The subject property is located on the west side of Nevers
Road just south of South Windsor High School The proposed
activity within wetlands and non wetland regulated areas_ is in
conjuncton, with a development project on the west side of Plum
Gulley Brook. A previous proposal was denied by the .South
Windsor Wetland Agency on February; 19, 1997. In light of the
denial .of work in regulated areas the <project ect has beeri modified
9`u d . P J
to better address the concerns raised by ..the Wetland Commission.
The main wetland resource on the subject 'site is Plum-Gulley
Brook and its associated wetland soils. Plum Gulley Brook is
part of the Podunk River drainage system. The brook is a .
perennial watercourse withi-- a well defined channel.
The subject property was formerly agricultural. land. As 'a
result, the vegetation surrounding the wetlands consists of
pioneer species,,, as well as naturally occurring wetland species.
Since, the brook meanders through the well deffined channel, `the
vegetation within the mapped .,wetlands is limited to shrub and-
herbaceous species. Just outside of the mapped wetlands the -
vegetation ranges, from mature trees that - include'Shagbark .Hickory
(Carva ovata) , Black Cherry (Frunus serotina) `and to a `lesser
decree °American Elm (U1mus americana) The shrub layer is
dominated by Staghorn Sumac (Rhus typhina) , Mulstiflora Rose (Rosa
amultiflora)` and .Silky Dogwood (Cornus, amomum) Raspberry (RubuS
idaeus) and Blackberry (`Rubes alieciheniensis) oare quite.` `
pronounced in the shrub layer. -: The dominant shrub 'within the
wetland is Silky Dogwood.
The brook meanders through the well defined channel and has
caused some erosion'and destabilization of the"banks. A, former
crossing of `the,Pbropk was _evident in the northern portion 'of the
channel. Three lengths of corrugated pipe' and a concrete :pipe
are still within the active portion of the brook. Other debris
has accumulated in this area of the`_brook.
In the denial letter of Maroh 3,_ 1997 `' he Commission cited ,f
three concerns: 1) direct and unavoidable impacts, to the
watercourse and adjacent wetlands, 2) adverse impacts to the
surrounding environment, loss. of existing;Wildlife, habitat ;and
impacts .from- .the ,proposed development.,that will degrade`'-water
quality and 3) reasonable use -of the property can be achieved by
access from,'Sullivan Avenue.
In order to `address these con:cern.s numerous changes .have
been made to the development proposal. , A significant change has
been made in the type of crossiftg„proposed.. The previous '::.
application utilized 7 feet of 72" kCP pipe with associated wing
walls and rip rap for the main brook crossing. This has been
eliminated. A 6' tall by 12' wide ,open 'bottom box culvert is-_
proposed ".The length; of the culver'°t hae been reduced, by
approximately 20 feet. Additionally, the open`bQttom.} culvert
3
allows the existing brook 'to flow on natural substrate. The 12
foot width is large enough to effectively span ,the active brook
channel. Direst impacts to the brook. have been greatly reduced
if not eliminated. The construction of the brook channel
crossing by use of the open bottom culvert will require a
temporary disturbance in the area and will also, allow for
restoration of the channel in the area of the historic farm
crossing. ' In ;order to further. mitigate potential impacts in the
area of the crossing, extensive plantings of wetlannd species are
proposed. These plantings include native species typically, found
in wetlands in Connecticut.. On the north sid"e ,of the .cu.lvert
crossing, Winterberry (Ilex -verticillata) , Pepperbush (Clethra
alnifolia) are proposed along the edge of the disturbed areas
More significant are'lthe proposed plantings on the south side of
the proposed culvert.` In addition to the two native wetland
shrub species, three native herbaceous epecies are proposed
within the wetlands. These species include two sedges,;: Tussock
Sedge (Carex stricta) and Lurid Sedge (Carex lurida)' and Soft
Rush (Juncus ,effusus) In addition .to the herbaceous species and
two shrub species mention above, three other native wetland shrub
species are proposed. These include Button Bush (Ce halanthus
occidentalis) , Red-Osier Dogwood (Corpus stolonifera) and Silky
Dogwood (Corpus Momum) . These plantings will provide additional ,
benefits to wildlife and will minimize. any impacts due to the
removal of vegetation during construction. These plantings will
provide for 'a more natural wetland flora than currently exists.
In. order to 'further enhance the brook corridor plantings are
proposed. within.; the wetlands to stabilize. the eroding: banks.
These plantings are proposed in four areas where .the brook
meanders against the banks. To further enhance. the_ wildlife
habitat of the brook corridor additional plantings are proposed
along the western side of the corr'idoir. These plantings include
shrub species and small trees that will enhance the existing
wildlife habitat, ,,provide a natural buffer between the
development and the wetlands and create a transition' from
developed areas to the brook corridor.
Significant changes have been made to the stormwater
management plan to better address he concerns regarding watery
quality impacts.., On the west. side of the brook -the drainage `
system for Collins ,Crossing incorporates a sedimentation
structure as the ;last catchbasin before the, storm water is
discharged to .a" plunge pool and sedimentation channel which are
constructed outside.of. the wetlands. The sedimentation channel ,_.
is an elongated swale with a 12 inch high stone berm that acts as
a level. spreader overflow mechanism. The bottom of the swal"e is,
to be planted with a mixture of wetland species :that include Cat-
tails (Tvnha .sm'. ) Bul-rush (Scirpus SpP. ), Cardin' al ,Flower
(Lobelia cardinalis) `and Blue Flag (Iris versicolor) . Wetland
shrubs are proposed on the uphill side of the sediment channel..
The same' system is proposed on the east side of the brook
4
channel. The bedimentation clannelq are designed to treat the
first flush of runoff from the paved surfaces and polish the
water before discharging' to the brook. These structures
incorporate many best;..,management practices inclpding pretreatment
of the runoff in a _se'diment structure, dissipation of energy in a
plunge pool and'polishing of., the storm water through a created
wetland environment.
The runoff from Hunter`' Lane will `be directed through a
sedimentation structure' at the end of the bul-de=s.ac.= From there
the stormwater will be discharged to' a plunge pool 'and
sedimentation basin before entering a created biofilter The
biofilter consists of a rip rap channel with areas; of Cat-tails
planted at three intervals. once again the stormwater will be
cleansed of sediment, both in the sediment structure and sediment
basin before final polishing in the created biofilter: As with
the other stormwater dischaicges the runoff .will be properly
treated .before discharging to Plumr,Gulley Brook.
In conclusion, the project has been carefully redesigned to
incorporate the concerns of the wetland commission Additional
stormwater management. practic'es have been incorporated. _The.
proposed stream crossing has been ddoigned to reduce and
eliminate long term impacts to the. brook. Wild'] ife habitat along
the brook corridor has- been enhanced with the use of native
species. 19xistin.g erosion problems with. the brook have been
addressed. It- is my professional opinion that- ell areas of
concern have been properly addressed aiid that proposed impacts to
the wetland corridor have been 'minimized td the lowest degree
possible.

