WARD INTERIOR LOT--PH 5/13/96
1. Request for approval of a Special Exception for an interior.lot and subdivision for property
located at Oakland Road, AA-30 zone. The proposed interior lot is approx. 4.6 ac. with an
existing house. The requirement for an interior lot in this zone is 60,000 sf minimum lot size
and 225 feet minimum lot width. The proposed interior lot would be over 4 acres in size and
almost 360 feet in width. The proposed new lot is a conventional lot, approx. 30,000 sf in
size. It appears that all zoning requirements have been met.
2. Access to the interior lot is_proposed to be a separate drive west of the existing driveway. The
proposed driveway servicing the new lot will have a pull-off and turn-around driveway as
required. Staff is recommending that a shared driveway be used for access to the two lots.
3. The new lot will be serviced by public sewer and public water. WPCA approval is required. -
Fred Shaw, Sup't of WPCA is requesting a sewer profile of the pipe showing the slope and
size. A sewer assessment will be required.
4. There are no regulated wetlands on the new lot and they are not proposing to disturb more
than 20,000 sf. There is no 100-year floodplain.
5. The criteria for approval of interior lots include:
a. the subject area's boundary configurations, topography, soils or other natural resource
characteristics;
b. proximity to neighboring properties and dwelling units;
c. restriction of existing views;
d. proposed buffering/screening;
e. potential drainage,traffic& environmental impacts
f. driveway locations, slopes& sight lines
g. utility service capabilities
h. property value impacts; and
i. future land use alternatives.
6. The existing property is a wooded lot. The proposed tree line for the new lot shows that as
many trees as possible will be preserved.
If this application is approved, the Planning Dept. has the following modifications to request:
- zoning table should be corrected to reflect minimum requirements for an interior lot

RE: WARD SUBDIVISION/INTERIOR LOT 97-30
We have reviewed the revised plan dated April 24,1997 received on May 12,
1997 for the Ward Subdivision and have the following comments:
1. We understand that a request for a shared driveway by Planning has met
with reluctance on the applicants part because of the existing sanitary
lateral. It is our recommendation that a test pit be dug to determine the
depth, type of pipe and condition of the existing lateral. Once this has
been obtained, a decision can be made as to whether a driveway can pass
over the lateral. A plan should be developed that shows the proposed
shared driveway and should be submitted, reviewed and approved by
Town staff before any test pit is dug.
Normally the sanitary lateral is to be placed at least four feet deep and if
so, the driveway would not create any problems.
2. Revision date(s) should be shown on drawing.
3. Footing drain is shown outletting onto the front lawn and onto Oakland
Road. This should be placed into an existing storm system if available.
Also the State of Connecticut DOT may require an adjustment to this.
4. Rodent screen should be placed on footing drain and size, type of pipe
should be indicated as well as the invert at the house.
5. Driveway does not meet Town standards (see attached).
6. Rear yard grading proposed will direct stormwater runoff to the house.
This should be revised.
7. The proposed sewer easement should be completely defined with
distances, bearings)length of arc etc.

Dear Rusty,
Subject: Relief on Sub-Division Plans for new lot on Oakland Rd.
Please grant me relief from the common driveway modification on the Sub - Division
for the Oakland Rd. Lot that is located between#313 & 325.
In discussions with both the State of Connecticut DOT and a independence
engineering company, a separate curb cut onto Oakland Rd is warranted in the
interest of public safety. A permit from the State Of Connecticut has been approved
and issued for the proposed separate driveway for the new Oakland Rd Lot ,

Dear Mr. Ward:
Subject: Town of South Windsor
Drive to New Building Lot
Sight Line Concerns
This is in response to your July 28, 1997 letter to Mr. Jere Adametz
regarding the sight line from the proposed drive to your new building lot
adjacent to 325 Oakland Road (Route 30) in South Windsor.
The sight line from the proposed drive is acceptable as it would exceed
the Department's minimum requirements for the posted speed limit on Route 30. In
fact, the sight line from the proposed drive will be better than that for the
existing drive to your property due to its location along the vertical and
horizontal curvature of Route 30. The proposed drive is the recommended location
for access to the lot, rather than having a combined drive at the existing
location.
Should you have any questions, Mr. Richard J. Haight, the District
Traffic Engineer, is available to discuss them with you. He can be reached at
258-4505.

Dear Mr. Ward:
Town of South Windsor
Proposed Driveway Entrance
Oakland Road (Rt. 30)
Line of Sight
I have reviewed the line of sight concerns for the proposed driveway entrance from your property
to Oakland Road (RT 30). I concur with the findings of Mr. Vincent J. Urban, Jr. of the State
DOT in his October 2, 1997 letter.
After a review of the data provided by Mr. John Thomson, Surveyor, I conclude that the single
driveway at the proposed location is a much safer proposal and provides a more than adequate
line of sight at the posted speeds. Looking both right and left from the proposed driveway a
minimum of 700 feet of sight is provided (surveyor's data). Even at the excessive speed of 60
mph for this area a reaction time of just over 7 seconds is afforded anyone pulling out of the
driveway.
I recommend the proposed single driveway for access to and from the lot.
Should you have any questions, please call me at (860) 747-0149.
Very truly yours,
ma . Arcari, Sr., P. E. No. 08016 CT

Dear Rusty,
Subject: Relief on Sub-Division Plans for new lot on Oakland Rd.
A permit from the State Of Connecticut has been approved
and issued for the proposed separate driveway for the new Oakland Rd Lot .
If you have any questions, or need further information pertaining to this request I
can be reached at (860 644-1424 home) or (860 665-4922 work).
Thank you your u for cooperation in this matter.
Sincerely,
Kevin E. Ward

Dear Mr.
He can be reached at
258-4505.
Very truly yours,
x
