The proposal supports South Windsor's recognition". . . that business and industry must be treated as first-class citizens, along with residents; and that the needs of businesses and industries must be carefully considered in order to attract the high quality business which the Town desires" as set forth in the preface to Section III, "Economic Development Element" (page III-1 of the Plan of Development). 2. The proposal supports the goals and recommendations set forth in Section III in that it: a. Encourages office development to promote high quality, diversified employment opportunities for South Windsor residents(item 91, page III-2 and item#15, page III-3); b. Allows South Windsor to achieve balanced growth, i.e., allows its commercial development to keep pace with its residential growth(item#2, p. III-2); and c. Avoids strip commercial development and its concomitant numerous curb cuts and traffic congestion(item#10, page III-3); and d. Provides a greater variety and quality of retail opportunities by encouraging well-designed commercial areas (item#11, page III-3). Lytle 239 Avery Street South Windsor, CT 06074 July 9, 1997 Russell Levack, Planning/Zoning Commission Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 RE: Konover Development & Re-Zoning Application for Deming/Avery Streets-- Deming/Avery Zoning Change & Application to build hotel & new road Dear Mr. Levack, Yesterday the Hartford Courant printed an article about a proposal to build a hotel and a new road at Deming and Avery Streets. Living on Avery Street, we are alarmed at the changes that have transformed our once-rural, residential neighborhood. Traffic, already intolerable on Avery Street because of the development in and around Buckland Hills Mall, will become even worse if this proposal is approved. Furthermore, there is no need for this hotel at all. Within a short distance of our house, there are five other motels and hotels. In Manchester there is the Conn. Motor Lodge on Tolland Turnpike. In Vernon there are the Comfort Inn and Howard Johnson, both on Hartford Turnpike, Quality Inn on Route 83, and a new hotel just completed on Kelly Road. We are concerned about the future and character of our neighborhood, which is zoned residential. There has been far too much commercial development nearby, and any zone change is completely unacceptable. Residents of both South Windsor and Manchester would be negatively affected by even more traffic and excessive commercial development. We vehemently oppose this plan and any zone change to an area that is so obviously and thoroughly residential. . Sincerely, Steven R. Lytle Anne B. I also want to ask you to please do what you can so that area is not changed to a business zone. This is unacceptable to us and will drastically affect the quality of life in our neighborhood. There are times now that we cannot get out of our driveway as people are using Avery Street as a shortcut to the Mall. Again, please do not allow Deming Road and Avery Street to become a business zone and allow a hotel on that property. Thank you, Lorraine F. There are many vacant sites that have been empty for several years now and should be utilized before developing more space ie. Pace, Builders Square, Heartland and Manchester Parkade to name a few. The traffic has increased tremendously for home owners. At present there are approximately 24,000 cars a day on Deming Street; 1,500 cars an hour on Hale Road; and 7,000 cars a day on Avery Street, these numbers will increase especially around the holiday shopping months from November through February. While school is in session buses have a difficult time as it is stopping for local neighborhood children when traffic does not adhere to red lights. I invite all developers involved to spend some time in my home to see what daily living is like; such as trying to get out of my driveway, sleep while the noise of 18 wheeler rigs go zooming all night long, sirens due to crime in the area(gunshots being fired and high speed chase last year from Bernies TV and Appliance store on Hale Road). There have been numerous break-ins on Deming Street alone in the past 6-8 months. Wildlife is being misplaced and showing up in neighborhood backyards such as deer, snapping turtles, coyote's, geese, ducks and raccoons all leaving for potential dangerous situations, especially Lyme disease and rabies. Numerous houses in the area have well water and are concerned on the quality for bathing and drinking. What are the plans to direct waterway drainage from current developments which have already caused high water tables and flooding in certain areas? What consequences does all this development have on existing farm land? I am not opposed to all development but, lets use our common sense and not destroy existing neighborhoods that have been established. I am opposed to the zone change on Avery Street any the continued leap frogging of commercial development into my neighborhood. ROAR(RESIDENTS ORGANIZED AGAINST RE-ZONING) T. Notice of this proposal was transmitted East Granby to the Planning Division of the Capitol Region Council of Governments under the provisions of