MUSCO. Memo To: Mayor Maryann Lassman Fisher From: Al Maximino Don Childree cc: Matthew Gailigan Date: 12/15/1997 Subject: South Windsor Little League Lights Ayers Road Complex The South Windsor Little League has analyzed the feasibility of fighting a field for the last eighteen months. The plan was approved by the Little League Executive Board at the October 8th 1997 meeting. The necessary funding for the Musco Lighting System ,which is Little League approved, may be provided through a five year financing option available to Little League organizations. The South Windsor Little League's intent is to encourage local businesses and organizations to participate in the funding of this plan which will allow Little Leaguers the opportunity to play under the lights. We anticipate support for this initiative and have had preliminary discussions within the business community which have been favorable. The South Windsor Little League is fully committed to the installation of the Musco Lighting System in the spring of 1998, to be utilized for the Regular, Summer and Fall Baseball Seasons, in which over 1100 Little Leaguers participate. In the event , that funding was not received from the local business community, the South Windsor Little League would utilize its general fund monies and the financing program available to us from Musco Lighting. I was planning on attending tonight's meeting, but was informed that consideration of this matter has been postponed. I request that this matter be postponed to a date after April 29, 1998 due to the fact that I will be out of town on the 280. Thank you for your attention. This is a formal request that you delay removal of the tree on the Town owned property adjacent to Mr. Waterhouse's residence. Removal of the tree would cause Mr. Waterhouse irreparable damage to his use and enjoyment of his property. There are pending issues with respect to lighting of the ball field which come up before the Planning and Zoning Commission on May S, 1998. Removal of the tree prior to the public hearing and decision of the PZC would irrevocably harm Mr. Waterhouse's use and enjoyment of his property. Accordingly, I ask that any proposed cutting of the tree be postponed until all issues with respect to this property are properly resolved. Sincerely, Kathryn S. L, f V? 0 South Windsor Little League Ballfield Lighting PH 5/5/98 1. Request for Special Exception to Article 4.2.8 of the zoning regulations and site plan of development for the installation of ballfield lighting at ballfields A and B at the little league complex at Ayers and Nevers roads, A-20 zone. Parks, playgrounds or recreational areas operated by the Town of South Windsor, as well as parks or playgrounds not operated for profit, are permitted as Special Exception uses in the A-20 zone after public hearing by the Planning and Zoning Commission, subject to conditions, including provisions for adequate water and sewerage facilities that the Commission requires. The Town Attorney ruled that, since the lighting of the ballfields represents an expansion of the use of the facility in that it will now be able to be used after dark, a Special Exception is required. The regulations indicate that such uses will be allowed only when the Commission has determined that: (1) Traffic impacts will not be detrimental to the residential character of the neighborhood; (2) There will be no adverse effects on existing uses in the area; (3) Surrounding property values will be conserved and the character of the neighborhood will not be unduly disrupted; (4) There will be no adverse impacts on the capacity of present and proposed utilities, streets, drainage systems, sidewalks, and other infrastructure; (5) The land is physically suited to the proposed use and no adverse environmental impacts are created; and, (6) Due consideration to preservation of historic factors has been demonstrated. 2. The light poles are proposed to be 60 and 70 feet in height, with 3 to 8 fixtures per pole, depending on location. In addition to the lighting, the site plan also shows new dugouts and a replacement scoreboard. a,4 .rs J d-,,C 3. Generally, the concern with ballfield lighting in residential areas is the environmental impact concern of spillover lighting onto the residential properties. Spillover lighting is the actual light that reaches onto property, not just the fact that the lights themselves are visible. I have provided two copies of the Assessor's aerial photos with property boundaries as well as houses and ballfields shown on them, to assist with perspective of the ballfields in relation to the surrounding residences. It appears that the residential properties that are in closest proximity to individual light poles have property boundaries less than 10 feet away on ballfield B, about 40 feet away on ballfield A. The nearest residences themselves are between 130 and 150 feet away from the nearest light poles on both fields. 4. The electrical service to the Little League shack is currently being upgraded. It is my understanding that the upgrade is being done whether the ballfield lighting is installed or not, to service the electrical needs of the shack itself. 5. If this application is approved, the Commission may want to consider establishing up front the hours that the ballfield lighting will not extend beyond, so that all parties will have a clear understanding of what to expect. MEMORANDUM TO: Frank Castro,Chairperson and Members of the Planning& Zoning Commission IV FROM: Matthew B. Galligan, Town Manager l RE: Installation of Little League Lights DATE: May 5, 1998 As I will be picking my son up at the airport this evening, I will be unable to attend tonight's Public Hearing regarding the installation of lighting at the Deprey ballfield. Therefore, I would like to offer the following: The Town Council has endorsed the issue of the installation of lights in order to provide a safe environment for the children who use this facility. We have surveyed the area and feel the plan, as presented, meets the needs of the kids involved in this program. I am hoping that the Commission will see its way clear in the approval of the installing of the lights, as I believe the lighting plan has been reconfigured to provide for the lowest impact on the surrounding neighbors. The Little League has done a good job in moving this project forward and I appreciate their efforts. Hopefully, I will be back in time to have further discussions with the Planning & Zoning Commission but, if I am not, I hope you will make the appropriate decision regarding this matter. I thank you in advance for you cooperation on this issue.
