AGENT: DATE RECEIVED DEP/rev.1/95 MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer Date: December 8, 1997 Re: App. #97-96P -Review of the proposed David's Place subdivision, 795 Chapel Road. Plans dated 10/19/97. The project is to create a 3 lot single family subdivision. Proposed regulated activities include locating the driveway for lot#3 in the 40' regulated buffer. I would estimate that approximately 3200 sqft of disturbance is proposed to occur in the buffer. Site: The site is located in the Podunk River watershed. The site is lightly wooded with successional stage pole and sapling forest. Relief on the site is flat to gently sloping to the northwest. The total site is comprised of 5.6 acres, 2.2 acres of which is wetlands. The wetlands are located in the northwestern portion of the site. They would be characterized as a forested red maple wetland along the perimeter with a lower area of shrub/scrub swamp in the center. Runoff, and to a lesser extent, groundwater appear to provide the hydrology to the wetland. The wetland is isolated by I-291 to the south and Chapel Road to the north. Major functions of this wetland area would be nutrient and sediment trapping, wildlife habitat, some groundwater recharge, and limited flood storage. The isolated nature of the wetland limits its importance within the watershed. Impacts: The areas of proposed disturbance are mapped as Windsor Loamy Coarse Sand 3-8%, and 3-8%. This soil type has an erosion potential listed as low in the Hartford County Soil Survey. Currently the area in question contains a remnant dumping area so historically disturbance has occurred in this area. Erosion controls proposed should adequately prevent disturbed sediment from migrating into sensitive areas. Impacts to the wetland area from this proposal should be minimal. ' 'dam •. i ` ... / e L • <.j r" .;,_,:::> :':;y ,>-ice- m ®`- fit`® - -7 CERTIFIED MAIL Dear %Ls ►— Re: " PA-1/0 AL, 7 7S C -1— — 7 In accordance with Section 7.3b of the "Town of South Windsor Inland Wetlands, Watercourses, and Conservation Regulations", we are required to notify you that an application has been filed on the property abutting yours and is subject to a hearing by the Inland Wetlands Agency/Conservation Commission. Folger Zoning/Wetland Officer Town of South Windsor Re: Review of David's Place Subdivision- Plans dated 10/19/97. I have reviewed the site plans for the proposed David's Place subdivision with the following comments: 1. The 40 foot regulated buffer should be shown on the plans. 2. 90 x 90 foot buildable squares should be shown on the plans to demonstrate that the proposed houses can be placed without encroaching on regulated areas. 3. Details concerning temporary and permanent seeding rates and dates should be shown on the plans. 4. Amount of fill in square feet proposed to be placed within the regulated area should be estimated and placed on the permit application. 5. The applicant should be prepared to demonstrate that the project proposed does not have feasible and prudent alternatives which are less intrusive to the wetland resource(see section 11.2 South Windsor IW/CC regulations). cc.
