Request for Special Exception to Article 4.1.8.b & c and site plan of development approval for the former community building at 1776 Ellington Road, RR zone. A zone change from RC to RR was recently granted by this Commission for this site. Article 4.1.8.b allows philanthropic, educational, and recreational uses by a duly incorporated non-profit body or government unit; article 4.1.8.c allows for-profit educational uses as well as bona-fide clubs not operated for profit. A special exception to these two articles would allow the Town to make this building available for various recreational and club uses such as the Veterans and the Medical Explorers. 2. The building is serviced by public water and sewer. 3. The main concern for this site has always been the lack of parking. The parking situation was exacerbated by the reconstruction of 5-corners, when property taking eliminated about 16 of the existing 27 spaces. There are eleven parking spaces; our parking formula requires sixteen spaces for a 4000 square foot building that will be used as a place of assembly. In recognition of the limited parking, it is my understanding that potential users, such as the Veterans, are required to agree to and abide by a set of rules that includes limitations on group size so that all parking needs are accommodated on-site. 4. Special exception criteria include: • Traffic impacts will not be detrimental to the residential character of the neighborhood; • There will be minimal adverse effects on existing uses in the area; • Surrounding property values will be conserved and the character of the neighborhood will not be unduly disrupted; • Impacts will not be detrimental to the capacity of present and proposed utilities, streets, drainage systems, sidewalks, and other infrastructure; • The land is physically suited to the proposed use and minimal adverse environmental impacts are created; and • Due consideration to preservation of historic factors has been demonstrated. If this application is approved, the Planning Department requests that the parking formula be shown on the site plan. I, Frank A. Castro, Chairman of the South Windsor Planning &Zoning Commission, hereby certify that on November 18, 1997 the Planning and Zoning Commission granted to the Town of South Windsor a Special Exception to Article 4.1.8 b & C of the Zoning Regulations and Site Plan of Development as shown on plans prepared by Design Professionals, Inc., No. 97-1035 and dated October 30, 1997.