East Hartford Section 8-3(b) of the Connecticut General Statutes, as amended. East Windsor This referral involves a proposed zone change from RA zone to the B-5 zone, abutting South Ellington Windsor, off Deming and Avery Streets. Enfield Farmington Comments: Glastonbury The staff of the Regional Planning Commission of the Capitol Region Council of Governments has Granby reviewed this referral and finds no apparent conflict with regional plans and policies or the concerns Hartford of neighboring towns. Hebron Traffic on Deming Street is already a problem. Some changes to the proposal site plan are Manchester recommended to lessen impacts. Marlborough Newington Does the town require a traffic study for a zone change? Such a study may prove useful to the town. Rocky Hill Simsbury We recommend shifting the driveway proposed by lot#5 north about 60-80 feet so that it is further away from the Hale Road intersection. Somers South Windsor We also recommend that the Deming Street driveway be closed for lot 95. It is too close to the.Hale Suffield Road intersection. Another option is for this driveway to be"right turn in"only. Tolland Vernon Lot 2 and lot 3 might be able to share access off the proposed road, although this recommendation is West Hartford not critical. Wethersfield Windsor Finally, can the developer grant easements to the following three properties off the proposed new road: Jewelry Store, State of Connecticut and Mickiewicz? Marcia Banach, Town Planner An Equal Opportunity Employer 362 Avery Street South Windsor, CT 06074 August 13, 1997 Marcia Banach,Director of Planning E South Windsor Town Hall El VED 1540 Sullivan Avenue South Windsor,CT 06074 AUG 18 1997 Dear Marcia Banach, SOUTH WINDSOR PIMMINS We are writing this letter to let you know we are vehemently opposed to the Konover Development application to change the zoning on the corner of Avery and Deming streets in South Windsor and Manchester from residential to commercial. We have lived on Avery Street for four years now, so we are well aware of the traffic congestion on that comer as it is now. The idea of a hotel, a restaurant, and stores will make the situation that much more dangerous. If you have ever driven through that intersection on a Saturday,or any day during the holiday season,I am sure you have witnessed the danger of cars sitting in the middle of the intersection waiting for the lights to change. How can that intersection handle any more traffic??? The other concern we have is the number of cars that travel down Avery Street each day,the incredible speed at which they travel, and the difficult time we already have pulling out of our driveway at certain times of the day. We cannot imagine what the traffic will be like with the addition of more commercial areas on that comer. We have a young child who will be 2 in October, which makes the speed and traffic on Avery Street even more of a concern for us. We chose to live in South Windsor for a number of reasons, one of which is its desire to stay a residential community. There is no need to change the zoning on the comer of Avery and Deming Streets from residential to commercial. There is enough commercial development on the other side of Deming Street into the Buckland Hills area. Let's keep our neighborhoods residential!I Sincerely, Patrick Harper RECEIVE' August 19, 1997 AUG 201997 Ms. Marcia Banach SOUTH WINDSOR PLANNING DIPT- Director of Planning Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Re: Rezoning- Corner of Avery and Deming Streets D Ranarh• We are strongly against the proposed zone change for the area of land on the corner of Avery and Deming Streets. The,property is currently zoned for residential use_ Across the street(south of Deming Street) is zoned commercial- and that is where the commercial uses should stay. The "spat zoning" change for this particular area is not consistent with the plan of development of Manchester, nor is the proposed change of use consistent with the homes directly abutting the property or the abutting farm land. As residents of Bryan Drive (not far from the 500' immediate radius)we know firsthand the changes commercial development can have. Traffic at peak hours surrounding the Exit 63 intersection is dangerous now. The proposed road would only add to a congested two lane Avery Street. Deming Street with its high traffic corner of the highway, McDonalds, and Hale Road, proposes its own unique driving obstacles and dangers. Exiting from Macintosh onto Deming Street in the morning, evening,or weekend is dangerous at best. Avery Street has residential progress that can't be changed. South of Deming Street has commercial progress that can't be changed - other than a scrutinized site plan review. Banick , 8/28/97 I am a resident of South Windsor and have been here 30 years . I know that all time changes things , people and places but I am very concerned by the Buckland Hills Mall sprawl crossing over route 30. There was an editorial in the Journal Inquirer today by Tom Rofjord which was excellent . It summed up much of what is happening here . The only addition that I would make in opposing the zone change. is the