STEINBERG, P.E. - APPLICANT DATE: JUNE 16, 1997 SUBJECT: NEW CAPITOL MOVING AND STORAGE FACILITY AT 220 STRONG ROAD PURPOSE: TO-PROVIDE DATA REQUESTED ON APPLICATIONS- 1. I am the applicant, and my professional engineering firm has prepared all the site improvements and the building plans attached herewith. 2 . The current owner of the property is Bank of South Windsor at 1695 Ellington Road, South Windsor. Their agent is Frances S. Wamester. 3 . The Capitol Moving and Storage Company of Hartford will be purchasing this property in order to construct a new facility for their operations. Their business includes the moving and storage of business and residential items. The main use of this building will be for the container storage of property of "others" . They currently employ nine (9) office staff and twenty-two (22) van operators and helpers. This project will be started October 1997 and completed in early 1998. 4 . All existing soils required to be excavated will remain on the site and used for grading where required. This site was previously used as a turf farm and, therefore,., has no trees in the primary construction area. ti 5. There are no 100 year flood lines on this property. 6. The building will be serviced by city water and sewers, as well as natural ps and-Aihd" erground electrical and telephone services. 7. The site has been reviewed for wetlands by Soil Scientist Joyce G. Raabe, M.S. , for Hart Environmental Services, LLC. A copy of her report is attached. In general, a very small area was found to be wetlands, as shown on the accompanying plans (in northwesterly corner of property) . There are no watercourses on the property. All storm drainage has been designed for on-site retention. Any run-off will flow off property in an existing stream to the Bancroft Brook. 8. This project will conform to all the Zoning regulations of the Town of South Windsor, except for parking. We will provide parking now for the users requirements with reserve _ areas for expansion of the parking area in the future. Folger Zoning/Wetland Officer Town of South Windsor Re: Review of Capital Moving and Storage site plan-Plans dated 6/17/97 I have reviewed the site plans for the proposed Capital moving and Storage site plan with the following comments: 1. Runoff calculations for the stormdrain system, and detention basin should be provided. 2. No details are given regarding the outflow structure or pipe from the proposed detention basin. Size of the orifice, size of the pipe, composition, slope, and size of the energy dissipater should be shown on the plans. I have some concern about the area where the stormwater will be discharged. This small gully/wetland area is shown as Terrace Escarpment soils (Te)in the Hartford County Soil Survey. These areas have been shown to be very susceptible to erosion when stormwater is channeled to them, causing severe gullies and sediment impacts to watercourses downslope. In the present condition there is a significant amount of infiltration of stormwater that occurs on the site before reaching the northwest corner of the property. The applicant should consider the use of infiltrators to reduce the amount of stormwater reaching the proposed basin. 3. A construction sequence should be shown on the plans. 4. Perimeter silt fencing is proposed. The area where the major portion of the disturbance is to occur is relatively flat, some of the silt fencing can be substituted by small earthern berms of material onsite. This would save some of the expense of installing silt fence where there is little likelihood of sediment migration. Also the silt fence detail shows silt fence reinforced with steel wire. This material is costly and unnecessary at this site. Unreinforced silt fence will be adequate. 5. Permanent and temporary seeding rates, dates, and composition should be included on the plans. 6. A planting plan for the proposed detention basin should be submitted. The design of the detention basin should include a biofilter that maximizes the travel time of stormwater flowing through the system. The longer the residence time of stormwater, the more opportunity for assimilation of nutrients and other pollutants by the plant community and allow finer sediments to precipitate out. 7. The size and profile of the proposed rip-rap ends of the pipes entering the basin should be included on the plans. 8. A detail and maintenance schedule for the proposed oil separator should be included on the plans. cc. Proposed infiltrators associated with the roof drains should be shown on the plans. 2. No details are given regarding the outflow structure from the proposed detention basin. The size of the energy dissipater should be shown on the plans. 3. A construction sequence should be shown on the plans. 4. Permanent and temporary seeding rates, dates, and composition should be included on the plans. 5. A planting plan for the proposed detention basin should be submitted. The size of the proposed rip-rap ends of the pipes entering the basin do not appear to be sized adequately for the proposed 30" pipes. 7.
