This is an application for a 5 year major home occupation permit to operate a dog grooming business, by appointment only basis for Saturdays and/or an occasional evening for property located at 113 Overlook Road, RR zone. No animals will be housed over night. 2. The applicant is proposing to use the basement of the house. She has submitted a sketch of the room, approximately 120 square feet. 3. The reasons for requiring PZC approval are to ensure that: ♦ the home occupation is clearly secondary to the use of the building for dwelling purposes ♦ the home occupation is compatible with other permitted residential uses in the residential district ♦ the residential character of the dwelling and the neighborhood are preserved, and; ♦ all residents have freedom from excessive noise, excessive traffic, nuisances, fire hazards offensive odors and pollutants, and other possible effects of commercial uses being conducted in residential areas. 4. Performance criteria that must be met include: ♦ Maximum of 25% of the floor area can be used for the occupation; ♦ occupation cannot be visible from outside the dwelling unit; ♦ dwelling must contain the character of a single family dwelling; ♦ no entrance or exit may be added solely for the occupation; ♦ no more than one non-resident employee allowed; ♦ the occupation can not create a volume of passenger or commercial traffic that is inconsistent with the normal level of traffic on the street; ♦ all parking needs must be met on-site; and ♦ the Commission may require screening of additional parking from the street and from adjacent residential properties. 5. Public sewer and water serve the existing house. WPCA approval is not required. 6. The applicant has indicated that there will not be any employees. 7. The applicant appears to meet the physical criteria for the home occupation. However, we do not have a layout of the salon area to verify it is less than 25% of the floor area. 8. The parking requirement is being met within the existing driveway. The applicant has indicated that people will be dropping off and picking up there dogs. No cars should remain parked in the driveway. 9. The applicant is allowed a two square foot sign, and has submitted a sketch of that sign for the business called "Classy Canines". 10.If this application is approved, the applicant will complete a home occupation form, which contains acknowledgment that the applicant will abide by criteria contained in the zoning regulations. The applicant would also be required to return to this Commission for renewal upon expiration of the 5-year permit period. Also, the Commission might consider adding as approval conditions limitations on number of days and hours of operation, or number of customers per day, in order to ensure that the intent of the home occupation regulations is adhered to. Sincerely, Jill and Dave Parent 121 Overlook Road South Windsor, CT November 18, 1997 This letter is being written in support of my neighbor, Cheryl L. Berin, residing at 113 Overlook Rd., S. Windsor, CT requesting zoning approval to operate a home business of grooming dogs. We believe that the nature of the business will not disturb the residential area and will not change in any way the appearance of the neighborhood. We understand that the home business will be operated in a quiet and professional manner. Sincerely, 3 -7 (five rloo Proposal for Minor Home Occupation: Classy Canines The business activities of my proposed YAjow home occupation "Classy Canines" would consist of the normal activities of dog gr000ming including brushing, bathing, clipping and nail cutting for pet dogs. It will be a part-time basis business involving Saturdays and occasional evening appointments. A one-on-one basis with only one client at a time will be maintained to create a"personal" touch with attention devoted to the individual customer. There will be no need for parking accomodations because there will only be a drop-off and pick-up time frame of a few minutes. There also will be no additional traffic considerations because it will only be one car at a time creating no extra flow other than a normal"vistor". There will not be any over- night keeping of animals. In addressing other concerns there will be no storage of any hazardous materials and no company vehicle involved with the business parked outside. There will be no visible signs of any business to the exterior of the dwelling. There are no large windows and will not be a special entrance added to the dwelling to accomodate the business. The business will be located at the basement level within the dwelling and will not exceed 15%of the unit floor plan. At this time there are no state licenses to operate a grooming facility but I do have a certificate of graduation from an accredited All-breed pet grooming school and I am a member of the National Dog Groomers'Assocation of America and the New England Pet Grooming Professionals.
