Roadway Design Speed (1418-04) 1 1 J.C.SOMMERS ASSOCIATES INC. ENGINEER'S STATEMENT Cliffwood Estates ' South Windsor, Connecticut I. PROJECT DESCRIPTION Cliffwood Estates is a proposed Zone A-30 single family subdivision to be located on ' eighteen (18) acres adjacent to Cliffwood Drive, Spinners Run, and Lawrence Road. Approximately 1500 feet of roadway will be constructed to serve eighteen (18) lots. The roadway will intersect Lawrence Road to the north, and tie in to the existing ' Cliffwood Drive cul-de-sac. The subdivision will be serviced by public water and public sewers through extensions from Spinners Run. In addition, a sewer hookup ' will be provided at the northerly end of the existing Cliffwood Drive for possible future service to those homes, as well as an extension to allow the two properties on Lawrence Road, which are adjacent to the proposed road,to connect. ' II. DRAINAGE STATEMENT ' Presently the site is wooded with no formal drainage system. A small brook begins to form off the southeastern property corner. All flows generated on the property drain into this brook. A natural drainage swale along the southern portion of the ' site assists in draining the site to the brook. The proposed drainage consists of a stormwater sewer system to collect runoff from ' about 70 percent of the 18 acre site as well as 5.5 off-site acres. The drainage system will carry all runoff to an off-site detention basin where flows will be returned to the ' natural brook into which they presently drain. The remainder of the site will be drain naturally to the brook. ' This project will use the detention basin designed as part of the adjacent Mountain View Estates Subdivision. Although the basin has sufficient storage capacity, modifications will be made to the outlet pipe and emergency spillway to minimize effects of development on peak runoff rates. III. IMPACT ON WETLANDS ' There are a total of 4.9 acres of wetlands on the property,Y> of this, approximately 0.05 acres will be disturbed by construction of a driveway on lot 16,and storm ' drainage along lots 10 and 11. Approximately 80 cubic yards of fill will be placed in the wetlands for construction of the driveway and drainage. Construction is t expected to take one year to complete. No other impact on the wetlands is anticipated. The lots were laid out with the intention of constructing homes without incursion into wetland areas. ' J.C.SOMMERS ASSOCIATES INC. DRAINAGE CALCULATION t ' J.C.SOMMERS ASSOCIATES INC. STORM DRAINAGE REPORT CLIFFWOOD ESTATES SUBDIVISION ' The design of the storm sewers for Cliffwood Estates Subdivision consists of the installation of storm sewers within the proposed roadway that discharge to an existing detention basin adjacent to the subdivision. The storm sewers are designed for a 10 year design storm. The detention basin is designed for a 100 year design year. The storm sewer calculations are included herein. The detention basin calculations were prepared as part of the original subdivision design on the property. The detention basin handles storm water runoff from the Mountain View Subdivision,in addition to the proposed subdivision. The revisions to the design plans for the original development on the site will result in a small decrease in storm water ' runoff to the detention basin. This change is due to the elimination of approximately 400 If of roadway that previously was designed to drain to the basin. This change is very small compared to the overall drainage area for the detention basin, and will not affect the ' overall design of the detention basin or outlet structure. Therefore, the original calculations for the detention basin have not been revised and are still pertinent for the design of the basin. The calculations are enclosed herein. co N/F DAR" FIILL F, LTY INC. z e iD / 1 / x UMB RFI G IDRI Tn a ZP ICI N m a Poop -. t doo JJ9.9 D I10111U1101111111111 ' J.C.SOMMERS ASSOCIATES INC. t DETENTION BASIN CALCULATION JOB A.R. More ' direct access from other lots is available. -Curve reversals not abrubt J.C.SOMMERS ASSOCIATES INC. Elements of Design 163 HORIZONTAL ALINEMENT Theoretical Considerations For balance in highway design all geometric elements should, as far as economically feasible, be determined to provide safe, continuous operation at a speed likely under the general conditions for that ' highway or street. For the most part this is done through the use of design speed as the overall control. In the design of highway curves it is necessary to establish the proper relation between design speed and ' curvature and also their joint relations with superelevation and side friction. Although these relations stem from the laws of mechanics, the Actual values for use in design depend on practical limits and factors 'determined more or less empirically over the range of variables in- volved. These limits and factors are explained below with determina- tion of logical controls for highway curve design. When a vehicle moves in a circular path, it is forced radially outward ' by centrifugal force. The centrifugal force is counterbalanced by the vehicle weight component related to the roadway superelevation or the side friction developed between tires and surface or by a combination ' of the two. From the laws of mechanics, the basic point mass (curve) formula for vehicle operation on a curve is the following. ' e + f _ 0.067V2 _ V2 R 15R' where: e = rate of roadway superelevation, ft/ft; ' f = side friction factor; V = vehicle speed, mph; and tR = radius of curve, ft. The value of the product of in this equation is always small. As a result. the (1 - ef) term is normally omitted in highway and street designs, thus providing slightly more conservative values. When a vehicle travels at constant speed on a curve supereeevated