To get a suitable outlet would probably require `I a drainage easment in :this case from the rear property owner. i Filling will help the wet conditions due to surface runoff. it may also help keep septic effluent from surfacing outside. It may however increase the chance of sewage back up into the house. Ground water adds to the wet problem to the rear. The sump pumps although necessary for dry cellars are taking the problem from one place and com-ounding it in another. RECOA;? 3MTIUZS: There is no simple practical solution to this problem. Pre- cautions should be taken before building in wetland areas such as this. However, possibilities include the -following: 1) Lowering of the _rater table by ditching and tile drainage. To reach elevation of 86 to the north, requires about 700 ' of drain pipe and 300 ' of ditch. This would also require an eaS:,mont across the pine tree pisntation owner and possible other land owners. (Water may test out being polluted) -2) Fill area so surface water can drain out. This probably will not solve the septic problem. 3) A sanitary sewer system installation should eliminate the health hazard. Damiano: At the May 11, 1989, the Zoning Board of Appeals denied your request for a variance to section 3 . 14 .1 and 5 . 2 of the Zoning Regulations to allow the development of a landlock piece of property located on the easterly side of Brookfield Street, RR zone. It was the consensus of the Commission that there was a lack of acceptable access and that the property is located in a swamp area. Very truly yours, Richard H.