In Re: Wetlands Application of Collins Crossing, L.L.C.
Nevers Road
Dear Chairman Warren:
After further consulting with our environmental consultant,Mr: John Ianni of Highland Soils, we are
proposing the following modifications (and clarifications)to our application dated March 4, 1997.
1. .40 acre of mitigation measures, including:
a) An additional sedimentation impoundment area for sediment control and water
quality enhancement, including wetlands and other plantings;
b) a number of improvements for storm water quality renovation;
c) a number of planted areas for wildlife enhancement(shelter& food); and
d) Seven areas where we are correcting existing erosion problems, six of which are in
Plum Gulley Brook, and one along Nevers Road to correct an existing Town storm water discharge
problem; and
2. Replacing the 72 feet long 72" conventional concrete culvert at the stream crossing with a
shorter(54 feet)three-sided precast span culvert, six feet high and twelve feet wide, which allows the
road to effectively bridge the stream and thus allow for a natural channel bottom.
3. As stated in our prior applications, we are not able to create wetlands due to existing sand
and gravel soil characteristics which do not reasonably allow for wetland creation.
This application represents a substantial change from our prior applications for a stream crossing.
These modifications are achievable and are intended to show a good faith effort to respond to
comments made by agencv members during prior hearings on this project.

Re: Review of Collins CrossingSenior Residence Development plans dated 3/4 97
p p / .
I have reviewed the site plans for the proposed Collins Crossing with the following comments:
l. A detail should be provided showing the proposed stream bank stabilization.
2. Erosion controls proposed behind units 20 through 28 would be better served with an earthen
berm that would be immediately grass seeded. This would provide longer term protection to
the riparian, would need less periodic maintenance, and would withstand greater velocities and
flows. Accumulation of sediment at the base of the berm would have to be removed
periodically.
3. In reviewing the phasing narrative, it is stated that phase 3, the residential subdivision would not
even be started until phase 2 is completely done. The limits of disturbance necessary to achieve
grading for phase 1 and 2 should be shown. These limits should be marked in the field to retain
as much undisturbed ground as possible south of the through road.
4. The applicant should be prepared to demonstrate that the project proposed does not have
feasible and prudent alternatives which are less intrusive to the wetland resource (see section
11.2 South Windsor IW/CC regulations).

