Very truly yours, N ie Pfrey H. (' lger Zoning/Wet ands Enforcement Officer JHF/pmm t MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffi-ey H. Folger-Zoning/Wetland Enforcement Officer Date: November 13, 1996 Re: Review of the proposed Deming Hill Estates Subdivision, Deming Road. Plans dated 10/10/96. The project is to create a 34 lot single family subdivision. Proposed regulated activities include locating sediment and detention basins within the buffer areas and in wetland areas. Also the enlargement of an existing irrigation pond for the purpose of stormwater detention, and the construction of a hiking trail system along the perimeter of a wetland area. The proposed disturbance to wetlands will be approximately 7000 sgft or 0.16 acre. Wetland created equals approximately 7200 sgft or 0.17 acre. Site: Approximately 15% of the site is located in the Podunk River watershed. The remainder site is located in the Hockanum River watershed. Presently, 75% of the site is being used as an agricultural field with a combination of tilled field and hayland. Relief on the site is flat to gently sloping to the southeast. 1. The approximately 23 acre wetland in the southeast portion of the property consists of very poorly drained soils. This area shows little evidence of recent disturbance, although there are remnant farm roads through some of the dryer areas in the west and the east. The vegetation types in this area are forested and shrub/scrub. With some areas of wet meadows. There is a moderate sized pond in this area(1/4 acre) which provides some good open water habitat. All in all some good quality wildlife habitat. This wetland drains into Manchester to the south into the Buckland Mall detention system. The wetland boundaries appear to be accurate. Major functions of this wetland area would be flood storage, nutrient and sediment trapping, wildlife habitat, and some groundwater recharge. The esthetic values in this area are in my opinion high. Three proposed stormwater outfalls are planned to discharge into the wetland along the north and west. The structures planned are designed more for water quality than water quantity. Detention and storage are limited with utilization of the large wetland for stormwater attenuation. Trapping of sediments, and nutrient and heavy metal filtering through the use of broad flat spreaders is planned outside of the northern boundary of the wetland. It is proposed to be a dry structure with no long term standing water present. Special attention must be paid to the grading during installation for this structure to work as planned. The structure at the west of this wetland is more standard in configuration but with a broad spreader at the outflow. This is proposed to be a wet bottom with wetland plantings incorporated in the design. This area is proposed to be donated as open space. The open space is planning at this time to be donated to the South Windsor Land Trust. Included in the proposed site plan, is the installation of a trail system around the 23 acre piece. The trail would be installed by the developer and ultimately maintained by the Land Trust. 2. The second wetland area with any proposed disturbance is located along the western boundary of the property south east of the Ridge Road cul-de-sac. The wetland consists of a pond approximately 6800 sgft in size. The pond appears to be man made with earthen piles around its edge, probably from material excavated from the pond. The area is stable and appears to be functioning as an ecosystem. Aquatic plants are present along the pond edge and on the bottom and insect larva and adults are present in the water and outside of the pond. The proposed plan is to enlarge the existing pond and install an outflow structure to utilize this are as a retention/detention basin. Specifics of the design would include a rip-rap berm to act as a sediment trap and wetland plantings 3. The third wetland area is located on the eastern portion of the property which is not proposed to be developed at this time but long range planning does indicate that there will be development near it in the future. It is an area that has been cultivated in the past during dry years. Its low position on the landscape and underlying shallow bedrock holds water during wet years. Impacts: The majority of the upland area has up until last year been used for agriculture purposes. Most recently, the front portion has been in row crops (corn) and the rear portion has been either fallow or in hay. The actual work planned to be done in the wetlands themselves should not have long term negative affects to the wetland areas involved. The ecosystem in the pond will be disrupted during the enlargement of the pond and the installation of an outflow structure. The resulting structure should be capable of providing the same habitat as the existing pond. The installation of the proposed retention basin on the western edge of the large wetland area will provide a more diverse plant community than what is already there. The major environmental concern is stormwater quality to the large wetland area in the south. Long term plans call for a minimum of 96 homes to exist on this site. Stormwater borne nutrients, heavy metals and pathogens have the potential of negatively impacting the wetland area. I feel that the construction of the a trail system will have minimal impact on the wetland system when weighed against the recreational and educational benefits. The areas