Dear Commissioner s: I am asking permission to replace a deteriorating culvert as seen on attached Accessors Map 40, Parcel 32 . In the red location I have access to the land I now use for crops. The culvert needs to be replaced as it is rusting out. During the summer months I would change this at a minimal or no flow of water from Busher Spring. I would like to replace this 1811 culvert with a 2411 to match the,on:e the Town has just recently put across Foster Street. While I am making these changes, I would also like to move it 75 feet or so south westerly to location 2 in yellow on the map. Permitting access south of the barn for safety reasons when entering Foster Street from the farm with farm machinery. Cars going south on Foster Street can not see you and you can not see them till it is to 1-ate at this present location. I would also like to gain access to the south of Farm Brook to harvest wood, clean up, maintain and harvest Christmas Trees. Two 2411 culverts would be located in location 3 on the map also in yellow. If I may be of any other assistance on this matter please do not hesitate to contact me. Thank you in advance. By: oseph J. Perna Project Engineer 165 South Satellite Road , South Windsor, CT 06074 (203)291-8755 (203) 291-8757 MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission: From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer Date: May 14 1997 Re: Review of the proposed Reichle 2-lot subdivision. Plans dated 5/6/97. The project is to create a 2 lot subdivision from an existing 7.18 acre site. Lot#1 is proposed to be 3.2 acres and Lot#2 is proposed.to be 3.98 acres in size. Regulated activities include the placement of approx. 2 cu yd of fill that would impact 20 sgft of regulated area. Site: The site is located in the Podunk River watershed, within the Farm Brook subwatershed. The parcel at this time is comprised of 7.18 acres. The site is 1/2 wooded with the northern portion in open meadow/Christmas Tree seedlings. The 190 feet of frontage on Foster Street is comprised of successional growth shrubs, multiflora rose, and limited overstory deciduous trees, mostly maple. This extends approx. 230 feet and opens up to the open field. The wetland area runs southwest across the frontage of the property from Foster Street toward Farm Brook. The width of the wetland ranges from 10 to 40 feet and is associated with a small watercourse that runs in the same direction. The watercourse is approx. 1-2 feet wide and appears to dry up in the summer. Base flow appears to be only 1-2"deep. Sources of water appear to be from ground water and stormwater runoff upslope. The wetlands as marked, appear to be correct. Major functions of this wetland area would be stormwater routing, nutrient and sediment trapping, wildlife habitat and corridor. Impacts: A 24"culvert was installed last summer under an agricultural exemption. The reason given was to provide for a better sight line for machinery exiting the site. There is also a pre-existing 18" culvert north of the new crossing. This culvert is proposed to be - removed and stabilized. Twenty cubic feet of fill is to be placed in and around the 24" culvert to protect the pipe from heavy equipment used to build the house. The present site is stable with haybales still present from the previous installation. The proposed erosion control shown should be adequate to protect the watercourse from migrating sediments. I don't foresee the proposed activity causing significant long or short-term impacts to the watercourse. 10 N S fq O&U/4o A s 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 AREA CODE 860/644-2511 'OSOR•Ca CERTIFIED MAIL June 23, 1997 John F.
