Request for a zone change from Designed Commercial to Gateway q g g Y Development zone for about 56 acres south of Smith Street, north of Pleasant Valley Road, west of Wheeler Road and east of Buckland Road. The subject property was zoned Designed Commercial in 1985 with the approval of Winchester Mall. Some commissioners will recall that Winchester Mall was never built because a neighborhood opposition group tied the project up in court with a lawsuit, so the development moved across the street into Manchester and became Buckland Hills Mall. South Windsor ultimately won the lawsuit, but it was too late for Winchester Mall. Since that time, the property owners have approached the Commission at various times with various other applications, most recently the Plaza at Buckland Hills, which was denied by PZC but for which a negotiated settlement was achieved. 2. The main differences between the two zones are permitted uses and standards. The uses allowed in the Gateway zone are more flexible than those allowed in the Designed Commercial zone, but the appearance and performance standards are more demanding in the Gateway zone. The Designed Commercial zone allows offices, retail sales, business and personal services, and day care centers, and no other uses. The Gateway Development zone allows commercial, institutional and industrial uses that meet all of the appearance and performance standards of the Gateway Development zone. There are some uses that are prohibited in the Gateway zone, including: ♦ gas stations, ♦ automobile sales, and service/repair garages, ♦ arcades, ♦ adult-oriented businesses, ♦ self-storage units, ♦ nightclubs and other businesses where the primary purpose is the serving of alcoholic beverages, ♦ fast food restaurants, and ♦ stand-alone convenience stores. 3. The differences in the standards are numerous and are summarized in the table previously provided and submitted herewith for the record. Both zones allow buildings taller than 2 stories; the Gateway zone allows maximum 4 stories, the Design Commercial zone has an unlimited height potential. The Design Commercial zone allows up to 90% impervious coverage; Gateway zone allows 60% but has bonuses up to 70%. The buffer requirement in the DC zone is 100 feet, 75 feet in the Gateway zone. Some of the standards are oriented specifically to Buckland Road, such as building setbacks. Front building lines are defined as the building lines generally parallel to Buckland Road. The result of this Buckland Road orientation is that the subject site would be permitted to have much smaller building setbacks from the other streets surrounding the site. However, the 75-feet buffer requirement along residential zone lines negates the impact of the reduced building lines for this site. 4. There is a substantial berm that was created during construction of the existing shopping center as part of a negotiated court settlement between the Commission and Downeast Associates. Planning Department recommends that the berm either remain in place or, depending on future development, be moved back so that it buffers both Wheeler Road and Smith Street residential neighborhoods from the most intensive commercial development. 5. Previously-approved general plans and site plans for this property showed a master driveway plan for both Manchester and South Windsor that includes the existing driveway cuts on Pleasant Valley Road in Manchester as well as potential driveways onto Smith Street. The main entrance into the site is the existing driveway at the J.C. Penney Warehouse signalized intersection on Pleasant Valley Road that leads past Lechmere. 6. A zone change application is the opportunity to review infrastructure to determine whether the existing infrastructure can support the proposed zone. In this case, both the Design Commercial and the Gateway Development Zone are major commercial zones that include many of the most intensive commercial uses as permitted uses. Therefore, I would not expect that the traffic impacts under the Gateway zone would exceed those from the Design Commercial zone. Development plans under either zone require approval from the State Traffic Commission whenever either 200 cumulative parking spaces or 100,000 cumulative square feet of building area are proposed. The Town Council recently rejected a Federal and State-funded road reconstruction project that included Pleasant Valley Road from the Manchester Town line to Clark Street, the intersection of Clark Street and Pleasant Valley Road, and Clark Street from Pleasant Valley Road to Chapel Road. These roadway segments had all been identified previously by a town-employed traffic engineer as road improvements needed for large-scale development on r r the subject property. Therefore, as of this date, it appears that improvements to Pleasant Valley Road and Clark Street would not be part of future development on this site. 7. Site aesthetics will be a primary concern in this corridor. This area would feature high-quality appearance of buildings and sites...Access management will be an integral part of site planning, with interior service drives and limited curb cuts to facilitate traffic flow and safety. Taller buildings may be appropriate in conjunction with increased building setbacks. Typical commercial strip development, with its numerous driveways, prolific signage, and lack of aesthetic considerations, should be avoided. This description characterizes the subject property well. The extension of the Gateway zone to the subject property appears to be a logical extension, providing uniform standards to the large properties on both sides of Buckland Road from the Town line north. 9. The Town wetlands map does not indicate any regulated wetlands on this site.
