Re: App. #98-22P -Review of the proposed River Valley Baptist Church-Plans dated 4/14/98.
The project is to build a 7800sgft church and 40,000sgft parking lot on approximately 9 acres.
Proposed regulated activities include filling approximately 28,000sgft of wetland and regulated
area.
Site: The site is located in the Podunk River watershed. The site is mostly wooded with the
eastern '/4 of the site used as an agricultural field. Relief on the site is a gently sloping sidehill
with the peak elevation on the southern boundary mid-site. The structure and parking lots are
proposed to be located on the western half of the property. The total site is comprised of
approximately 9 acres, approximately 3/4 of an acre is mapped as wetlands. Two areas of
wetlands are present on the site, one located in the middle of the property(5/8t' of an acre),the
other located at the eastern end of the property(1/8fl'of an acre).
Land uses abutting the parcel are high density residential to the north, agricultural to the south,
town owned open space to the east, and two residential houses and Ellington Road to the west.
The wetland proposed to be disturbed would be characterized as a forested wetland pocket. The
wetland occurs on the top and the bottom of a small terrace located in the middle of the property.
Source of water to this wetland is probably surface runoff, with some contribution from
groundwater.
Major functions of this wetland area would be groundwater recharge, and some wildlife habitat.
The value of the functions are limited due to the relatively small size and isolation to other
wetland areas.
Impacts:
Three quarters of the area of proposed disturbance is currently maintained as a plowed Ag field.
No cover crop was present. The soils are mapped as Rainbow silt loam 3 to 8% slope (RaB) ,
erosion hazard moderate and Broadbrook silt loam 3 to 8% slope(BrB) erosion hazard high. I
have not received the soils report yet but I suspect that the Broadbrook(BrB) is not present; the
material I examined is sandier than a Broadbrook and I suspect less erosive. E&S controls
proposed should adequately prevent the migration of sediments offsite.
The stormwater system is proposed to be contained onsite with a number of drywells.
Engineering is reviewing the capacity and expected permeability of the system. Runoff borne
pollutants from the proposed parking area is a concern. Pre-treatment of stormwater prior to
entering the drywell system is recommended.
The wetland area is proposed to be filled and graded to accommodate the eastern most parking
lot. No mitigation is proposed.

Re: Review of River Valley Baptist Church dated 4/14/98.
I have reviewed the site plans for the proposed church and parking lot with the following comments:
1. There is a concern about hydrocarbons and other automotive fluids entering the groundwater
through the drywell system. Pre treatment of stormwater generated from the parking lots
should be considered prior to entering the drywell system.
2. I have not received the soils report yet.
3. The applicant should be prepared to demonstrate that the project proposed does not have
feasible and prudent alternatives which are less intrusive to the wetland resource (see section
11.2 South Windsor IW/CC regulations).

The inland wetland boundaries on the property of the
proposed River Valley Baptist Church, Ellington Road, South
Windsor were field delineated on January 21, 1998. The wetlands
were field delineated in accordance with the standards of the
National Cooperative Soil Survey and the definition of wetlands
as found in the Connecticut General Statutes, Chapter 440,
Section 22A-38. I have reviewed the plans prepared Design
Professionals, Inc. (dated 4-14-98) and have found the
representation of the field delineated wetlands to be
substantially correct.
The property contains a mix of open agricultural field in
the front and mixed hardwood forest to the rear. Two areas of
wetlands were identified on the property. A small intermittent
watercourse and associated wetland soils were identified to the
rear of the property. The wetland originates a small seep along
the southern property line. The intermittent watercourse flows
in a northerly direction and terminates in the rear yard of the
Lakewood Subdivision. The surface water enters a yard drain and
is piped into the closed catch basin system serving the
subdivision. No activity is proposed within the wetland or
within close proximity to the wetland.
The second wetland was identified near the open field -
woodline at the top of an existing slope. The wetland consists
of a small isolated pocket. This wetland is the result of a
seasonally perched watertable on a compact layer of glacial till.
This wetland does not exhibit any wetland functional values. The
interesting aspect of this isolated wetland is that it sits on
top of a deposit of unsaturated sand and gravel . The existence
of the wetland soils is caused by a layer of compact till which
lies on top of the sand and gravel. If not for the compact till
and localized micro topography (which forms a small concave area)
the wetland would not exist. The vegetation within the wetland
consists mainly of upland species with some ground cover plants
providing the only indicator of wetness.
The wetland area is very seasonal and the hydrology to
support wetland soils lasts into the early spring before
evapotranspiration dries the wetland. As stated earlier the
compact glacial till overlays unsaturated deposits of sand and
gravel. In my opinion the small wetland does not exhibit wetland
functional values and its elimination during the construction
project will not have a significant impact to the environment.

RE: RIVER VALLEY BAPTIST CHURC — 98-22P
We have reviewed the revised drawings dated 5-19-98, received 5-26-98, for the
proposed River Valley Baptist Church and have the following comments:
1. The proposed drainage swale:
(a) Yard drains #15 and #20 are shown higher than the bottom of the
Swale.
(b) A typical cross section of the swale should be shown.
(c) The grading seems a little confusing, but conversation with applicant's
engineer has cleared up the intent of the grading.
(d) The swale will satisfy my previous concerns about treatment of the
stormwater.
