THIS APPLICATION MUST BE SIG BY THE APPLIC D OWNER .OF THE PROP TY AND SUBMITTED IN TR PLI ATE WITH ALL AND DOCUMENTS REQUI ED ON ATTACHED CHECKLIST,, 0 WHICH CONST E HE APPLICATION. pplicant Owner Hidden Woods Subdivision & Interior Lots 1. Request for subdivision and special exception approval for two interior lots on Dart Hill Road, RR zone. The requirements for the interior lot in the RR zone include: 80,000 sf minimum lot size and 263 feet minimum lot width. The proposed interior lots meet these requirements. A CL&P right-of-way 175 feet wide is located on Lot 1. 2. Access to the interior lot is proposed via a common driveway within an existing 50' right-of-way from Dart Hill Road. Written utility approval of the driveway crossing is required prior to construction. The driveway servicing the new interior lots will include a turn-around at the base. Fire Marshal approval is required for this driveway also. 3. The interior lot will be serviced by public sewer. WPCA approval is required. The plan does not show whether the new lots will be served by public water; town maps do not show a water main in this section of Dart Hill Road. If wells are proposed, they need to be shown on the subdivision plan. 4. There are no regulated wetlands on the proposed lots. Conservation approval is required from IWA/CC since the construction will disturb more than 20,000 square feet. There is no 100-year floodplain. 5. Zoning and subdivision regulations require a 90' x 90' buildable square on all new lots within which the dwelling must be constructed when site constraints such as steep slopes exist. The proposed lots do have steep slopes. These plans show a 60' x 100' "possible building area;" this will need to be revised to meet the 90' x 90' buildable square requirement. 6. The criteria for approval of interior lots include: ❖ the subject area's boundary configurations, topography, soils or other natural resource characteristics; ❖ proximity to neighboring properties and dwelling units; ❖ restriction of existing views; ❖ proposed buffering/screening; ❖ potential drainage, traffic & environmental impacts ❖ driveway locations, slopes & sight lines ❖ utility service capabilities ❖ property value impacts; and •'• future land use alternatives. 6. There are existing homes located around the proposed interior lots. The site is wooded and there is no screening proposed between the existing houses and the proposed interior lots. The Commission may want to visit this site prior to the work session to determine whether additional screening should be required. 7. There are numerous Planning Dept. and Engineering Dept. comments at this time due to the amount of missing information on the submitted plans, including drainage calculations, proposed grading for new houses, driveway materials, sight lines, provision of water, and many other items. Engineering has not been able to ascertain drainage and other impacts due to the missing information, and staff respectfully request that this public hearing be continued so that the missing information can be provided and staff have an opportunity to review that information. The driveway servicing the new interior lots will include a turn-around at the base, as well as a pull-off for fire apparatus at the curve in the driveway. Fire Marshal approval for this configuration has been obtained, , u,r( _-c -_t --;7;74 /•4-t . 3. The interior lot will be serviced by public sewer and wells. WPCA approval is required. 4. There are no regulated wetlands on the proposed lots. Conservation approval was obtained from IWA/CC on November 19, with a $2,000 bond and an approval condition for waterbars to be placed at 50-foot intervals along the first 200 feet of the driveway due to the steep slope of the driveway. 5. 90' x 90' buildable squares are shown on both lots, and the new units are shown inside the buildable squares. 6. The criteria for approval of interior lots include: ❖ the subject area's boundary configurations, topography, soils or other natural resource characteristics; ❖ proximity to neighboring properties and dwelling units; ❖ restriction of existing views; ❖ proposed buffering/screening; ❖ potential drainage, traffic & environmental impacts ❖ driveway locations, slopes & sight lines ❖ utility service capabilities ❖ property value impacts; and ❖ future land use alternatives. 6. There are existing homes located around the proposed interior lots. The site is wooded and there is no screening proposed between the existing houses and the proposed interior lots. The Commission may want to visit this site prior to the work session to determine whether additional screening should be required. 7. Planning Department comments have been addressed, and the Planning Dept has no additional approval modifications. Engineering Dept. requests that the driveway entrance radius be increased to at least 25 feet so that it accommodates turning movements of fire apparatus. Engineering is also requesting a copy of the CL&P final approval when received. ( '`1 i are ro►%( 4` s'f . Castro, Chair-man FAC/dlw •r s Hidden Woods Subdivision & Interior Lots 1. 