Tobacco Valley Site Plan—4/28/98
1. Request for site plan modification for an existing operation at 38 Ident Road
(southeastern corner of Ident Road and Strong Road), I zone. The parking lot
expansion actually took place in about 1995 without site plan approval.
2. A variance was granted 5/4/95 to allow 89% impervious coverage; 65%
allowed. The conditions of that variance approval were that site plan approval
was required; and additional landscaping as well as the upkeep of the current
landscaping were required.
3. Parking required is 56 spaces; 64 spaces provided.
4. Due to commencement of the site work without approvals, wetlands
enforcement action was initiated in 1995. The applicant received Inland
Wetlands approval on 4/24/96 and was required to post a bond and perform
remediation in the disturbed wetland area. This has been completed.
6. The building is served by both a well and town sewers. The applicant has
received WPCA approval for the connection of the wash area in to the sanitary
sewer.
7. There is no buffer requirement for this site since it is surrounded by
industrially-zoned property. The Commission may recall the applicant
requesting permission to remove the berm along Strong Road in October of
1994 in preparation for the expansion of this parking area. The PZC made a
motion to allow the berm to be removed with the stipulation that the
landscaping (evergreen trees and existing vegetation along Strong Road)
remain. PZC also required that additional landscaping be planted on the
northern boundary and eastern boundaries where the addition of the chain link
fence with plastic slats was proposed.
The landscaping that has been planted includes evergreens around the
perimeter of the storage area for the vehicle parking and evergreens along the
northern side Strong Road. nin mav_want-ttvrequir-e,some __

Dear Marcia,
RE:Application No. 98-13p, Tobacco Valley Sanitation, Modification for Site Plan of
Development for an existing operation on property located at 38 Ident Road, I zone
During the previous Planning and Zoning meeting on April 28, 1998, gravel maintenance was
discussed and questioned. I would like to clarify the gravel maintenance schedule at our site, as
well as,provide a clear understanding of what our future plans entail. In 1996, approximately
548 tons of gravel was dispersed throughout the site to reconstruct the truck and vehicle parking
lots and create the gravel berm along Ident Road. The Town recommended the construction of
the gravel berm within the Town right-of-way. The gravel berm is functioning properly and the
gravel is regularly maintained as it is throughout the site. New gravel is trucked in and spread
throughout the site approximately every 6 months. Between April 1997 and June 1998, 8 loads of
approximately 17-20 tons of gravel were delivered and dispersed throughout the site. In 1997, a
total of approximately 147 tons of gravel was consumed at the site to maintain clean traffic
movement exiting and entering the site, as well as within. We plan to continue this gravel
maintenance schedule within our site to keep our site functioning to the best of its ability, as well
as, to be considerate of our neighbors.
If all plans go well, the existing site where we are located is on an interim basis. We are
hopeful to relocate to a new and larger site in the not too distant future. We have cooperated fully
with the town and have constructed the gravel berm, landscaping, and wetlands plantings as
required. We feel at this time additional site improvements would be unwarranted.
I appreciate your attention to this matter. I hope I have removed any uncertainty about the
gravel maintenance schedule at our site. I will be present at the Planning and Zoning meeting
tomorrow night in case any questions or concerns arise.
Sincerely,
Tobacco Valley Sanitation

SUBJECT: Appl 98-13P, Tobacco Valley Sanitation
The following observations and recommendations are made:
1-Tobacco Valley Sanitation's currant driveways on Ident Road are satisfactory.
2-The Traffic Unit does not recommend the proposed curb cut onto Strong Road,
because of sight line difficulties for westbound traffic. The sight line is obscured by
brush, trees and other plantings, which are located within the wet land buffer and wet
lands adjacent to the property.
