Grigorian Used Car Site Plan
1. Request for site plan approval at 589 John Fitch Boulevard, GC zone. This site
has previously been used for motor vehicle sales, and had generally been in
violation of its former approved site plan. This new applicant is now requesting
site plan approval for his proposed use and to bring the site into compliance.
2. Site size is .87 acre. Existing impervious coverage is 17%, 65% allowed.
3. There is no 100-year floodplain on this site. There are regulated wetlands on
site, however no new site work planned, so no approval from IWA/CC is
required at this time.
4. The applicant is requesting at this time 30 parking spaces for vehicles for sale.
Two of the parking spaces, the northern most spaces, fall within the regulated
area of the wetland commission. The applicant should relocate these spaces to
the south (and show the limits of the regulated area of the map).
5. Public water and sewer serve the site. WPCA approval is not required.
6. The existing building is nonconforming to current zoning regulations, with an
8.4' setback, 50' required under today's regulations. There are no building
additions or modifications proposed with this application.
7. The applicant appeared before the ZBA on 5/7/98 for a State Used-Car
Dealership license. The Board placed the following conditions on the approval:
Total number of vehicles for sale on the premises cannot exceed 30 vehicles;
Sales should not take place before 8:00 am or after 7:00 p.m. and sales are
limited to six (6) days per week;
There are to be no repairs done on the premises.
We note that, while the site plan shows delineated parking spaces, the majority
of the site actually is gravel, and the areas in which vehicles are to be parked are
for the most part indistinguishable from the remainder of the site.
8. This site is currently not landscaped, and that is particularly noticeable next to
the new, heavily-landscaped Dunkin Donuts. Staff recommends some
landscaping be added in some of the areas not occupied by pavement,
particularly on the northerly side (next to the newly landscaped Dunkin Donuts)
and on the westerly end of the property.
StatcTtght-a-way. We note that the Town, as well as the Chamber of
Commerce, have committed funds on an annual basis for the continuing clean-
up of Route 5. This site could really use some aesthetic enhancement.
9. The applicant appeared before the Architecture and Design Review Board on
6/18/98 and there concern was with the two 1000 watt floodlights that have
been installed to light the site. The Committee was going to visit the site at
night and determine if some shieldingibaffling of the light was necessary.
10.The new sign regulations allow both a building sign and a freestanding sign.
The building sign would be allowed to be about 27 square feet, and the
freestanding sign would be allowed to be 24 square feet. The site plan shows a
portable sign in addition to the free-standing sign; under the new sign
regulations, portable signs are allowed for not more than 3, 15-day events
during a calendar year.
11.If this application is approved, the Planning Department requests the following
modifications:
♦ Town Engineer's comments in the memo dated June 8, 1998, to the Director
of Planning must be addressed.
♦ The required checklist was not submitted with the application; it must be
completed and signed by the plan preparer, as required with all site plan
applications. The remaining items on the key map needed to bring this site
plan into compliance with requirements should be added
♦ Limits of the regulated watercourse buffer area should be shown (80' from
the watercourse crossing the northwest corner of the site)
♦ A landscaping plan