so that the f value is zero, the centrifugal force is balanced by the weight component of the vehicle and, theoretically, no steering force is re- quired. A vehicle traveling faster or. slower than the balance speed develops tire friction as steering effort is applied to prevent movement 10WN Sfq C O C U 9 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 Sox.co AREA CODE 203/644-2511 March 8, 1995 Town Clerk Town of Ellington 55 Main Street CERTIFIED MAIL Ellington, CT 06029 Dear Madam/Sir: Re: Notice to Adjoining Municipalities In accordance with Connecticut General Statutes concerning notification to municipalities regarding Inland Wetlands Agency/Conservation Commission applications that could affect the abutting town, we hereby notify you of the application submitted by L. The Town of Ellington has been notified of this pending application (by the Town of South Windsor) in accordance with Connecticut General Statutes . 2 . This site was the subject of application #87-530, Cliffwood Estates which was approved by the Inland Wetlands Agency/Conservation Commission on June 20, 1988 . A number of extensions were approved subsequent to the original approval . The existing approval of application #87-530 expires on May 11 , 1995 . 3 . This new application (#95-09P) represents the same number of lots as the previous approval . The lot configuration, road layout, and drainage system has been altered. 4 . The application form, item M, indicates that the total land area of the project is 18 acres and the percentage which is wetland is 0 . 003% . The Engineer' s statement indicates that there are 4 . 9 acres of wetlands . This would be about 27 percent as wetlands . The application form should be revised to reflect this . 35, . It would appear that they are proposing to modify the off-site detention basin located in the adjacent Mountain View Estates Subdivision. This activity will take place in a regulated area and it does not appear to be identified as regulated activity on the application form. It would also require permission by the owner of the property or the owner should sign onto this application. This should be addressed. 6 . The Engineer' s report states, "a small brook begins to form off t1e southeasterly property corner" . This is not shown on the plans nor is the 80 foot regulated area typically associated with a watercourse. (This would be in the vicinity of lot #9 . ) It also appears as though there may be an intermittent watercourse Elizabeth A. Warren - 2 - March 15 1995 Application #95-09P associated with lots #14 and #15 . Additional documentation should be submitted with regard to the possibility of intermittent watercourses on this property. 7 . The wetland boundaries appear to have been field located. A report should be submitted by the Soil Scientist and the limits, as shown on the plans, should be verified. 8 . The previous plans made reference to "significant trees" which should be protected. The existing and proposed tree line should be included on the current plans; and the plans should identify "significant trees" . 9 . The limits of clearing should be established in the field, and inspected by Town Staff, prior to cutting trees on this site. This should be noted on the plans . 10 . Stump deposition should be addressed on the plans . Stumps should be chipped on site, or removed. They should not be buried on the property. 11 . Soils delineation has been shown on the plans "as per Hartford County Soil Survey" The specific soil type for each area delineated on the plans has been omitted. It would appear that the soils delineation per Hartford County Soil Survey would be in conflict with the wetlands boundaries as shown. (Non-wetlands soil types shown in wetland areas and wetland soil types shown in non-wetland areas . ) 12 . Note #14 , on sheet 3 of 9 states , "underdrains to run on one side of subdivision road for full length" . Previous plans called for underdrains to run on both sides . This should be evaluated and underdrains should be included on both sides if deemed necessary. 13 . Groundwater information should be provided for this application. 14 . The 90 ' x 90 ' buildable square, free of regulated areas , has been shown for lots #15 and #16 . They should also be shown for lots #11 through #14 . 15 . Proposed house locations, proposed grades and appropriate information for the overall house construction on each lot should be shown on the plans . This will probably result in additional regulated activities which should be represented on the application form Soil erosion and sedimentation control measures should be included for the development of each lot . A detailed sequence of construction should also be included on the plans . 16 . Topsoil stockpile areas should be included on the plans ; and appropriate soil erosion and sedimentation control measures should also be shown on the plans for the stockpiles . The previous plans represented a conservation easement to be included on lots #11 through #17 . This should be considered as lh Elizabeth A. Warren - 3 - March 15 1995 Application #95-09P fy s part of the review of this application. (A snow fence was also to be placed along the conservation easement during construction. ) 18 . Additional information is needed for the proposed driveway on lot #16 . Grading should be shown on the plans; as well as a detail for the construction of the driveway. The soils in this area are marginal and filter fabric should probably be considered. 19 . The plans should include the location of the 100 year flood (if appropriate) or a note should state that the property is not included in the 100 year flood zone. 20 . Revised plans, and additional information, should be submitted to Town Staff for review prior to presentation of the application to the Commission. The deeds shall indicate that the prospective buyers have been informed as to the location of the regulated areas . 