Russo &Assoc. 1 Shoham Road East Windsor, CT 06088 From: Jeffrey H. Folger Zoning/Wetland Officer Town of South Windsor Re: Appl. #98-33P. Review of Super Liquor Mart site, 589 Sullivan Avenue South Windsor plans dated 6/l/98. I have reviewed the site plans for the proposed Super Liquor Mart with the following comments: 1. The regulated area located to the west meets the requirements for classification as a watercourse. The Town of South Windsor regulates activities within 80 feet of a watercourse. This area should be shown on the plan and the total area of proposed disturbance be re- estimated. 2. A swale is proposed to convey runoff under the driveway entrance, consideration should be given to utilize this area to convey and treat stormwater from other portions of the parking lot. Additionally, efforts should be made to maximize residence time in the swale. An appropriate seed mix should be developed for the swale area. 3. A detail of the proposed swale should be provided. 4. The southern end of the watercourse has a pipe present. This appears to provide drainage into the swale from the property to the south. How will runoff from the site affect the flows from this pipe? i.e.: tailwater 5. As we discussed earlier, due to the confined location of the regulated areas (man made ditches) I felt that referencing the earlier wetland mapping and showing the locations on the present plan was acceptable. However a letter from the original soil scientist verifying the plotted locations of the regulated area should be submitted and included on the plans. cc.