fact there is a large dairy farm that abuts the land in question . The change to the neighborhood would be dreadful if the zone change went through but the impact on that beautiful farm would be tragic. Foster Farm has been there a very long time and we are now seeing the ninth generation coming of age to continue farming . I don 't think there are any other dairy farms still in existence here in town? Can you imagine what it would be Y 9 like if we were to allow a zone change to commercial? Those poor cows would be a mess ! Not to exclude all of us two legged folks ! I want to ask you to be protective of our four legged friends as well as all of us that live in the surrounding neighborhoods . Thank You . Levack, Chairman Planning & Zoning Commission Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mr. Levack: I have lived in South Windsor since 1962 and have participated in its civic life since 1963 in many different activities. Much of my involvement, especially over the past 10 to 15 years of my service on the Public Building Commission, has been brought about by the increasing demands of a growing population which has required more school capacity, more fire stations, a new police facility, a larger library etc. All the while, there has been a concern about the need for more commercial/industrial development in Town to reduce the tax load on the homeowner. While this is a very real need, there must be some well thought out planning done to put bounds on the areas set aside for the commercial/industrial development so that the homeowner being protected from increasing taxes will also be protected from having some business development move in to his residential area and change the entire nature of his neighborhood and very likely reduce the value of the largest investment of his life. The proposed rezoning of property north of Deming Street and West of Avery Street on the Manchester-So. Windsor border presents just such a situation that MUST BE REJECTED. Just about everyone thinks there is already too much commercial development on the South side of Deming Street, and we all feel that there is no reason, or need, to allow the commercial creep to cross over Deming Street . It will inevitably lead to more of the same rezoning and will forever change the nature of the area that we chose for our homes. There is plenty of land already zoned for commercial development, and there doesn' t appear to be any hardship involved in this rezoning request, so let them go where planning already allows such development. I strongly urge you and your Commission to reject this present zone change request and do the same to any more that follow. Existing Conditions The proposed zone change involves seven contiguous parcels of land totaling approximately 9.8 acres, which will be referred to as the"site", which is located in Manchester and South Windsor. The South Windsor town line traverses the northern portion of the site. A majority of the land, approximately 8.8 acres, is located within Manchester. Specifically, the site is located opposite Hale Road, which serves as the primary easterly access to numerous commercial retail establishments, including the Buckland Hills Mall. The site also borders the west side of Avery Street and the north side of Deming Street(Route 30). Restaurants and a gasoline station are located opposite the site on Deming Street. The site surrounds an existing parcel of land, in which a jeweler and contractor's business office operates. Three single family residences are located on the site, two on the north side of Deming Street and one on the west side of Avery Street, with each having a separate driveway to the public streets for access. The subject site is located in a residential zone in both municipalities; RA in Manchester and RR in South Windsor. Located opposite from the site and directly across Deming Street, the existing zoning is designated as business zones, B5 and B3 in Manchester. The existing RA zoning designation, which comprises a majority of the site, allows for the construction of three single f:\jobs97\97092\docs\zonemem2.doc Barakos-Landino,Inc.•Barakos-Landino Survey,Inc. 2911 Dixwell Avenue Hamden,CT 06518-3130 Telephone(203)248-2960 Facsimile(203)248-9507 Toll Free(800)301-3077 e-mail:bldgco@ctl.nai.net S 6 M. Banach 9/15/97 Page 2 of 4 family residential dwellings per acre. Thus, the potential exists for a maximum of 29 residential houses that could be built on the subject site. Proposed Conditions The zone change application is for rezoning the site to the Business Zone V (BV) in Manchester and the Restricted Commercial(RC) zone in South Windsor. The BV zone is defined in the Manchester Zoning Regulations as a"district where retail shopping and service facilities can be established to serve travelers on restricted access highways, and such a district is intended to be distinct from local neighborhood business districts because of its proximity to points of access". It is envisioned that approximately four general retail buildings.could be constructed on the site totaling approximately 50,000 square feet of floor area. For purposes of this