TOWN OF SOUTH WINDSOR ZONE CHANGE
1776 Ellington Road RC to RR
1. Request for a zone change from Restricted Commercial back to Rural
Residential for the property at 1776 Ellington Road, the former Community
Building for the Wapping Church, more recently known as the Dorchester
building.
2. This property was zoned RR until 1988, when it was rezoned to RC for office
use. The property was then acquired by the Department of Transportation
during the reconstruction of 5-corners, and subsequently transferred to the
Town for municipal purposes. The Town Council has indicated a desire to
provide use of this building to the Veterans and Scout Explorers. These types of
municipal, recreational and club uses are not allowed in the RC zone but are
allowed as special exception uses in the RR zone.

3. The lot is nonconforming in its present RC zone and was fionconforming in the
RR zone.
4. If this zone change is approved, an application for Special Exception and site
plan approval will be forthcoming.

Dear Mr. Galligan:
Re: Appl #97-82P, Zone Change/ 1776 Ellington Road
At the Planning & Zoning meeting of October 28, 1997, the Commission voted to
approve the zone change from RC to RR on ± 0.65 acres on property located at 1776
Ellington Road.
The Commission noted that this zone change is in compliance with the Comprehensive
Town Plan of Development.
Within ninety days (by February 14, 1998) a zone change map (1" = 401 with an A-2
certification must be filed, showing all boundary lines and the acreage of the land
where the zone change was granted. The map shall be drawn in accordance with the
rules and regulations of the State Board of Registration for Professionals Engineers
and Land Surveyors, and shall be stamped and signed by a Registered Land Surveyor.
The zone change map must be submitted on black and white mylars, with this
approval letter thereon, together with three blueprint copies of the Zone Change. After
the mylars have been stamped and signed by the Commission, they will be returned to
you for filing in the Town Clerk's office.
The effective date of the zone change is the date the mylar is filed in the Town Clerk's
office.
