RSA--- Applicant A.- Own!e r • i • COVEN MOUNTAIN THREE LOT RESUBDIVISION 1. Request for subdivision to create three building lots on an existing parcel located on the easterly side of Abbe Road, northerly of Maskel Road, A-20 zone. The site acreage is 10.39 ac.. The applicant is proposing three frontage lots and leaving the remaining 7.5 acres as "not a building lot". It appears that all zoning requirements have been met. 2. This Commission recently approved this subdivision, however the applicant has missed the filing deadline of the plans in the Town Clerk's office. This site has been the subject of many previous applications. When this resubdivision plan go on file in the Town Clerk's office, then the all previous subdivision approvals will become null and void. 3. There are two new driveway cuts proposed onto Abbe Road. The two northern most lots will have a shared driveway. All three driveways show a turnaround as required in the regulations on a minor collector street. 4. The properties will be serviced by public water and public sewer. WPCA approval has been received. 5. There are no 100 year flood-plain on the property. There are regulated wetlands on the property. The applicant has appeared before the IWA/CC and has received approval. One of the conditions of approval states that this approval supersedes any previous wetlands approvals on the property. 6. With the previous approval, there was an approval condition placed regarding the upgrading of drainage in Abbe Road. We would request the same approval condition be placed on this application. (Existing storm drainage in Abbe Road is inadequate. Additional stormwater runoff from new subdivision lots will further overburden the system. Therefore, the applicant is required to replace approximately 150 linear feet of 18" drainage pipe with 24" pipe. The estimated cost of this improvement ($13,200) is to be placed by the developer into an escrow account, to be utilized at such time as additional land behind this subdivision is developed and more extensive drainage is required. If a more extensive stormwater system us not installed in five years from the date of subdivision approval, the escrow account funds shall be utilized to construct the incremental stormwater improvement.) If this application is approved, the Planning Dept. has no modifications to request: Engineering Department is requesting that a drywell be placed with each driveway. March 12, 1997 CERTIFIED MAIL Rene Veilleux 34 Lincoln Street Niantic, CT 06357 Dear Mr. Veilleux: Re: Appl #96-83P, Coven Mountain Resubdivision We are pleased to advise you that the Planning & Zoning Commission voted on March 11, 1997 to approve with modifications the above-referenced application for a Resubdivision of property to create 3 lots and remaining land to be known as "Coven Mountain" on property located on the easterly side of Abbe Road and northerly of Maskel Road, A-20 zone as shown on plans prepared by Aeschliman Land Surveying, Map No. 96055-1 and revised through January 6, 1997.
