M's Auto Sales & Service Site Plan
1. Request for site plan approval at 395 John Fitch Boulevard (on the corner of
Chapel Road), GC zone. This site has previously been used for motor vehicle
sales, and had generally been in violation of its former approved site plan. This
new applicant is now requesting site plan approval for his proposed use in order
to bring the site into compliance.
2. Site size is 1.2 acres. Existing impervious coverage is 36.5%, 65% allowed.
3. The applicant is requesting at this time 9 parking spaces for vehicles for sale. It
is my understanding that the applicant will be returning to you for approval of
vehicle parking along the front edge of the existing pavement if he is successful
at receiving approval from DOT. Also, a variance to section 13.7.4 of the
zoning regulations, which requires that display, storage or parking of motor
vehicles for sale be located at least 10 feet within all lot lines, would be
required. It is also my understanding that any additional vehicles would be
parked in the area enclosed by the chain link fence behind the existing parking
spaces.
4. The site is served by public water and a septic system. The Superintendent of
Pollution Control has noted that if the garage has any floor drains, the applicant
should contact him regarding the discharge of those floor drains.
5. There are no regulated wetlands nor 100 year floodplain on this site. There is no
new site work planned, so no conservation plan approval from IWA/CC is
required.
6. The existing building is nonconforming to current zoning regulations, with a
24' setback, 50' required under today's regulations. There are no building
additions or modifications proposed with this application.
7. Some landscaping would be beneficial in the small areas not occupied by
pavement on the applicant's property, on the north and south sides of the
property. The bulk of the green space along the property frontage is State right-
of-way.
8. Permitted signage in the General Commercial zone currently is limited to either
a free-standing sign or a building sign. I do see in the street file for this location
two building permits for signs, one for a 4' x 24' building sign approved by the
building inspector in 1980, and one for a free-standing 3' x 4' sign to be hung
on an existing pole, approved by the building inspector in 1986. We were
unable locate a variance granted for the second sign, and we therefore are
unable to determine whether the two signs were in conformance at the time they
were constructed.
The proposed new sign regulations would allow both a building sign and a free
standing sign. The building sign would be allowed to be about 43 square feet,
and the free-standing sign would be allowed to be 24 square feet.
9. If this application is approved, the Town Engineer requests that the A-2 survey
be updated to show the land taking and easement that were acquired by the
Town in conjunction with the construction on Chapel Road.
