Impacts: The proposal will reduce the available food and cover presently used for
wildlife. The flood storage and sediment trapping capacity will also be reduced The
present plan does not show a significant replacement in flood storage capacity or sediment
trapping. The proposed planting plan indicates that blue rug junipers will be planted on
the slopes of the excavated area, they provide good wildlife food value and are a good
ground cover. The proposal is rather limited in the types of plantings that will provide
diverse food and cover values for wildlife.

An application has been:submitted' to the South Windsor
Inland Wetland ;and Conservation Commission;'for activity within,. .
regulated wetlands for a building under c66struction. 'The`
applicant p'ropode's to fill an aj;pa of wetland's for parking lot
expansion. The`'property is located on the southeast corner of
Joon Fitch Boulevard and Pleasant Valley Road. The building and.
other associated improvement's are under construction at this ,
time. r,
The wetland consists- of a drainageway,, leading` from; John
Fitch Boulevard southwest toward the South ,Windscr ,Akena. The
water is then piped under the parking area for -the arena before
discharging to a wooded .area to the vest of the arena building.
The wetland is fed almost entirely by runoff from paved surfaces '
with a small component of ground water exfiltrati.on "'also
discharging into the:. mapped-wetland.
The main:;'function'. of the wetland area is conveyance, ofI
stormwater. It ,also has 'minor functions in sediment trapping and
wildlife habitat.
.'
The ,vegetation in the wetland consists of, numerous species,
many of which aro rated -as upian&, speci:es. The canopy layer is
dominated by Catalpa (Catalpa biQnonioides) . .,The. understory
conta3 ns' a Unix o f'shrubs that- include Raspberry (Rubus idaeus) ,/
'Multiflora .rose `'(Rosa multiflorA), Silky_ Dogwood {Corms amomum)l
Red-Panicle Dogwood (Cornus ` racemosa) . Species in' the herba6eous
layer inc.ludo, $kunk abbage {SymplorarPus foetidus) and Sensitive-
Fgrn. (Qnoclea sensib' ];is) . A dominant vegetative feature ,in the
wetland si a liana or vine of Fox; Grape (Vitus labrjsca)
4.
The wildlife habitat function'of , tte, wetlandfis mainly
derived, from the presenceNof Fox Grape which ,,produces grapes that
attract many bird species. Additionally, the RaspbeA yfalso
provides food for birds; and .the Multiflora rode and othe.'k
brambles provide cover for birds. The, wetland' area= is too> smalL
and too close Ito Route 5 1 , provide any ignifica5it wildlife
habitat for °large ,and simal3:: mammals. No 'aquatic habitat ":exists
within the wetland,
The soils In the wetland consist_ of a sandy soil dominated
by road sand, t has accumulated in the areA. ' .Thesei soils have
little moistur old.ing capacity with thw-exception,of pockets of
silts that hav ` `1so washed n from the surroundingtpaved areas.
The propos4l is to fill approximately 3300 square feet of
the regulated wet-+end' and provide a'30" RCP. for conveyance of the
existing drainage. ' Additionally, the sto.rLwater, runoff from the
paved parking lot:will discharge to a proposed sediment chamber
and plunge pool prior to discharging into the wetland. Two stone
filter berms are proposed to assist in capturing sediment.
4
3
Although the result of the application will be the loss of
approximately 3300 square feet of wetlands*'-:and associated
. vegetation, the main functions of the wetland (conveyance and
sediment trapping) will continue., Two stone filter berms, are
proposed at tie outlet °end of the storimwater. `discharge These
berms help trap sediment from the ;parking lot runoff and the
runoff from off-site areas. ' The front portion and rear portion°
of the wetlands :will rema n, . and the vegetation in these_,areas
will remain. The area around the outlet end of thee 'stormwater
discharge" is proposed, to be planted wi th Blue Rug Juni pe>i;` This
planting 'is for esthetics and stabilization. Pue to the well and
excessively drained soils and steep slopes, it is impractical to,
propose wetland plantings'along the slope.. It,,may be possible, o
plant some herbaceous wetland species in the akea of the stone'
berms to .increase nutrient removal. However, I would recommend
that they be. non invasive species such as Lurid Sedge and Soft
Rush. However, if wate::pa`quality is aii issue, Cat-trails, 'although
an invasive' species, .are well,' suited for._improving`.wa'ter quality.
In conclusion,. the proposal: wjll entail the loss` of
'approximately 3300 'square., feet; of designated -,yetlands. The main
functions of the wetlands will not be lost. 'Sole° diminution of
the 'area °asa" food source for birds will occur ,due to the' loss of
some of t46e plants currently growing in the wetlands. Due' to
site constraints it is impractical to- create wetlands -or to
otherwise mitigate the, loss of .the vegetation`'currently` found in
the wetlands. .

