P an Preparer (P /LS) Date August 1993 MEMORANDUM TO: Marcia A. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer DATE: September 15, 1997 RE: GREENWOOD DRIVE RESUBDIVISION — 97-68P We have reviewed the drawings dated 8-12-97 for the proposed Greenwood Drive Resubdivision and have the following comments: 1. Sheet 2 of 4: The road in the area of the proposed resubdivision was designed for a future roadway to the east. With this proposed resubdivision, this will not be possible. The roadway (Greenwood Drive) should be modified to eliminate the indented curbline and the catch basins relocated such that a smooth roadway curve is the result. 2. Sheet 3 of 4: Street line on Foster Street should be established with monuments (numbered and coordinates shown) and by deed. 3. Sheet 4 of 4: Details for Permanent Patch and cleanouts should be per Town Standards (See Attached). 4. Plans should have the name ""Greenwood Drive Resubdivision" as part of the title to avoid confusion. JCl/jsv GREENWOOD DRIVE RESUBDIVISION PH 10/7/97 1. Request to replace the existing subdivision and special exception approval for one conventional lot, one interior lot, and a remaining parcel on this site with approval for two larger conventional lots on Greenwood Drive, AA-30 zone. The existing approval included a 1.14 acre lot with frontage on Greenwood Drive, a 4+ acre interior lot with a shared driveway on Greenwood Drive, and a remainder 2.7 acre parcel with frontage on Greenwood Drive. This application, if approved, would substitute two conventional lots, with no remaining property left for future development. Both lots are oversized lots, one with 2.3 acres and one with 5.8 acres, including the private access known as Laurel Lane. Both lots appear to conform to zoning requirements. 2. Public water and sewer are available. 3. There are no regulated wetlands on either lot; conservation plan approval is not required. 4. When this subdivision was originally approved, the area that will now become the new Lot 2 was designed for a street, and the developer installed sidewalk, catch basins, curbing and pavement as if a new street would be built. If this application is approved, the future street potential will be eliminated, leaving a gap in curbing and sidewalks. The roadway issue is further addressed in the Town Engineer's comments; the gap in the sidewalk should be eliminated and the remainder of the sidewalk constructed as part of the approval for this subdivision. If this application is approved, there are no other Planning Dept. approval modifications requested. Charbonneau 8a Daniel Lanza 524 Sullivan Avenue South Windsor, CT 06074 Gentlemen: Re: Appl #97-68P, Greenwood Resubdivision We are pleased to advise you that the Planning & Zoning Commission voted on October 7, 1997 to approve with modifications appl #97-68P, Resubdivision of± 8 acres to create two lots on property located easterly of Greenwood Drive and westerly of Foster Street, AA-30 zone, AA-30 zone as shown on plans prepared by Gardner 8s Peterson Associates, Map No. 7677-R1 and dated August 12, 1997. This approval is subject to the following modifications: 1. This approval is for 2 lots, number 1 - 2. 2. Drainage and construction for this subdivision is subject to the approval of the Town Engineer. 3. All lots shall be served by the Town of South Windsor sanitary sewer system and are subject to the approval of the Water Pollution Control Authority. 4. Water shall be supplied to this subdivision by public water. 5. All plans used in the field by the developer must bear the stamp and authorized signature of the Town of South Windsor. 6. All easements for conservation purposes, drainage or utilities, that may be required in connection with the approval of this subdivision, must be submitted on standard Town easement form where appropriate, to this Commission prior to filing the mylars and issuance of building permits. All deeds for open space, public improvements and roadways must be submitted prior to request for Town acceptance; all deeds must be in accordance with the policy for accepting deeds and must be approved by the Engineering Department and Town Attorney. 7. Footing drains are required for each house. Prior to the building of any structure on a lot, a topographic map, drawn to a scale of 1" = 40', shall be submitted for each lot in the subdivision, showing proposed contours, elevations and the location of the footing drains. No building permits will be issued until the proposed contours; floor elevations and location of footing drains have been approved by the Town Engineer. 8. If, for any reason, finished grading and other individual lot site work is not completed, the Town Engineering shall determine the amount of a cash bond to ensure final grading and site work. This cash bond must be submitted prior to issuance of a Certificate of Occupancy. 9. Quantity estimates must be submitted to the Town Engineer (on the enclosed form) for the purpose of determining subdivision bonding, and all bonds shall be posted prior to filing the plans. If the developer chooses to submit a Letter of Credit for a one-year term, in lieu of a surety bond, said Letter of Credit must be renewed on a yearly basis until completion of the development. If a new Letter of Credit has not been received within 30 days before the expiration date, the Commission may, at its option, call the Letter it is holding. 10. A drainage assessment fee in the amount of$50.00 shall be submitted to this Commission. 11. No building permits will be issued until all modifications have been complied with, and the final plans have been filed in the Town Clerk's office. 12. Engineering comments of September 15, 1997 must be incorporated, Items #2, 3, and 4. 13. The gap in the sidewalk to be constructed. The applicant is to work with the Town Engineer to find a feasible solution for realigning the roadway (without moving the catch basins). Black and white transparent mylars of sheet #2 and 3 with the above modifications, together with three blueprint copies of the entire set of plans must be submitted to this Commission within 30 days to be stamped and signed. The letter of approval of this Commission must be reproduced on the mylars. After the Commission has signed the mylars, they will be returned to you for filing in the office of the Town Clerk by January 25, 1998. After filing these plans, a copy of the receipt must be submitted to the Planning Department.