analyses, _full access to the site would be via an internal circulation driveway which connects the following two driveways; one located on Deming Street opposite Hale Road, and one on Avery Street, located approximately 300 feet north of Deming Street. The three existing single family residences, which would be removed, including their driveways, would be replaced by two driveways, thus reducing the number of access points to the public streets. The two existing driveways located on Deming Street would be removed and replaced by a driveway opposite the existing traffic signal at Hale Road. Traffic Assessment A traffic assessment was performed to determine the ability of the adjacent roadway system to accommodate the site generated traffic anticipated as a result of the zone change. Pre and Post zone change traffic conditions were determined. Pre zone change traffic volumes, which includes the site as it is today, and other adjacent development that is planned along Hale Road, were determined. Figure 1 displays the weekday afternoon and Saturday midday peak hours, and are also referred to as "background traffic volumes". To determine the impact of the zone change from a traffic perspective, trips associated with the potential 50,000 square feet of general retail use that could be constructed as a result of the zone change were developed and are shown in Table 1. These trips were then distributed onto the adjacent roadway network based on existing travel patterns and are shown in Figure 2. These trips were then superimposed onto the background traffic volumes and are referred to as "combined traffic volumes"as shown in Figure 3. f-.\jobs97\97092\docs\zonemem2.doc t M. Banach 9/15/97 ?/A - Page 3 of 4 It should be noted that the trip generation rate(the number of trips that are generated by a development based on a unit square foot of building floor area) associated with the general retail land use is greater than the trip rates associated with many other types of development, such as hotels or residential uses. Thus, the trips associated with the general retail use is considered to be a very conservative estimate of the trips that could potentially be generated by this site. For example, the number of trips generated by a 50,000 square foot hotel, which represents approximately 85 guests rooms, is approximately 65 and 72 trips during the weekday afternoon and Saturday midday peak hours, respectively. This is substantially less than the 430 and 580 peak hour trips that could potentially be generated during the same times by the equivalent 50,000 square feet of general retail use. The amount of site traffic that is expected to utilize Avery Street, north of the site, is relatively small. It is anticipated that 20 and 30 peak hour vehicles, during the weekday afternoon and Saturday midday peak hours, respectively, will utilize Avery Street to access the site from the north. This represents approximately 7 percent of the total site traffic or less than 5 percent of the existing Avery Street traffic. In addition, for comparison purposes, the 30 peak hour site generated trips anticipated to utilize Avery-Street north of the site represents the same amount of traffic that would be generated by 30 single family homes during the same peak hour. A majority of the site traffic will be oriented to other stores located along Hale Road or the Interstate 84 Corridor. Avery Street will primarily serve local residents including those who desire to frequent the site. Not all of the site generated traffic associated with this site will be new trips added to the adjacent street system. Studies have determined that a certain percentage of the site generated traffic is already passing by the site or, "pass-by"traffic. This traffic basically consists of vehicles already on the road traveling to another destination other than the site, which may stop at the site for a secondary purchase or service on their way elsewhere, such as the Buckland Hills Mall. While it is impossible to precisely estimate the percentage of diverted trips to any specific site, studies suggest percentages between 25 and 65 percent. Based on our experience, the percentage of pass-by trips is closer to the higher number. The specifics of the site location, its environs, its direct access to Interstate 84, and the location of the numerous existing retail facilities located nearby, support a significant percentage of pass-by traffic. However, a 20 percent rate, which is the accepted rate by the Connecticut Department of Transportation, was utilized in this study, and is felt to be a very conservative assumption given the location of this site relative to the numerous retail establishments located in the immediate area. f.