Request for Special Exception to Article 4.1.8.b and site plan of development approval for an expansion of the Pleasant Valley School house to provide for a museum cases, a small kitchen and handicap access at 771 Ellington Road, RR zone. Article 4.1.8.b allows philanthropic, educational, and recreational uses by a duly incorporated non-profit body or government unit. A variance was granted in October 1997 to allow expansion of a nonconforming building into the side and rear yard setbacks. 2. The building is serviced by public water and sewer. 3. The only concern for this site is the lack of parking. The applicant has indicated that there is not any need for parking because the facility is rarely used; and when it is used, vehicles park on the lawn. If applied, our parking formula would require about four parking spaces (one per 250 square feet; building with addition appears to be just over 1,000 sq. ft.). In the event that formal parking is ever needed, there does appear to be space in the front of the site that could be converted to parking area. We suggest that if this is acceptable to the Commission, a parking waiver be granted so that it is on the public record. 4. Special exception criteria include: • Traffic impacts will not be detrimental to the residential character of the neighborhood; • There will be minimal adverse effects on existing uses in the area; • Surrounding property values will be conserved and the character of the neighborhood will not be unduly disrupted; • Impacts will not be detrimental to the capacity of present and proposed utilities, streets, drainage systems, sidewalks, and other infrastructure; • The land is physically suited to the proposed use and minimal adverse environmental impacts are created; and • Due consideration to preservation of historic factors has been demonstrated. 5. The Architecture and Design Review Committee has reviewed the plans and had no comments. 6. We do note for the record that this site plan is not in strict conformance with all site plan detail requirements, with items missing such as key map, zoning data table, location of utilities. If this application is approved, the Planning Department requests that the parking formula and waiver request be shown on the site plan. MEMO From: Frank A.
