d 3Wi1 031dlnWnOOb (1 )` ' 3did NI 3W11 M r N ( ' 13-IN1013W11vi a 9 ' 1N3WJ3S 3NIlI— (+Q -52- m 4 -Z5- T]P,AI wA&E AREA ' pp . Conclusion The subject parcel is already near the limit in regard to impervious coverage. The ' proposed improvements will only slightly increase the amount of runoff generated by the site. Furthermore, since a greater percentage of the site will be routed through the detention basins, the total peak rate of runoff from the site will be significantly reduced. ' While the summary shows a slight increase in peak flow leaving each detention basin, these increases are so small they can be considered negligible. This conclusion is further supported when you consider that the slight increases fall within the range of ' accuracy of the Rational Method. The Site Plan dated 3-19-98 shows proposed grading within DB#2 to provide increased ' storage for the new development. However, these calculations indicate that it is not necessary to increase the size of the detention basin. 1 1 I ► tr> IX. It was recommended by you at that time that drywells be installed to collect storm water from the roof leaders on the new building addition. After a site investigation by myself and Chuck Clark of FarmTek, it is our opinion that there is no erosion at these storm drainage outfalls and that the detention basin is working properly. Prior to commencement of any site work, a meeting must be held with Town Staff. 2. No building permits will be issued until the final mylars have been filed in the Town Clerk's office. 3. An as-built plan is required prior to issuance of a Certificate of Occupancy per Section 8.1.10 of the Zoning Regulations. 4. All variances granted should be noted on the plans. 5. Footing drains are required if the building has a basement. 6. A landscape bond in the amount of $3,000 is required and must be submitted prior to filing of mylars. 7. All plans used in the field by the developer must bear the stamp and authorized signature of the Town of South Windsor. 8. WPCA approval is required. 9. All new catch basins should have trap hoods and should be so noted on the plans. 10. The key map should reflect the complete phase proposal. Black and white transparent mylars of Sheet 2 with the above modifications, together with three blueprint copies of the entire set of plans must be submitted to this Commission within 30 days to be stamped and signed. The letters of approval of this Commission must be reproduced on the mylars. After the Commission has signed the mylars, they will be returned to you for filing in the Office of the Town Clerk by August 1, 1998. After filing these plans, a copy of the receipt must be submitted to the Planning Department. Very truly yours, PLANNING 8v ZONI/NG COMMISSION f Frank A.
