WE ARRIVED FOR THE HEARING THAT EVENING TO FIND IT HAD BEEN RESCHEDULED FOR THE NOVEMBER MEETING. THE NEXT EVENING, FRIDAY, OCTOBER 6TH APPROXIMATELY 40 CARS WERE PARKED AT THE PROPERTY IN QUESTION. IS THE APPLICANT REALLY TAKING THE APPLICATION SERIOUSLY. IF THE COMMISSION DOES DENY THE APPLICANT WILL THEY CONTINUE TO PARK CARS THERE OR WILL THEY COMPLY WITH THE DECISION. OCTOBER 12TH AT 5:00 P.M. A THREE CAR ACCIDENT AT THE CORNER OF BELDON AND ELLINGTON ROAD. OCTOBER 24TH AT 4:45 P.M. A THREE CAR ACCIDENT AT THE EXACT SAME SPOT. THESE ARE JUST THE ACCIDENTS WE SEE TRAVELING BACK AND FORTH TO WORK - HOW MANY OTHERS OCCUR WE DO NOT KNOW - BUT CERTAINLY THIS COMMISSION SHOULD CHECK INTO THE RECORDS. • MR. CHAIRMAN AND COMMISSION MEMBERS: . I WOULD LIKE TO PROVIDE TO THE COMMISSION A COPY OF THE LETTER I WROTE TO THE J.I. WHICH APPEARED IN THURSDAY, SEPTEMBER 28THS PAPER IN WHICH I EXPRESSED SAFETY CONCERNS IN APPROVING THIS REQUEST. ALONG WITH THAT LETTER I WOULD LIKE TO ADD A FEW MORE COMMENTS. LAST SUNDAY AT 6:15 P.M. UNDER SUNNY SKIES AND DRY WEATHER CONDITIONS, OUR NEIGHBOR, MIKE HADLEY, WHO IS IN WASHINGTON AND COULDN'T BE HERE TONIGHT, TRIED TO PULL INTO HIS DRIVEWAY. THE THREE TAILGATING CARS BEHIND HIM COLLECTIVELY SMASHED HIS CAR FOUR CAR LENGTHS BEYOND HIS HOME. THIS ACCIDENT HAPPENED ONE HOUSE SOUTH OF 970 ELLINGTON ROAD WHERE THE MILL WANTS TO PARK CARS!! THIS IS ONLY THE LATEST OF THE MANY CONSISTANT ACCIDENTS ON THIS SECTION OF ELLINGTON ROAD. THE PARKING OF VEHICLES ON THE PROPERTY AT 970 ELLINGTON ROAD AND PEDESTRIANS CROSSING THE ROAD HAS BEEN HAPPENING FOR SOME TIME. I HAD IN THE PAST SPOKEN WITH THE ZONING ENFORCEMENT OFFICER ABOUT THIS POTENTIAL HAZARD. I WAS TOLD IT WAS A VIOLATION TO PARK CARS THERE, IT WAS A VIOLATION TO HAVE PEOPLE CROSSING A STATE ROAD, IT WAS A VIOLATION TO NOT GO BEFORE THE PLANNING AND ZONING COMMISSION FOR A SITE PLAN OF DEVELOPMENT. IT APPEARS THAT THE OWNERS DO NOT WANT TO GO BEFORE THE PLANNING AND ZONING COMMISSION BUT PREFERS TO CIRCUMVENT A SITE PLAN OF DEVELOPMENT BY APPLYING FOR A 'PERMIT'. RECENTLY THE PLANNING AND ZONING COMMISSION CHANGED THE POWERS OF THE ZONING BOARD OF APPEALS BY NOT ALLOWING IT TO GRANT 'USE' VARIANCES ANY LONGER. THIS APPLICATION DISGUISED UNDER THE NAME OF 'TEMPORARY PERMIT' IS STILL A 'USE' VARIANCE - REQUESTING A 'USE' THAT IS NOT PERMITTED IN A RESIDENTIAL ZONE, THIS IS AN AREA OF PRIVATE RESIDENCES ALTHOUGH THIS IS NOT A LOCAL RESIDENTIAL STREET. IT IS A CONNECTOR HIGHWAY BETWEEN MANY TOWNS AND THE CITY OF HARTFORD. IT IS IN CONSTANT USE BY SPEEDING COMMUTERS, TRACTOR TRAILERS, LARGE COMMERCIAL CONSTRUCTION VEHICLES, BUSSES, AND OF LATE--REFUSE TRUCKS. IF THIS COMMISSION REACHES THE POINT OF SERIOUSLY CONSIDERING GRANTING THIS 'PERMIT' I WOULD HOPE THAT ONE OR SEVERAL OF ITS MEMBERS WOULD CHECK THE RECORDS OF THE SOUTH WINDSOR POLICE DEPARTMENT AS TO THE AMOUNT OF ACCIDENTS ON THIS STRETCH OF ELLINGTON ROAD.