\jobs97\97092\does\zonemem2.doc M. Banach l / ^y 9/15/97 l 7 Page 4 of 4 Roadway adequacy determinations were performed for the background (Pre Zone Change) and combined (Post Zone Change) traffic conditions to realize the traffic impact of the proposed retail development on the adjacent roadway network. These roadway adequacy determinations were based on the methodology described in the_1995 Highway Capacity Manual (HCM), published by the Transportation Research Board. Capacity analysis were performed at the Deming Street(Route 30) intersections which includes a proposed site driveway opposite Hale Road, the intersection of Avery Street/I-84 Westbound Ramps, and at the second site driveway which intersects with Avery Street. Table 2 displays the resultant intersection Levels of Service for the background and combined conditions. As shown in Table 2, acceptable traffic levels of service, "D"or better, can be achieved at each of the analyzed intersections, with the addition of the proposed site's generated traffic added to the roadway network. The combined analyses includes optimizing the existing signal timing in order to improve levels of service. Summary The proposed zone change from RA to BV in Manchester and from RR to RC in South Windsor should not have any significant impact on traffic operations along Deming Street or Avery Street at the analyzed intersections. Acceptable traffic Levels of Service can be achieved with the addition of the site traffic generated from the potential development of the 50,000 square feet of general retail use. In addition, the number of conflict points or driveways located on the public streets would be reduced from a potential of five to two. If you have any questions, please contact our office. No established watercourses exist on site. Sheet flow from upgradient offsite areas to the north will be collected by proposed catch basins and piping on site, thereby minimizing adverse effects of uncontained storm flows. -17.2.3 (e3) Land upstream and downstream in the same watershed as the land proposed for the zone change will be secured from flooding and other dangers through use of a Stormwater Management Plan which includes onsite storm water detention, catch basins and piping connected to the existing drainage system in State Route 30, under the jurisdiction of the Connecticut Department of Transportation. Land upstream of the land proposed for zone change is significantly higher in elevation which precludes the potential for backwater, as no established watercourse exists on the land proposed for zone change nor does an established watercourse connect to a watercourse on adjacent upgradient property. Therefore, the potential for adverse backwater effect is not present due to the topography of the site and adjacent upgradient parcels. Downgradient land will be secured from flooding as an on site detention system will attenuate and control post-development flows to predevelopment levels before leaving the site at connection points to the state drainage system in Route 30. The state drainage system runs in a southerly direction across Route 30 to a wetland area adjacent to Hale Road Extension in Manchester. PROPOSED CHANGE OF ZONE DEMING STREET(STATE ROUTE 30) AND AVERY STREET Page 2 of 2 17.2.3 (e4) Land for the proposed zone change would be served by public water and sewer under the jurisdiction of the Town of Manchester Water Department and the Town of Manchester Sewer Department; respectively, from piping located in Route 30 in Manchester. Electric, telephone and gas utilities in Route 30 will also serve the site. These utilities are under the jurisdiction of Northeast Utilities, SNET and Connecticut Natural Gas, respectively. The site will be served for transportation purposes via an interior roadway connecting Deming Street and Avery Street for internal site access only, thereby, minimizing the number of potential curb cuts (possibly seven) if the connecting interior roadway was not proposed. 17.2.3 (e5) Wetlands in the area are not intended to be affected by the proposed zone change. No wetlands were identified as being present onsite in a detailed site evaluation by an environmental specialist. Offsite wetlands would not be adversely affected by the proposed zone change, as a detailed stormwater management system, which will include oil-grit separators, catch basins with sumps and hooded outlets, sediment collection chambers, as well as stormwater detention, will serve to mitigate both adverse stormwater quality and quantity, thereby causing no adverse effect to onsite or offsite wetlands. 7 STATEMENT IN SUPPORT OF CONSISTENCY FINDING REQUIRED PURSUANT TO C.G.S. §8-3a(a) (f*LLF q_t6_9 -7 This zone change proposal meets the requirements for a finding of consistency set forth in Connecticut General Statutes §8-3a(a)because the zone change from RR to RC is consistent with the Town of South Windsor Plan of Development(last revised October 30, 1995) in the following ways: 1. Encourages office development to promote high quality, diversified employment opportunities for South Windsor residents (item#1, page III-2 and item#15, page III-3); b. Allows South Windsor to achieve balanced growth, i.e., allows its commercial development to keep pace with its residential growth(item#2, p. III-2); and c. Avoids strip commercial development and its concomitant numerous curb cuts and traffic congestion(item#10, page III-3); and d. Provides a greater variety and quality of retail opportunities by encouraging well-designed commercial areas (item#11, page III-3). i September 