January 31 1998 ONSI Corp/International Fuel Cells 90 Bidwell Road 1. Request for site plan approval for a 5000 sq ft building addition, additional parking area, and a new driveway interconnection from the International Fuel Cells facilityon Governors Highway to this existing facilit y at 90 Bidwell R g Y g Y d. The building addition will be constructed to the maximum height allowed, as it will house a crane. 2. The existing building on Bidwell Road is over 115,000 sq ft in size. There is currently a 50' buffer requirement for industrial sites, however, the building was constructed prior to the enactment of the buffer requirement so it is nonconforming, and is 40 feet away from the side property line. The buffer area is currently well-vegetated. The applicant is not proposing to disturb the existing vegetation; and is adding arborvitaes for additional screening. 3. There are existing utilities on site, and a new sanitary sewer lateral is proposed. Proposed impervious coverage is 65%; 65% allowed. 4. There is a small additional parking area proposed west of the existing building, to add 25 new parking spaces, for a total of 80 spaces' 80 spaces required. Since this site has previously met the 100,000 square foot threshold for STC review, STC will need to determine whether they want to perform any additional review for the new improvements. 5. The Architectural and Design Review Committee reviewed the proposed building addition on June 18 and noted that the proposal would enhance the existing building. They did not review the proposed lighting plan as it was not available at the time. 6. One item that does need to be resolved is the existing road stub that serves as the entrance to this site. In subdivision plans approved by PZC in the 1968, a temporary cul-de-sac was shown, which was never constructed. I can't find any documentation that the road was ever accepted by the Town Council, but the Town does the maintenance and snowplowing, with Town trucks using private property to turn around on because the cul-de-sac was never constructed. The construction of the proposed gate exacerbates the difficulties of Town snowplowing; and this issue needs to be addressed. Two possible solutions are: ♦ Construct the missing temporary cul-de-sac, or ♦ Initiate steps to have the road stub officially recognized as a driveway rather than as a public street; then the road stub becomes a private driveway, with maintenance responsibilities assumed by the owners. Note that the two existing lots being served by this road stub both have adequate frontage on Bidwell Road. The details would have to be worked out with #70 Bidwell Road, which has a driveway on this road stub also. The applicant should be aware that if abandonment is selected, the road stub could become a Town road in the future, but would have to be brought up to the current road standards at such time as dedication to the Town was desired. 7. There are no regulated wetlands impacted by this proposal. Conservation plan approval is not required since less than 1/2 acre is being disturbed. 8. South Windsor Police Services has reviewed the plan, and has indicated that they do not have any concerns as long as there is still an entrance by which they can access the building. The Fire Chief has not expressed any concerns. 9. If this application is approved, the Planning Department has no additional approval modifications to request. Town of South • • Planning Department Me o To: Kip Shepard From: Marcia A. Banach, AICP, Director of Planning Date: 07/06/98 Re: Application #98-37P, United Technologies Site Plan The following items are needed to complete the site plan for United Technologies: ♦ Site plan checklist needs to be completed and signed by engineer ♦ Data block needs to be finished (blank spaces filled in) ♦ 500' line around site needs to be delineated on key map ♦ Existing tree line needs to be shown How do Town snow plows continue to plow this road stub with the proposed gate in place? Where does the snow go? Note that the snow plows have no right to enter onto private property (and should not be expected to have to enter private property to plow a public street). Also, prior to the gate, they at least had an entrance and exit on private property without having to execute backing up and turning maneuvers on private property... There may be other review comments as other Dept. reviews are completed. •Page 1 tOW N SE, C y f 70.