5. Zoning and subdivision regulations require a 90' x 90' buildable square on all new lots, within which the dwelling must be constructed when site constraints such as steep slopes exist. Engineering has not been able to ascertain drainage and other impacts due to the missing information, and staff respectfully request that this public hearing be continued so that the missing information can be provided and staff have an opportunity to review that information. s 1540 SULLIVAN AVENUE•SOUTH WINDSOR, CT 06074.2786 soe•coN AREA CODE 860/644-2511 9 l0 FAX 860/644-3781 a jj August 3, 1999 R010 CERTIFIED MAIL AUG 31999 sours PX Mr. Lawrence Fiano ° 30 Old Trail Rd. I would like to bring a hazardous situation to your attention that currently exists on Dart Hill Road. Runoff in the form of snow melt is entering Dart Hill Road from the driveway cut leading to the two interior lots on the Hidden woods subdivision and is contributing to the freezing situation on the road. The resulting "black ice"that is present in the cold mornings creates a very dangerous condition for passing motorists. This situation is likely to continue, even after the development of the lots is complete. Runoff from the lot must be intercepted before the water reaches the road and diverted to the existing storm drain system. I believe this can be accomplished by installing one or more catchbasins at the end of the driveway and tie this structure to the existing drainage pipe approximately 20 to 25 feet to the south. Additionally, the proposed driveway should be graded so that runoff water is directed to a structure that will convey the runoff in a controlled fashion to the catch basin. I believe that the current owners, Judith and Steven Eckhouse of 105 Mohegan Trail, are currently marketing the two building lots. They have been made aware that they have a runoff problem from the driveway. In July of 2000 I sent Mr. Eckhouse a letter advising him to upgrade erosion controls on the site and finish stabilizing the driveway. Erosion controls were upgraded but the driveway stabilization was not completed. I am requesting an assessment from the Engineering department on the existing situation and recommended remedies. Iazzetta, Town Engineer DATE: May 17, 2001 RE: HIDDEN WOODS SUBDIVISION As requested we have investigated the problem of the storm water runoff from the Hidden Woods Subdivision onto Dart Hill Road. Attached is a copy of Joe Perna's report on this situation including proposed improvements. As is indicated, these proposed improvements will not completely stop the runoff onto Dart Hill but will substantially improve the situation. cc: Joe Perna, Project Engineer JCl/cm MEMORANDUM TO: Jerry C. Iazzetta, Town Engineer FROM: Joseph J. Perna, Project Engineer DATE: May 2, 2001 RE: Hidden Woods Subdivision At your request, I have inspected the existing drainage conditions on Dart Hill Road as related to this development. Based on my observations both during the winter months and most recently, runoff is entering the road both from this site at the road cut and also from properties to the north, the most obvious being the existing driveway for house #107 just north of the development. As runoff enters onto Dart Hill Road, it runs south and although there is a catch basin just below the driveway cut, tends to cross over the road as the cross section through this area is flat, therefore much of the runoff bypasses the catch basin. As you know, this situation causes a hazardous condition during the winter months as ice frequently forms over the width of the road through this area. I would agree with Jeff Folger's recommendations stated in his memo to Mike Gantick on 3/21/01 that most of the runoff from this site can be intercepted at the base of the proposed driveway. This can be accomplished by constructing a catch basin just above the proposed pull off area with a rip-rap swale on the south side of the drive to collect and slow down the runoff from the driveways and the area above the development. By superelavating the driveway and creating a berm on the low side of the catch basin, runoff can be directed and contained at that point. The rip-rap swale will help to slow down the velocity of the runoff as there is quite a difference in elevation (approx. 45 feet). Although these recommended improvements will not alleviate runoff entering the road from the north, I believe it will collect most of the runoff from this development thus improving the situation on Dart Hill Road. I have enclosed a redline sketch of the topographic plan for this development indicating the proposed improvements. Please note that an easement will have to be acquired on the property to the south (Fitzgerald) in order to tie the proposed catch basin into the existing basin on Dart hill Road. ` CIVIL' ♦ ENVIRONMENTAL, *,SITE ENGINEERING 03 Boston HURoad Gerald E:.Hardisty, P.E.