of proposed disturbance are mapped as Narragansett Silt Loam 0-3%, and 3- 8%. This soil type has an erosion potential listed as severe in the Hartford County Soil Survey. The gently sloping contours reduce the likelihood of sediment impacts during construction from gross particles. The fine particles and reddish color will not be stopped by silt fence. Temporary shallow sediment basins will be effective to prevent sediment migration. DuBEAU,RYAN,BOYAN& BAKER,P.C. Having reviewed the plans for the project, it appears that it will be necessary to invoke the Inter-Town Agreement for sanitary sewer service in order to serve portions of the site. Before we can approve the connection to our system, we will need the following information: 1. Show the boundary of the area designated by the Agreement to flow to Manchester. This should be shown on Sheet No. 24. 2. Provide calculations showing projected flows from the area indicated above. Flow information should include infiltration, average daily flow and peak flow. 3. The flows should be broken down so as to indicate what flows will enter our system at specific points. The projected flow associated with Sections I and 11 should be identified. The following comments relate specifically to the plans: 1. A manhole should be located at the Townline. This manhole will be owned and maintained by South Windsor and represent the southerly-most portion of the South Windsor system. The sanitary sewer south of this manhole will be owned and maintained by Manchester. An Equal Opportunit ,Etnp1Q1,er 2. The above revision can be accomplished either by moving SMH 10 to the Townline (i.e., new alignment/easement) or by adding an additional manhole. We have no preference. The following comments relate to the administrative aspects: 1. All water services, either public or private(i.e., wells) shall be metered. South Windsor shall be responsible for providing metered consumption figures to Manchester for purposes of billing sanitary sewer use. These figures shall be reported in accordance with the currently established procedures. 2. All other procedures relative to plan approval, construction, inspection, collection and transmittal of outlet charges, etc. shall be in accordance with the Inter-Town Agreement. Folger Zoning/Wetland Officer Town of South Windsor Re: Review of Deming Hill Estates Subdivision -Plans dated 10/10/96. I have reviewed the site plans for the proposed Deming Hill Estates subdivision with the following comments: 1. A map illustrating the drainage areas should be included with the hydrology report. I would like to know the pre and post development affect stormwater drainage has on the 15" pipe present in the old farm road in the southeastern section of the site. 2. The cultivated portion of the site does not have a vegetative cover present. Areas not associated with the present proposal need to be seeded with a permanent grass cover to reduce potential sediment impacts to proposed structures. The linear sediment basin needs to have silt fence installed to the north to protect it from unnecessary sediment migration from the open portion of the site. These soils have a high silt content and a reddish color, turbid water filtering through the silt fence will be a problem. Excavated temporary sediment structures may be necessary to prevent suspended sediments from impacting wetland areas. 3. The detention and sediment structures should be constructed prior to the construction of the road. The current plan narrative shows the opposite in steps 7 and 8 in section I and steps 5 and 6 in section IL 4. A detail and cross section of the linear sediment basin should be provided on the plans. 5. The division of the individual pages of the plans is such that two of the three proposed stormwater structures do not appear in their entirety on one page. Please show all proposed structures as either an entire 20 or 40 scale illustration. By the same token, the proposed trail system should also appear on a 100 scale single sheet. 6. Erosion controls should be placed at the proposed outfall of the existing irrigation pond 7. The entire road frontage along Deming Road is open to potential access by construction equipment. Construction fencing should be installed along the frontage except where equipment is planned to enter. This will minimize the likelihood of sediment being tracked on the road by exiting equipment. 8. Details of the proposed trails, and proposed plantings associated with the sediment and retention basins are also needed cc. Folger Zoning/Wetland Officer Town of South Windsor Re: Review of Deming Hill Estates Subdivision -Plans dated 10/10/96. I have received the drainage area map for the proposed Deming Hill Estates subdivision as discussed with Jim LeClair earlier today, these are some additional comments: 1. The outlet to the proposed detention basin on lot#13 should have plantings planned in the existing channel to reduce the likelihood of erosive scour of water exiting the level spreader. The plantings should start at the spreader and extend to the property line. 2. Site#9 on the drainage area map shows an increase in the velocity of water exiting the pond. This would require outlet protection to be designed at this point to reduce erosive impacts of the flowing water. In addition, very little would be required to increase the detention time of stormwater within the proposed sediment basin adjacent to site#3. This would further reduce expected flows