To Who y Concern:
1,Richard Grigorian,am in favor of enclosing the runoff water on the Dunkin Donut Plan only if a catch
basin is placed at Route 5 and at the head wall on the Grigorian property. Anything else will leave the
project incomplete.
Mr. Gentile and myself will give permission, without compensation, for possibly going on property and
extending culvert and placing catch basin. I would also recommend a 4-ft.pipe to tie into the 4-ft.pipe on
the Grigorian property. A 4-ft. is possible since a 2-ft.pipe and a 3-ft.pipe come into the drainage and they
are never maxed out. I question a 3-ft. pipe as being adequate enough for that once or twice in a lifetime
storm.
I am sorry that I can not attend this meeting for I will be out of the country. Jeff Folger, however, visited
the site and knows my thoughts. Thank you in advance.
Since
Richard Grigorian
This is a very important request, since I will be returning on the 9 h of April, anything other than my
suggestion wouldn't be in the best interest of property owners or ultimately the community or Dunkin
Donuts.
I would be able to attend the next special meeting or whatever you decide. Thank you. _

Re: Review of Dunkin Donuts proposed stream alteration John Fitch Blvd dated 3/5/97.
I have reviewed the site plans for the proposed Dunkin Donuts parking lot expansion with the following
comments:
1. The proposed activity would disturb approximately 3300 sgft of wetlands and watercourses.
The proposed mitigation area shows only 180 sgft of additional storage. In addition, the
stormwater renovation, sediment trapping or wildlife habitat properties of the existing wetland
area will not be adequately addressed with the mitigation area shown on the plans.
2. At a minimum, catch basin#4 should be hooded to help retain hydrocarbons and other
automotive fluids generated from parked cars.
3. A maintenance schedule for cleaning the sediment structures and infiltrators should be stated on
the plans.
4. The proposed activity is to take place in an existing State drainage right of way, has the
applicant applied for the necessary approvals from the State?
5. The applicant should be prepared to demonstrate that there are no feasible and prudent
alternatives to the proposed activity that would produce less of an impact.

MEMORANDUM
To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer
Date: March 25, 1997
Re: Review of the proposed Dunkin Donuts watercourse alteration. Plans dated 2/18/97.
The project is to pipe approximately 120 feet of an existing watercourse to expand a
parking lot. Activities include the clearing of existing riparian vegetation and the
placement of fill material in the watercourse channel to bring the grade level with the
present parking lot.
Site: The site is located in the Podunk River watershed. The total land area equals
approximately 1 acre. A 2400 sgft building is presently under construction on the
northern portion of the site. Total impervious coverage is proposed to equal 59% of the
site. The watercourse receives overland runoff from the site and from approximately 1200
feet of Route 5 and a small area east of Rte 5 through a 24" culvert and a 30" culvert.
Historically, the site has been home to a gas/service station on both sides of the
watercourse. The Soil Survey designates the soils as Made Land (Ma), filled and altered.
The watercourse is located in an isolated gully approx. 5 feet deep and 45 feet wide at the
top of bank. The channel ranges from 2 to 5 feet in width with a base flow of 1 to 3
inches. There is a small flood plain associated with the stream that ranges from 15 to 25
feet wide. The channel bottom is comprised of course and fine sands. There is ample
evidence of deposition of sands on the flood plain during times of high water.
The riparian vegetation adjacent to the gully is dense shrub in the lower, middle and upper
middle layers. The upper canopy is sparse and aligned along the edges of the gully. Shrub
vegetation in the channel and flood plain is moderate.
This watercourse flows into a 48" culvert approx. 35 feet from the southwest property
boundary. This culvert was the product of a wetland permit in 1993 granted to the skating
rink and pipes approx. 400 feet of the watercourse on that site. The watercourse then
entefs a 2 foot pipe and heads west through an Ag field to a drainage ditch and heads
south to the Podunk River.
Major functions of this wetland area would be limited due to the small size and relative
isolation, however it does serve as a sediment trap from inputs from the road and would
provide some pollutant renovation. Wildlife values are limited due to its isolation but
would be utilized by birds tolerant to human activities and some amphibian species. The
width of the bottom of the gully would provide some flood storage during heavy flows
although the contributing watershed appears to be rather small.

This is to advise you that the Planning and Zoning Commission voted on February 9, 1999 to release the

Advance arrangements should be made to pick up the.bond to ensure that the necessary contact person(s)
will be available. If you have any further questions contact the Planning Department at 644-2511, ext.
