H. PURPOSE AND DESCRIPTION OF ALL PROPOSED REGULATED ACTIVITY(S)
INCLUDING AMOUNT AND TYPES OF FILL AND THE TIME ELEMENT
INVOLVED.
The regulated activity involves the filling of a portion of an existing detention basin and
deepening of the same basin. The filling will require 1,030 cubic yards of earth from on-site
material. Construction activity in the basin will require about 30 days.
This application is very similar to #93-14R which was approved for this site on September
13, 1993. That application was for a SRD facility that was obviously not built. We followed
the same concept as in the previous application and did not encroach on the two southerly
wetlands. All of the wetland filling is concentrated in the detention basin and the two fingers
emanating from the basin area.
The remaining detention basin is proposed to be deepened to maintain adequate hydraulic
capabilities. The volume of the proposed basin is greater than the existing basin.

INTRODUCTION;
Summerville at South Windsor is a proposed assisted living
center on a -parcel .of land to, the west of the Town Shopping
Center on Ellington Road in South Windsor-; CT. The project
consists of a three story, building with associated improvements.
The wetland boundaries on the site were field .delineated by
Tom Pietras Certified Soil Scientist. The wetland boundaries
were verified for a previously approved project and were found to
be---,substantially correct.
SOIL."RESOURCES.
4 The soils -on the subject site are underlain by loamy to
clayey glaciolacustrine ".(glacial lake) deposits. The upland
soils on the property were identified as belonging to the
moderately well drained Elmridge and Bancroft Series. The
wetland soils.'were identified as belonging to the poorly, drained
Shaker Series. Man-made upland soils -were idehtified. along the
western edge of the property along a constructed berm which
serves as the .western. limit of "an existing detention basin. The;
bottom of the basin was identified as wet man-made soils.
j VEGETATION
The site contains two main `vegetative. communities. The
southern third-.of the "site is forested .with mixed hardwood
t species..` The canopy;or tree layer is sparse and is dominated by
Red Maple (Aces rubrum), Amer can; Elm (Ulmus americans) and Pin
Oak (Ouercus. palustris) . !,The shrub layer is very thick and is
dominated }ay_S lkyDogwood (Cornus. amomum) Red-Osier Dogwood
(Corpus stolonifera) and Arrowood, (Viburnum recoanitump are also
present.
The species listed above are found it both the uplands and
wetlands within the forested areas`< on'the sate. The vegetative
cbmmu, nity is more indipative of"a wetland 'than an upland.
The finger of wet ands .in' the southeastercorner ,of the
site 10 .dominated by Buttonbush (Cephalantus occidentalis) , -an
aquatic shrub species'.'
The cefitral:-portion of the site contains a mix of woody
vegetation comprised mainly ofshrub species with Silky Dogwood
being dominant.. hi's pgrtion of thessite -is occasionally mowed
and containe meadow,.
species within the mowed areas . Goldenrod
{Solidaao svp. ) and Sensitive Fexn; (Onoclea sensibi'lis) are
ddffiinaht ,in the snowed areas
f .
2
The wetlands in the_northern and central portion of the site
consist of wet meadow species. This vegetative community,
includes a mix of sedges, grasses and native wildflower species.
The existing detention basin contains wet meadow species that are
dominated by Cat-tails (Tvnha` latifoiia) and species of the
Bulrush fam"ily (Scirpus spp. ) . The cat-tails occupy the northern
portion of the detention basin but are quickly spreading to the
south.
PROPOSED WETLAND .ACTIVITY
As part of the overall site improvements two areas of
wetland soils" w=ill be filled. The two fingers ofwetlands that
extend south from" the detention basin will be filled.. The two
wetlands are wet meadows, with the western-most of the fingers
having marginal. wetland hydrology. Additionally, the southern-
most edge of' the. detention basin will be filled and a portion of
tho-4xisting basin ,will be deepened to provide additional storage
capacity.
At the request of the Fire Marshall, a gravel and grass
drive is proposed around the 'entire building to provide access
for emergency, vehicles. This access drive will require grading,
inclose proximity to the two southern wetland fingers. Ali
storm water is to be .directed to the existing detention basin via
a closed drainage system that includes a hooded sedimentation
structure. prior to the outlet to the basin. The proposed fire
access road will have a gravel base but will be loamed and seeded
and maintained, as lawn.
As part of the .proposed project, an upland area" in the
southwestern corner of the site has been designated as a
potential wetland mitigation site. This potential mitigation
area is currently forested. However, . the wetland impacts on 'the
property will require' the loss of wet meadow habitat. 'In order
to compensate "for the loss of wet meadow habitat, the forested
area would have to be converted to meadow. , Although the ,
conversion is physically possible,'< forested .habitat is 'lacking in
k the area. and wet" meadow habitat is plentiful . in the surrounding
area. Therg" ore, '-it s recommended that the potential mitigation
area be mantained as forested habitat. To the west of the
subject sito` is a large Bond surrounded by a wet meadow: This
off. site "mdow 'extends north' to .Ellington Road. Additionally,
to the north of Ellington Road and along the 'Podunk River system,
a very large contiggous wet .meadow exists. The existing forested
block in the southernl limits of the site ,provides much needed - .
edge habitat andforested cover forelocal wildlife. Although its
is the intent' of, the applicant to mitigate potential adverse
impacts by- the conversion =of forest to meadow, the forested
habitat may provide more benefit to the area. It is highly
recommended that the potential mitigation area ;be preserved as
forested habitat through a deed,,restriction.
3
In conclusion, although wetland impacts are being proposed,
those impacts are limited to 'the loss of wet meadow habitat that
is very plentiful in the general area. The preservation of the
small block of .forested habitat through" a deed restriction can be
considered as mitigation,;.,al.though .no wetlands are being created.
The forest area in the south of the site currently contains
mostly wetland species and provides diversity in habitat types.
The' impacts to the wetland within the detention basin are
!temporary in 'nature and the overall function of this wetland will
not be compromised. Additional notes- have been added to the plan "
regarding the excavation and seeding of the basin that will
ensure continued growth of wetland vegetation with no loss of
functional value.