To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer
Date: March 25, 1997
Re: Review of proposed watercourse crossing associated with the Collins Crossing SRD.
Differences between this application and the previous applications:
The crossing is proposed to be achieved with a three sided box culvert. A shorter length
is required from the previous crossing design with less filling along the sides. This design
will reduce the total amount of disturbance to the stream bed and stream banks.
Stormwater from the proposed through road is planned to be discharged into sediment
basins that will contain wetland plantings. Wildlife plantings are proposed to be added
along the perimeter of the basins. The basins are shown to discharge through a level
spreader and provide overland flow to the watercourse. I believe with proper grading this
can be achieved. The previous plans showed the stormwater to be discharged through a
pipe directly into the brook. The basins should provide an increase in the removal of
suspended solids from the stormwater runoff.
Stormwater from Hunter Drive will be handled in a similar manner.
The excavation of the floodplain is planned to be the same as previous applications. With
an overall net reduction of fill proposed the flood storage capacity should be greater than
present conditions.
The removal of approximately 4000sgft of existing vegetation is planned to facilitate the
installation of the sediment basins along the through road. The 8 to 20 foot shrub and
sapling/pole forest edge would be replaced by seedling and sapling stock of a greater
diversity than what's present. A small meadow/wet meadow habitat would be created in
the basins themselves. There is a possibility that a marshy habitat would be created if the
basins stay saturated, and wetland plants are planned along the bottom. The soils present,
sandy and gravelly, may not allow for a marsh to develop. Supplemental wildlife plantings
are proposed as a 4 to 6 foot strip along the forest edge.

Dear Monica:

Collins Crossing/Sunrise View Estates
Nevers Road
South Windsor,Connecticut
DPI Proj. No. 95-845
As we discussed over the phone on Thursday, we have revised the plans to
reduce the wetlands impact, accommodate greater flows through a larger culvert
(6' x 12' three sided culvert with natural bottom) , and to provide greater
mitigation. We have also added more wetlands and other plantings. These changes
are outlined in reports prepared by the Town's wetlands agent and by John Ianni.
Both reports, along with copies of the revised plans (engineered and landscape,
82 x 11) , and the community's wetlands approval letter dated 4/3/97 are enclosed
herewith.
My understanding is that we will not have to secure an additional permit
from that approved 7/2/96 by your office, and that our client should be able
to proceed with construction. Please advise if that is the case.
Please feel free to call me or. Bob Arsenault if you should have any questions.
Thank you for your assistance.
Sincerely,

The basins*are shown to discharge through a level
spreader and provide overland flow to the watercourse.

