FERRAINO SITE PLAN
Planning Department
There are no planning modifications requested.
Police Services
The site plan shows vehicles entering the building through the rear and exiting through the
front. The plans do not indicate what type of vehicles will be entering the building.
Depending on the size of the vehicles, there could be a problem turning within the parking
lot. Also, there could be traffic problems if any large trucks or tractor-trailers enter the
parking lot.
WPCA
WPCA approval is required; monitoring manhole required on building sewer in the right of
way. The industrial operation will require a DEP permit.
Ferraina Site Plan
1. Application for site plan approval for a industrial building approx. sq ft located on the
northerly side of Commerce Way, westerly of Rye Street, I zone.
2. Proposed building coverage is 15.9%;30% allowed. Proposed impervious coverage is
59.2%; 65% allowed. The required number of parking spaces needed is 7; 11 spaces
have been provided.
3. There are no regulated wetlands on the site, however the applicant is proposing to
disturb over 20,000 sf requiring a conservation approval from the IWA/CC. This was
granted on 3/5/97 with the recommendation of a$1,000 bond. They are also requiring
that a hood be installed in the catch basin adjacent to Commerce Way to contain storm
water borne hydrocarbons.
4. There is public water and sewer available to the site. WPCA LW roval is required.
Fred Shaw, Sup't of WPC has reviewed the plans and has ifidieftd that a monitoring
manhole is required on the building sewer in the right of way. Also, this industrial
operation will require a DEP permit.
5. The Police Services have reviewed the plans and have made the following comments:
"The site plan shows vehicles entering the building through the rear and exiting
through the front. The plans do not indicate what type of vehicles will be entering the
building. Depending on the size of the vehicles, there could be a problem turning
within the parking lot . Also, there could be a problem with large trucks or tractor
trailers enterint the parking lot". The engineering department has laid a turning radius
template on the plans and has indicated that 30 ft trucks and tractor trailers would not
be able to make the turning movement, however a truck with a trailer attached would.
6. The Architecture and Design Review Committee reviewed the plans. They met twice
with the applicant. At the first meeting they had suggested that he add some
additional architectural facade features to the building as well as hire a landscape
architect to address create a landscape plan. At the second meeting the committee
noted that this plan was much improved containing a good plant variety. ADRC
suggested that, since the front door ha been made a focal point, the door itself would
be more attractive if it was not just a plain steel door. The applicant indicated that a
raised panel door could be used instead. Overall, the committee was satisfied with the
revised plan as presented.
If this application is approved, there are no planning department modifications requested.

Please note the following concern(s) related to the Ferraino Site Plan.
The site plan shows vehicles entering the building through the rear and exiting through the front. The
plans do not indicate what type of vehicles will be entering the building. Depending on the size of the
vehicles, there could be a problem turning within the parking lot. Also, there could be traffic problems
if any large trucks or tractor-trailers enter the parking lot.

Attn: Marcia Banach
Subject: Appl. #97-11P,Alice Ford Ferraina
After reviewing the site plan and landscaping sketch of the above application with the applicant's
representatives last Thursday,the-Architectural&Design Review Committee engaged in a protracted
discussion which resulted in the following recommendations: The applicant should review the building
design and make an attempt to include more architectural details such as: a false soffit around three
sides, windows, gables over the doors, or recessed wall panels-which will break up the monotony by
causing shadows along the 100 foot sides.
We have also asked that a professionally designed landscape plan be brought to a future meeting of the
ADRC. We made general suggestions to improve the plan presented but did not get into recommending
specific plants and trees as the applicant wished.
While we recognize that the building is to be in Industrial zone, and that there are some very poorly
designed structures which exist on Commerce Way,it is our mandate that we make every effort to
improve future building at all sites in South Windsor. Many of the existing buildings on Commerce Way
would not exist in their present form if there was an oversight committee reviewing plans at the time.
The current application will house a drive through garden supply facility which will result in the large
overhead doors being open most of the time. Its design is basically a blockhouse that looks like a stand-
alone "U-Store-It" facility. At peak business hours during the-warmer months there could be a number
of trucks aid trailers of various sizes waiting to enter the facility. The ARDC feels that this building
would have a detrimental effect on the surrounding businesses and the business community at large. It is
our hope that the applicant will revise its architectural plans, and work-with us to make South Windsor a
more attractive atmosphere for residents and businesses alike.
Sincerely,
Ronald P. Johnson

171 COMMERCE WAY
On 6-4-97 1 made an inspection at 171 Commerce Way for the sanitary lateral
installation. The lateral way laid a straight run from M.H. to a 45 at about 8' from
building. However, the utilities between the curb and the property line were
surrounded with concrete so they placed the M.H. about 1' inside the property line.
The invert was not built yet and the top and frame needs to be set. I spoke to Brett