16 , 1997 Planning and Zoning Commission South Windsor , CT RE : Konover Development Corporation Proposed Zone Change Plan Deming Street and Avery Street Members : This plan includes six parcels of land owned by five separate families and one owned by the State of Connecticut . These parcels total over nine acres . I strongly support this rezoning plan for the following reasons : 1 . This land is totally inappropriate for residential housing due to increased traffic and traffic noise from Avery Street , Deming Street and Route 84. We moved to our house 30 years ago (8-15-67) when the area was quite rural and quiet . Now we cannot leave our bedroom windows open at night because the noise wakes me up . There are many times that we cannot leave our front door open to allow fresh air in due to the constant drone from Routes 84 and 30 . 2 . We have a seven-lot subdivision on our property that was approved by the Town of Manchester in May of 1988 . No one is interested in purchasing for the purpose of building homes . This subdivision will expire in May of 1998 . 3. The annoying traffic situation that we now find ourselves exposed to has been fueled by the following: a) Population growth. b) Scores of new housing developments adjacent and to the north of Avery Street and on Avery Street itself. Hundreds and hundreds of new homes in Manchester, South Windsor, Vernon, East Windsor and Ellington with multiple automobile families have caused traffic on Avery Street to increase by probably 1500% or more . (This is just a guess , but as you all know the increase has been enormous . ) c) The improvement of I-84 and its ramps . d) The emergence of the malls at Buckland Hills . e) Other businesses , condos and apartment additions to the adjacent areas . 2 4. The addition of residential deveopments to the north has continued and will continue in the future. S . There is now a business property (jewelry store and construction company) on the north side of Deming Street that borders our property and is directly in front of our house . The Manchester Zoning Board saw fit to approve this business property because the woman who owned it previously could not sell it as a residence . Much more could be said, but I think it is abundantly clear that the properties in Question are not suited for residential housing. We urge ;rou to approve this plan. — X:- A:' urton L.T- and)Joan D. Lar son Residents 114 Avery Street Manchester , CT 06040 September 16, 1997 Dear Sirs: I am unable to attend the meeting tonight because of my health but would like to submit this letter for the Town file. My late husband and I bought this property and built our home in 1951. At that time there was a chicken farm across the street. Then came the highway (I84), the Texaco station, the mall, McDonalds and Unos Pizza. All of us on Deming Street came together to try to stop it; but, as you know, we were unsuccessful. Since 19511 have lived in the same house, raised my family and paid my taxes. By allowing the zone change the Town will afford my neighbors and me the opportunity to finally sell our properties in a neighborhood which is no longer residential in character. If I lose the fight again, I have instructed my Attorney to file for a variance on my behalf. My property can not be sold as residential property any longer. John Larson from Konover, has been nothing but straight forward with me regarding this project. He hasn't sugar coated anything or told me only what I want to hear. He has also contacted the ROAR group and offered his time to address any concerns that that may have as well as solicit their input on what development would be the least obtrusive. They were unreceptive to John's offer. Konover is a good company with an excellent reputation who is willing to work with the towns and the rezoning opponents for an equitable resolve. Isn't it better to work 7 together with a cooperative developer and have some assurance as to what will be done and have it done in a professional manner. Congratulations by the way to the ROAR organization for how they organized and the accomplishments they have made, you now have a powerful voice which the towns and developer must consider, use it to do this project correctly so no one is put in the situation my family is in. Mr. Daniel Pisetsky 130 Highland Street j Suite C -1 Manchester, CT 06040 G_ q 7 September 16, 1997 Town of South Windsor Zoning Commission: I am writing to the members of the zoning commission since I will not be able to attend Tuesday's meeting due to business travel commitments. I own undeveloped land, approximately one acre of which is in South Windsor, and the balance of which is in Manchester. The South Windsor portion abuts The Church of The Living God and a dairy farm. It does not have any street frontage, and it does not have any residential neighbors. This parcel as well as the Manchester portion are zoned residential. I have owned this land for more than 15 years and have seen tremendous change on Deming Street. My property as well as my neighbors have changed from residential to commercial. In all the years I have owned my property and attempted to sell