Request for renewal of a temporary and conditional permit for a greenhouse and farm stand on Sullivan Avenue. The ZBA first granted a t & c permit in June 1988, and it has been renewed biannually since then. The original ZBA approval included a requirement for site plan approval by PZC; that site plan approval was granted by PZC in July 1988. The current T & C permit will expire at the end of May. 2. The Commission had indicated with the previous renewal that a permanent solution needed to be found. To that end, the applicant proposed, and the Commission approved in May 1997, a zoning amendment for commercial farm stands on Sullivan Avenue, Buckland Road, Ellington Road and Oakland Road. Commissioners will recall that the applicant approached the Commission for guidance at a recent meeting, due to a possible change in ownership of the applicant's current location. The Commission indicated that you would consider a short-term renewal of the existing temporary & conditional permit while the property ownership is in transition. If this renewal request is approved, the applicant will have to either apply to this commission for permanent status under the new Farm Stands amendment or make arrangements to relocate before the expiration of the renewed T & C permit. 3. The wording of the T & C regulation is that, "Temporary and conditional permits may be granted by the Commission for a use which is not specified elsewhere in these regulations for a period not to exceed two years. Such approval may given after Public Hearing if, in the judgment of the Commission, the public convenience and welfare will be substantially or permanently injured and traffic and other hazards will not result from such use." The RR zone allows greenhouses, as well as seasonal roadside stands for 120 days per year for the display and sale of crops grown on the premises or in South Windsor. The T & C permit was requested so that the roadside stand can operate year-round. 4. If this application is approved, the Planning Dept. has no requested approval conditions.