Re: Review of Summerville Assisted Living Facility, Ellington Road, plans dated 8/29/97.
I have reviewed the site plans for the proposed Summerville Assisted Living facility with the
following comments:
1. "Wet Meadow"seed mix should show specific species compliment and percentage.
2. Do the estimates for wetland disturbance include the wetland areas extending from the
detention basin to the south?
3. Profiles of the detention basin, present and proposed, should be shown.
4. The soil stockpile is proposed to be placed in the location of the parking lot. The
construction narrative should explain in greater detail the sequencing of the building,
parking lot and storm system.
5. The wetland boundaries need to be located in the field.
6. The proposed disturbance to the existing detention basin is planned to occur while
stormwater from Town Center is continuing to discharge into the basin. In order to insure
acceptable water quality during construction the proposal will require a detailed phasing
plan that incorporates grading changes by section with erosion controls erected to create a
series of progressive filters leading to the outlet.

Re: Review of the proposed Summerville Assisted Living Facility. Plans dated 8/29/97.
The project is create a 60,000 sgft Assisted Living Facility in one building on 3.6 acres.
Proposed regulated activities include filling approximately 7500 sgft of relatively
undisturbed wetland and 14,000sgft of an existing detention basin. This basin was
created from an existing wetland. I estimate the proposed disturbance will be
approximately 21,000sgft or %2 acre. The permit application does not state this amount.
Site: The site is located in the Podunk River watershed. The parcel is comprised of 3.6
acres. Currently the site is a meadow and is being used as stormwater detention and
conveyance.
The wetlands on the site are comprised of four fingers that run toward the center of the
property from the southwest, the south, and the northeast. The wetland areas to the
northeast are the ones proposed to be affected. They are primarily wet meadows, which
have been kept mowed, leading to the detention basin. The basin is about %2 vegetated
with cattails toward the northern end and a wet meadow at the southern end. The basin
empties to a small wetland depression before flowing north under Ellington Road and
into the Podunk River. The wetlands to the south are a mix of shrub species with high
food productivity and cover for wildlife. These areas are not proposed-to be disturbed. .
The wet meadow areas proposed to be disturbed have low functionality. The basin itself
has high functions for nutrient retention, sediment trapping, wildlife habitat, and
stormwater attenuation.
The proposed plan calls for reworking the entire detention basin, contrary to initial
discussions, as well as changing the outlet structure. The basin will still be receiving
stormwater from Town Center during this process. The two fingers that extend southerly
from the basin are proposed to be filled with the building located on top. Minor grading
and the emergency access road surrounding the building are proposed in the 40' buffer of
the southern most wetlands.
Impacts: Impacts from the loss of the wet meadow areas should be minor. This activity
was approved by this Commission in 1992 with a different configuration of buildings.
The work proposed in the existing detention basin could cause sediment to leave the site.

RE: Response to Review Comments Dated September 9, 1997 on the
"Summerville at South Windsor" Project.
Our response to your comments follow the same numerical order as shown on your
attached comments.
1. The wet meadow seed mix shown on Sheet 9 or 10 states the specific species
and the percentage in the mix. This is shown in note Number 5.
2. The wetland disturbance estimates with our application are as follows:
Wetlands to be filled: 0.32 Ac.
Bottom of detention basin to
be disturbed and re-established: 0.33 Ac.
Wetlands created from detention
basin expansion: 0.03 Ac.
3. Profiles for the detention basin are shown on Sheet 10 of 10.
4. Construction sequencing of the building, parking lot, and the storm system
has been revised and is shown in the "Construction Schedule" on Sheet 9 of
10.
5. The wetland boundaries were recently reflagged by John Ianni, a Certified
Soil Scientist.
6. A detailed phasing plan for the disturbance of the existing detention basin is
shown on Sheet 9 of 00,note Number 5 of the 'Erosion and Sediment
Control Notes".