to the pond. cc. Town Engineer Town Planner IWA/CC MEMO From: Elizabeth A. Warren Chairman, IWA/CC To: Russell G. Location I found the pond by parking just beyond the cul de sac at the end of Ridge Road and following a small stream a short distance east. This was south of a Christmas tree farm and a short distance from the driveway to the house of Helmar Wolf. The eater had no vegetation growing, however, this situation does not seem unusual to me at this season. A grab sample was collected ::n containers supplied by the analytical laboratory. This was delivered directly to the Phoenix Environmental Laboratory, using Chain of Custody protocol. See Appendix A. Analysis My understanding is that the Inland Wetlands Commi&sion desired analysis of the copper level and determination of possible herbicides. Accordingly, the samples were analyzed for total copper by Inductively Coupled Plasma Method E200.7, and the chlorinated herbicides by EPA Gas Chromatography Miathod 8150. Phoenix Labe are certified by the State as qualified to perform these analyses. Results The finding is that no copper is detectable. The test is extremely sensitive and is capable of determining 1 part per billion. No herbicide was detectable. Again, the method Is extremely sensitive. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer DATE : January 8, 1997 RE : DEMING HILL ESTATES SUBDIVISION SECTIONS I & II We have reviewed the Hydrologic Study for the proposed Deming Hill Estates Subdivision and have the following comments : 1 . The proposed sedimentation basin in the rear of future lots 68 to 66 is shown as a long narrow flat basin with a "spillway" along the long south side of the basin. Applicant should look at providing the "spillway" as far from the inlet pipe as possible. 2 . The Hydrologic Study identifies Sedimentation Basins 1 and 2 and Detention Basins 1 and 2 . However, there is no reference on the plans to identify which basins are number 1 or 2 . 3 . The Sedimentation Basins are designed for only a 10 year storm event . 4 . The existing 15" pipe identified as location 12 to 13 in Hydrologic Study should be replaced with a detention outlet type structure with a one foot freeboard at the 100 year storm. The area upstream of this pipe is being used as detention with the 100 year water elevation equal to that of the dirt road over the pipe. 5 . Gutter flow analysis for CB#2 indicates that the width of water at that point is 8 feet . This should be reduced to a maximum of 6 1/2 feet . 6 . The Town of Manchester has asked that the applicant review areas ld and 3 . They feel that the runoff curve numbers should be different than those used - this will change the quantities of runoff shown. We would recommend that a meeting with ourselves, Manchester Engineering and the applicant ' s engineer be held to discuss this . 7 . Ilic Town of Mancbostcr Engineering Division has reviewed the drainage calculations associated with the Hydrologic Study submitted to South Windsor for the 87 acres which drains into Manchester. The calculations show that for the developed condition, the 100 year storm will be at or above the elevation of the existing earthen berm shown on the dviinagty area mar as site 11. The'town of Manchester is concerned that unless this earthen beam is replaced with a structure specifically dciZ;iicd with adequate fi]ceboard mid an emergency spillway for the proposed flow, the development of this site could result in adverse impacts to private property and the wetland area in Manchester due to system failure. There is also a question-regarding the curve numbers used for the TR-20 analysis for drainage areas I and 3. The post-development condition uses euxve.numbers of 66 and 59 for rtrr;9!a 1 d and 3 respectively. Folger-Zoning/Wetland Enforcement Officer Date: January 16, 1997 Re: Additional comments on of the proposed Deming Hill Estates Subdivision, Deming Road. Plans dated 10/10/96. A possible recommendation to PZC that would somewhat address wildlife concerns on the property would be the creation of linear conservation easements along rear property boundaries to provide wildlife corridors. By extending the easement to the 50 foot rear lot setback the corridors could potentially be up to 100 ` wide. Unfortunately, the way the roads and house lots are aligned (north to south), this arraingement is less valuable than an east to west alignment, which appears to be the most often used travel direction by wildlife passing through the site. The proposed sedimentation basin east of lot#25 should have a modification that would increase the travel time of water from inlet to outlet. - i S0W N Se., 46 s 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 `!1oSaR Corr AREA CODE 860/644-2511 January 23, 1997 Jean Marc Jacques CERTIFIED MAIL JMJ Construction Company 658 Ellington Road South Windsor, CT 06074 Dear Mr. Jacques: Re: Appl #96-72P, Deming Hill Estates (Sections 1 & 2/34 lots) At the January 22, 1997 regular meeting, the Inland Wetlands Agency/Conservation Commission approved Appl #96-72P, JMJ Construction -IWA/CC permit for the construction of a single family open space subdivision with associated streets, grading, utilities, stormwater structures, and walking trails on property located on the westerly side of Slater Street and southerly side of Deming Street, AA-30 zone (Assessor's map #28, parcel 1 & 2) as shown on plans prepared by Design Professionals, Inc., Job #90-514 and dated October 10, 1996.