it, no one ever approached me to build homes. It's a fact, this property is undesirable for residential use! My property as well as my neighbors have been impacted by the commercial development. Several of my neighbors currently reside next to this land and want to get their families out of an area that is no longer residential. In an effort to come up with a plan that works for everyone directly impacted, we are working with the Konover organization to develop the property based on its best use. Although the majority of the property impacts Manchester, one acre in South Windsor is impacted. I am asking the Zoning Commission for a zone change. I never thought this would be a major issue but ROAR has made this into a political and emotional battle. It's unfortunate that their acronym connotes battle rather than reason. I'm not a politician and have no desire to be one. I appeal to you as professionals appointed to make reasonable decisions based upon facts and most important, fairness. As a resident of Manchester and a property owner and taxpayer in both towns, denying this zone change leaves me with a worthless property that cannot be used for anything, not even a house! Is this right? Does it make sense? South Windsor Zoning Commission A solution exists that is fair for all parties. It's time to develop a well thought out comprehensive development plan that is fair for both Manchester and South Windsor. A plan built on fairness rather who can roar the loudest. Sincerely, Daniel R. Pisetsky 655 Winding Brook Drive, Suite 402, Glastonbury, Connecticut o6033-4337• September 16, 1997 q- ( -! 7 Mr.Russell G.Levack,Chairman Planning and Zoning Commission 1540 Sullivan Avenue South Windsor,CT 06074 Subject: Application No. 97-64P Zone Change Deming Street Traffic Evaluation Dear Mr.Levack: Telephone: INTRODUCTION Earth Tech, Inc. has been retained by ROAR (Residents Organized Against Rezoning) to 8 6 0.6 5 7.12 00: provide an independent traffic evaluation of the.potential effects on traffic from the rezoning of parcels of land (approximately nine acres in area) that straddle the South Windsor and Facsimile: Manchester town line. The subject application involves only a small portion of the larger tract of land in Manchester. Subsequent to discussions with Town of South Windsor 8 6 0.6 5 7.12 0 5. professional staff, we have limited most of our discussion herein to the 1.3 acre South Windsor portion of the entire nine acre tract in order to present a specific impact analysis for the Commission. Our work effort in preparing this traffic evaluation involved an extensive data collection effort in the vicinity of the subject application, including obtaining the following information: • 1996 Accident Data,Towns of South Windsor and Manchester • Historical Accident Data, Connecticut Department of Transportation (ConnDOT) + Historical Traffic Count Data • Peak hour turning movement traffic counts • ConnDOT Roadway Construction Plans for Interstate 84 • Traffic Signal Plans • Physical observations of the peak hour operations As you are very much aware, there has been a phenomenal amount of retail development constructed and/or approved in the vicinity of the subject application. As a result, there is a significant amount of historical and projected traffic volume data as well as accident data for the Route 30(Deming Street) and Avery Street area. The data collected was then reviewed to determine the existing operating conditions of the Route 30 and Avery Street area. E A R T H T E C H Mr. Levack September 16,1997 Page 2 EXISTING CONDITIONS The Route 30 roadway is classified as a Principal Urban Arterial by ConnDOT and serves as the primary connection between Interstate 84 and local residential roadways such as Avery Street and collector roadways such as Hale Road, which provides access to the Buckland Mall area.A review of historical traffic volumes indicates the Route 30 roadway has endured a significant increase in traffic volume over the last several years. In 1990, the Average Daily Traffic (ADT) volume recorded on Route 30 in the vicinity of the subject parcel was 16,600 vehicles in both directions. In 1996,the same location recorded 23,000 ADT volume, an approximate 40 percent increase, exceeding normal growth patterns. This increase in traffic volume is obviously attributed to the adjacent retail development that has recently occurred. Meanwhile, the recorded traffic volumes on Avery Street at the town line have remained stable over the last 3 years, with 7,000 ADT recorded in 1994 and 1996. The immediate Route 30 intersections with Hale Road and Avery Street/I-84 westbound ramps in Manchester operate at Level of Service(LOS)"D"with the most recently approved retail developments and associated improvements. The Commission may be aware that LOS "D" is the lowest operating service allowed by ConnDOT and is generally an indication that the intersection is approaching capacity. Historical accident data was reviewed for the Route 30 roadway in South Windsor and Manchester as well as Avery Street in the vicinity of the subject application to determine existing accident patterns and problematic