Re: Appl. # 98-39P -Review of the proposed Desmond's Pond access plan—Pierce
Road, Plans dated 8/12/98.
The project is to construct a parking lot, access walkway and observation platform for
citizens to observe the ducks at Desmond's Pond. Current access is from the side of
Pierce Road where lack of parking and a limited roadside make utilization of the pond by
observers very hazardous. Proposed disturbance in a regulated area will equal
approximately 3500 sqft.
Site: The site is located in the Podunk River watershed. The site is comprised of two
parcels combined to equal approximately 4 acres. Currently the site is a combination of
mowed turfgrass, shrub/scrub transition wetlands and open water.
The pond is man-made with hydrology supplied primarily by groundwater. The water
level is somewhat controlled by a small weir at Pierce Road which has the capability of
lowering the pond level 1-2 feet. Surrounding the pond is a thick shrub riparian zone on
three sides.
Impacts:
The proposed parking lot would be located in the mowed turfgrass area adjacent to Pierce
Road. A 5-foot wide walkway would proceed approx. 300 feet to the south to the pond
and terminate with a 12x12 platform out over the pond. The walkway is planned to be
concrete for 3/a of the length and a wooden boardwalk the last '/a. Underneath the
boardwalk would be a riprap channel to prevent scouring of stormwater.
The soils on the site have an erosion potential of low to medium. The erosion controls
proposed should be adequate to prevent migrating sediments.

Dear Mr. Ianni:
On behalf of the South Windsor Town Council and the citizens of South Windsor I would like to thank
you for the donation of your time to delineate the wetland boundary of Desmond's pond for the proposed
duck pond viewing platform.
The duck pond is a very popular place where children can view waterfowl up close. The project will
assure a safe area where children and their parents can observe the waterfowl without conflicting with
passing traffic on Pierce Road.
Sincerely yours,

RE: Duck Pond Punch List •
At your request, I performed an inspection of the Duck Pond construction project on
February 3, 1999. Based on this inspection.. I have generated the punch list below:
• The gravel parking lot should be re-graded or more material brought in around the
first sidewalk landing (elev. 92.0) to provide a smoother transition from parking area
to walkway.
• The lawn area around the gravel parking lot needs to be graded to blend in smooth
with the edge, then loamed and seeded.
• Two small sections of bituminous curb should be removed on either side of the curb
cut for the gravel parking lot and this area graded smooth. This is particularly
important on the north side to provide a better turning radius.
• The guy wire on the west side of the walkway for d&p pole no. 22355 should be
removed to avoid a tripping hazard. A new guy has been installed on the east side
to replace this but the old one has not been removed.
• The stone swale on either side of the walkway should be re-graded and built as
specified on the plans.
• Additional stone needs to be placed on the east side of the walkway-between
platforms elev. 81.2 and elev. 78.7(transition to wood boardwalk) as the slope is
relatively steep and the edge of the concrete walkway is exposed.
• The slope on the west side of the walkway needs to be re-graded/raked as there are
numerous rocks/stones mixed in with the soil. This area can then be seeded and
mulched.
• The slope on the east side of the walkway needs to be seeded and mulched.
• The area around the viewing/feeding platform needs a general dean-up. Wood
scraps, old sand bags and debris should be picked-up and disposed of.
• An access gate should be installed at the pond outlet structure.
