Re: Pacheco - Application for Site Plan Modification
for the Property at 601 John Fitch Boulevard
Dear Commission Members:
Enclosed please find an application to modify the site plan approval for
property at 601 John Fitch Boulevard owned by Antonio and Maria Pacheco.
Three copies of the application are enclosed along with three copies of a site plan
modification map and the appropriate application fee.
The purpose of this application is to allow a restaurant to occupy the
available space in the building. This application does not involve any changes to
the site, but does require an additional increase in the existing waiver for parking.
The waiver request is for a total waiver of 34 parking spaces.
The justification for this waiver request will be explained at the Planning and
Zoning Commission meeting.
Very truly yours,
'rCe nar Jacobs

Connecticut Blimpie Assn—Site Plan Modification 6/9/98
1. Request to modify the previous site plan approval at 601 John Fitch Boulevard
(Dunkin Donuts site). The original plan, approved in August 1996, was for a
2,000 square foot Dunkin Donuts and a 1480 square foot retail facility. At that
time, a waiver of 28 spaces was granted, to allow 19 spaces to be provided for
the restaurant and retail spaces. In May 1997, a site modification was granted to
increase the number of parking spaces from 19 to 34. This resulted in a
reduction of the waiver from 28 spaces to 13 spaces waived. The applicant is
now requesting that the retail area be redesignated to restaurant, which requires
a larger parking waiver of 34,spaces if approval is granted. With this
application, the parking waiver request is a 50% reduction.
2. I would note that a review of the as-built plan compared to the approved site
plan shows that there are actually 36 spaces on site, rather than the 34 spaces
approved. This was accomplished by reducing the size of 18 of the spaces from
the required 10' x 20' to 9' x 18', which is not allowed in the GC zone. The
commission has in the past discussed the merits of 10' x 20' spaces versus 9' x
18' spaces and decided that in active commercial areas, the 9' x 18' spaces are
difficult to maneuver in and out of without car doors hitting other cars.
Therefore the Commission in the past has deliberately maintained the 10' x 20'
standard.
3. Under the current proposal for a subway shop, the two uses are likely to
experience different peak hours. The Commission should be aware, however,
that if this space is redesignated to restaurant, at some future time it is possible
that two uses with similar peak periods could occupy the building, with the
result that the existing parking becomes inadequate.

Dear Marcia:
Enclosed please find a mylar of the recent Dunkin Donuts approval. When I
reviewed it, I noticed it has no place for a signature of the Planning and Zoning
Commission. I assume that such a signature spot needs to be provided, but I
thought that I could have you review the map and make sure you feel it is correct.