9 . Delete the proposed detention basin and stormwater system going to the proposed basin. 10 . Sedimentation structure and detail shall be added to the final plans . 11 . It was determined by the Commission that the drainage ditch located on the south side of Deming Street (as substantiated by John Ianni, Soil Scientist) is not to be considered or shown on the final plans as -an intermittent watercourse. -Very truly yours, Elizabeth A. Warren, Chairman Re: Cliffwood Estates South Windsor Application#95-09P JCSA Project No. 87-1418-1 Dear Ms. Warren: We are writing in response to comments made in a memo dated March 30, 1995 from John E. McCahill, Zoning/Wetlands Enforcement Officer, to you. Our responses to each like numbered comments are as follows: 1. The Inland Wetland,Watercourses and Conservation Application,Item M, has been corrected to 4.9 acres and 27%. 2. We have expanded on the activities in Item H to more fully explain the inquiry. The detention basin is within the open space area owned by the Town of South Windsor, and the applicant will seek permission to perform the work during the presentations before the Commissions. 3. We referred back to the original subdivision file (1985-1986), and could find no specific reference, by the soil scientist,to any brook formation in the vicinity of Lot No. 9. The existing land form in that area slopes to the southeast, but that is the extent of the conditions. The same holds true for the area in the vicinity of Lot Nos. 14 & 15,where the landform is a gentle slope to the southeast. In addition, there is no definition that currently exists concerning what is an intermittent watercourse. This is a highly subjected opinion that varies greatly in its interpretation. 4. The wetlands boundary was field located by Mr. Lewis Ilgen for the previous (1986) application, and his certification has been added to the current plans. 5. The term "significant trees" that was referred to in the previous (1986) project cannot be substantiated as what would be considered "significant". Certainly the entire site is wooded, with a variety of trees, and it is the owner's desire that as many trees as possible be preserved. The best way to do this, is on a lot by lot basis during 25 Terrace Drive • Vernon,Connecticut 06066-2416 • (203) 872-2703 • Fax(203) 872-7163 Wastewater • Water Supply • Hazardous Wastes • Environmental Assessment • Civil Engineering • Surveying J.C.SOMMERS ASSOCIATES INC. Ms. Elizabeth A. Warren, Chairman April 4, 1995 Page 2 the building permit stage, where the Town has the opportunity to review and approve the lot clearing operations, based on the desired house location suggested by the owner/builder. 6. This item relates to the previous item. During the construction of the subdivision road, only trees within the roadway and grading limits will be cleared. During the construction of the homes, each lot can be individually reviewed as to limits of clearing. 7. The plans have been revised to show specific soil types for each soils delineation. It is common practice to utilize the S.C.S. soil surveys for delineating soil types on development plans when required by the towns. These soil survey maps are a very small scale, and it has been our experience, that the soil types never coincide with the field located wetlands boundary. Since the field located wetlands is the most accurate condition, then the soil types should.be viewed as a general, for information only, use. 8. It has been mutually agreed with the Town Engineer, that an analysis of the groundwater and soil conditions, for the purpose of determining the need for dewatering the roadway subbase would be made, following the installation of the roadway utilities. At this time, additional information will be collected on the groundwater conditions as needed. 9. The application has been modified to reflect minor grading and installation of roof leader/footing drain discharge pipes into wetlands buffer area on the necessary lots. 10. The plans designate lots on the westerly side of the roadway where topsoil could be P g Y Y P stockpiled. There are details on the plans that show recommended sedimentation measures for the stockpiles. 11. It is the intention of the owner/applicant to discuss the configuration of the conservation easement with the Commission. The placement of a snow fence was a condition of the previous application, and since nearly ten (10)years has passed, it is the owner/applicant's wish to discuss this matter also during the presentation to the Commission. 12. The proposed development does not fall within the 100 year flood zone, in fact, the closest 100 year flood zone is nearly one mile away. We have, however, placed a note on the plan accordingly. J.C.SOMMERS ASSOCIATES INC. Ms. Elizabeth A. Warren, Chairman April 4, 1995 Page 3 13. I informed Michele that we would like to be removed from the Agenda for the April 19, 1995 meeting, so that we can wrap up all the other items associated with the wetlands phase of the project. I want to let you know where we are with various aspects of the project details, so that you can be prepared to respond to them at the first meeting in May. We were able to contact Mr. Lewis W. Ilgen, the Certified Soil Scientist, and we met him on site last week to review the site conditions. We found some of the original wetlands flags from the 1987 field survey, and through the original recorded field location notes,we reproduced the rest of the wetlands flags. We are quite confident that our re-flagging is accurate because we found the knots for most of the original flags when we tied new flags on the branches of the trees and bushes. Mr. