Dear Mr. Arsenault:
This is to inform you that we have reviewed your application
to place fill in Plum Gulley Brook and adjacent wetlands for
construction of an access road for a residential subdivision,
Collins Crossing, at South Windsor, Connecticut. A total of 7, 840
square feet of wetlands will be impacted for construction of the
culverted road crossing. No other waterway or wetland impacts are
required for development of the site.
Based on our review of the information you provided, we have
determined that your project will have minor individual or
cumulative impacts on the waters and wetlands of the U.S . We
hereby authorize your project under the Connecticut
Programmatic General Permit (CT_ PGP, Permit No. 41) . The
time limit for completion of this work is three years from the
date of this letter.
This determination is based on the attached plans, entitled
"COLLIN' S CROSSING SOUTH WINDSOR, CT. ", in five sheets dated "6-
27-96", and is subject to the following special conditions :
(1) No riprap shall be placed in the streambed.
(2) The culvert directing stream flow under the road crossing
shall be placed 6" below the grade of the existing stream bed.
This is so that the culvert will fill in with natural stream bed
material .
(3) No other waterway or wetland disturbance shall occur for site
development or construction.
The CTDEP has issued a Water Quality Certification (WQC) for
this project based on their review at our Federal State Screening
Mee inq. Therefore, a separate application to the CTDEP for WQC
is not required.
Please note that the activity must be performed in compliance
with all the terms and conditions of the CT PGP. Enclosed is a
copy of the permit requirements . Please review it carefully to
thoroughly familiarize yourself with its contents . You may wish
to discuss the conditions with your contractor to ensure that the

work can be accomplished in a manner that conforms to all
requirements .
If the plans or construction methods (i.e. for work in our
jurisdiction) need to be changed, please contact us immediately to
discuss modification of this authorization. Before changes may be
undertaken, they must be approved by this office.
Also note that this determination does not constitute an
authorization to proceed until all other applicable state and
local permits are obtained.
Performing work not specifically authorized by this permit,
starting work without obtaining other state and local approvals,
or failing to comply with the permit conditions may subject you to
the enforcement provisions of our regulations .

TO: Marcia A. Banach, Director of Planning

DATE: September 22, 1997
RE: B & M ENTERPRISES ONE LOT SUBDIVISION — 97-73P
We have reviewed the drawings dated September 5, 1997 for the proposed B & M
Enterprises 1 Lot Subdivision and have the following comments:
1) An easement and right to drain should be given to the Town of South Windsor for
the existing 18" RCP and proposed 25' riprap pad at the southerly end of lot 1
(along Nevers Road).
2) Proposed driveway cut on Collins Crossing should be moved to the east to avoid
conflict with the drainage structure.
3) The proposed revision to the flood zone line should be approved by DEP and FEMA
and a copy of that approval given to the Engineering Department.
4) There is a revision to the storm sewer on Collins Crossing from Station 1+00 to
2+50. Please have the drawings revised to reflect these changes.
5) Sanitary laterals should indicate type and size of pipe.
JCl/jsv
Edwards 1-lot Resubdivision PH 10/28/97
1. Request for a one-lot resubdivision at the corner of Nevers Road and the new
Collins Crossing?oad, RR and Floodplain zones. The proposed lot is 4.4 acres,
with 680 feet of frontage on Nevers Road. The driveway will enter onto Collins
Crossing rather than Nevers Road.
2. Public water and sewer are available. WPCA approval is required.
3. There are regulated wetlands, plus a segment of Plum Gulley Brook on this
property. No wetlands application is needed because the area of disturbance is
completely outside of wetlands and wetlands buffer areas and is less than 1/2
acre. There is also 100-year floodplain on this site, but the application meets the
90' x 90' buildable square outside of the floodplain criterion.
4. If approved, there are no Planning Dept. modifications requested, and
Engineering Dept. review comments have been satisfactorily addressed.