areas. According to the ConnDOT published Suggested List Of Surveillance Study Sites (SLOSSS) for the time period 1992-1994, there were no high frequency accident locations along Route 30 north of the Interstate 84 overpass. However, most of the reported accidents were caused by drivers following other vehicles too closely, resulting in numerous rear type collisions. These type of collisions are typical for congested roadways with signalized intersections and can be expected to increase with a significant increase in traffic volume and turning movements. ALLOWABLE USES The subject parcel is part of a larger nine acre tract in Manchester, which is also proposed for rezoning to commercial land use.The existing residentially zoned 1.3 acre parcel is proposed to be RC, Restricted Commercial. This proposed zoning allows retail, hotel and restaurant land uses by right, with Site Plan approvals to follow. The existing residential zoning of the subject 1.3 acre parcel in South Windsor allows a maximum of one unit of detached housing. Traffic generated by a single residential development on the subject parcel would be no greater than two vehicle trips during the weekday morning, and afternoon peak hours(a vehicle trip is defined as one vehicle entering AND one vehicle exiting a site, or a complete vehicle trip). Daily traffic generated would be no greater than 10 vehicle trips. This development scenario is purely hypothetical because private driveway access to commercially zoned property is only permitted through commercially zoned property. In this case, access would have to be through the Manchester parcels, which would be contingent upon successful rezoning of those adjacent parcels. \ctl\sys\projects\roar\swmemo.doc E A R T H T E C H Mr. Levack September 16,1997 Page 3 For the purposes of identifying potential traffic impacts associated with the subject zone change application, a 12,000 square foot retail shopping center was assumed for the South Windsor portion only. This size retail facility can be theoretically constructed in conformance with the pertinent building coverage and parking regulations for this parcel. The intent of this assumption is to reveal the differences in traffic generated by development under the existing zoning and the traffic that could be generated by the potential retail development under the proposed commercial rezoning. EMPACTS Development of the existing South Windsor parcel with residential housing would generate minimal traffic volumes during the adjacent street peak hours as well as on a daily basis. The traffic generated by a retail facility(as permitted under the proposed zone change)would be significantly greater than residential development on the same parcel. The retail facility could generate approximately 170 vehicle trips during the weekday afternoon peak hour, versus the 1-2 trips generated by the currently zoned residential development on the same parcel. Weekday daily traffic volume could be upwards of 1900 daily vehicle trips, versus at most, 10 daily trips for a single residential unit. This difference in traffic volumes generated represents a 190 percent increase in daily traffic volume generated by the rezoned parcel, versus the existing residentially zoned parcel. For a typical Saturday, the generated traffic volumes from the retail facility would be even higher, with 230 vehicle trips generated during the Saturday peak hour, and 2400 vehicle trips generated on a Saturday. See Table 1 for a comparison of the existing zoning and proposed zoning traffic generation. In addition, residentially zoned generated traffic volumes do not significantly increase during the peak holiday shopping season. Traffic volumes can increase 30 to 50 percent for retail developments during the peak holiday shopping season. The impact of the retail shopping center facility upon the adjacent roadway network would be significantly greater than the impact under the current residential zoning. For example, the weekday daily traffic volume generated by the potential retail facility on the South Windsor portion alone(1,900 vehicle trips)could lead to a sizable increase(eight percent) in the existing Average Daily Traffic (ADT) along Route 30 in the vicinity. This generation does not include the expected additional development that would likely be proposed on the remaining portion of the parcel in Manchester. This amount of traffic generation can have a negative impact to the adjacent roadway network, especially when considering the adjacent intersections are operating near capacity today. As noted previously, the subject parcel is not expected to be accessed through South Windsor. From a traffic engineering standpoint, access to the subject parcel would most likely be opposite the three-legged Hale Road and Route 30 intersection. This would provide the safest ingress and egress for the subject application. With this in mind, a fourth signalized intersection leg would be have to be constructed to accommodate the access to the subject application as well as the other parcels in Manchester. This additional intersection \ctl\sys\projects\roar\swmemo.doc E A R T H T E C H