The subject property is located on the west side of Nevers
Road just south of South Windsor High School . The proposed
activity within wetlands and non wetland regulated areas is in
conjunction with a development project on the west side of Plum
Gulley Brook. A previous proposal was denied by the South
Windsor Wetland Agency on February 19, 1997. In light of the
denial of work in regulated areas, the project has been modified
to better address the concerns raised by the Wetland Commission.
The main wetland resource on the subject site is Plum Gulley
Brook and its associated wetland soils. Plum Gulley Brook is
part of the Podunk River drainage system. The brook is a
perennial watercourse within a well defined channel .
The subject property was formerly agricultural land. As a
result, the vegetation surrounding the wetlands consists of
pioneer species, as well as naturally occurring wetland species.
Since the brook meanders through the well defined channel, the
vegetation within the mapped wetlands is limited to shrub and
herbaceous species. Just outside of the mapped wetlands the
vegetation ranges from mature trees that include Shagbark Hickory
(Carya ovata) , Black Cherry (Prunus serotina) and to a lesser
degree American Elm (Ulmus americana) . The shrub layer is
dominated by Staghorn Sumac (Rhus typhina) , Multiflora Rose (Rosa
multiflora) and Silky Dogwood (Cornus amomum) . Raspberry (Rubus
idaeus) and Blackberry (Rubus allegheniensis) are quite
pronounced in the shrub layer. The dominant shrub within the
wetland is Silky Dogwood.
The brook meanders through the well defined channel and has
caused some erosion and destabilization of the banks. A former
crossing of the brook was evident in the northern portion of the
channel . Three lengths of corrugated pipe and a concrete pipe
are still within the active portion of the brook. Other debris
has accumulated in this area of the brook.
In the denial letter of March 3, 1997 the Commission cited
three concerns: 1) direct and unavoidable impacts to the
watercourse and adjacent wetlands, 2) adverse impacts to the
surrounding environment, loss of existing wildlife habitat and
impacts from the proposed development that will degrade water
quality and 3) reasonable use of the property can be achieved by
access from Sullivan Avenue.
In order to address these concerns numerous changes have
been made to the development proposal . A significant change has
been made in the type of crossing proposed. The previous
application utilized 74 feet of 72" RCP pipe with associated wing
walls and rip rap for the main brook crossing. This has been
eliminated. A 6 ' tall by 12 ' wide open bottom box culvert is
proposed. The length of the culvert has been reduced by
approximately 20 feet. Additionally, the open bottom culvert
3
allows the existing brook to flow on natural substrate. The 12
foot width is large enough to effectively span the active brook
channel . Direct impacts to the brook have been greatly reduced
if not eliminated. The construction of the brook channel
crossing by use of the open bottom culvert will require a
temporary disturbance in the area and will also allow for
restoration of the channel in the area of the historic farm
crossing. In order to further mitigate potential impacts in the
area of the crossing, extensive plantings of wetland species are
proposed. These plantings include native species typically found
in wetlands in Connecticut. On the north side of the culvert
crossing, Winterberry (Ilex verticillata) , Pepperbush (Clethra
alnifolia) are proposed along the edge of the disturbed areas.
More significant are the proposed plantings on the south side of
the proposed culvert. In addition to the two native wetland
shrub species, three native herbaceous species are proposed
within the wetlands. These species include two sedges, Tussock
Sedge (Carex stricta) and Lurid Sedge (Carex lurida) and Soft
Rush (Juncus effusus) . In addition to the herbaceous species and
two shrub species mention above, three other native wetland shrub
species are proposed. These include Button Bush (Cephalanthus
occidentalis) , Red-Osier Dogwood (Cornus stolonifera) and Silky
Dogwood (Cornus amomum) . These plantings will provide additional
benefits to wildlife and will minimize any impacts due to the
removal of vegetation during construction. These plantings will
provide for a more natural wetland flora than currently exists.
In order to further enhance the brook corridor plantings are
proposed within the wetlands to stabilize the eroding banks.
These plantings are proposed in four areas where the brook
meanders against the banks. To further enhance the wildlife
habitat of the brook corridor additional plantings are proposed
along the western side of the corridor. These plantings include
shrub species and small trees that will enhance the existing
wildlife habitat, provide a natural buffer between the
development and the wetlands and create a transition from
developed areas to the brook corridor.
Significant changes have been made to the stormwater
management plan to better address the concerns regarding water
quality impacts. On the west side of the brook the drainage
system for Collins Crossing incorporates a sedimentation
structure as the last catchbasin before the storm water is
discharged to a plunge pool and sedimentation channel which are
constructed outside of the wetlands. The sedimentation channel
is an elongated swale with a 12 inch high stone berm that acts as
a level spreader overflow mechanism. The bottom of the swale is
to be planted with a mixture of wetland species that include Cat-
tails (Typha Spp. ) , Bul-rush (Scirpus spp. ) , Cardinal Flower
(Lobelia cardinalis) and Blue Flag (Iris versicolor) . Wetland
shrubs are proposed on the uphill side of the sediment channel .
The same system is proposed on the east side of the brook
4
channel . The sedimentation channels are designed to treat the
first flush of runoff from the paved surfaces and polish the
water before discharging to the brook. These structures
incorporate many best management practices including pretreatment
of the runoff in a sediment structure, dissipation of energy in a
plunge pool and polishing of the storm water through a created
wetland environment.
The runoff from Hunter Lane will be directed through a
sedimentation structure at the end of the cul-de-sac. From there
the stormwater will be discharged to a plunge pool and
sedimentation basin before entering a created biofilter. The
biofilter consists of a rip rap channel with areas of Cat-tails
planted at three intervals. Once again the stormwater will be
cleansed of sediment, both in the sediment structure and sediment
basin before final polishing in the created biofilter. As with
the other stormwater discharges the runoff will be properly
treated before discharging to Plum Gulley Brook.
In conclusion, the project has been carefully redesigned to
incorporate the concerns of the wetland commission. Additional
stormwater management practices have been incorporated. The
proposed stream crossing has been designed to reduce and
eliminate long term impacts to the brook. Wildlife habitat along
the brook corridor has been enhanced with the use of native
species. Existing erosion problems with the brook have been
addressed. It is my professional opinion that all areas of
concern have been properly addressed and that proposed impacts to
the wetland corridor have been minimized to the lowest degree
possible.

Dear Mr. Edwards:
Re: Expiring Letters of Credits—Appl 97-17P
The Planning and Zoning Commission is holding the following Letters of Credit:
PROJECTS BANK AMOUNT EXPIRATION
Collins Crossing 97-17P BSW $2,000 6/12/99
Collins Crossing 97-17P BSW $5,000 6/12/99
In accordance with our policy for accepting Letters of Credit in lieu of surety bonds, we must have an
amendment to each expiring Letter of Credit well in advance, extending the term for a one-year period
from the expiration date. Will you please forward us the amendment promptly?
Very truly yours,
{
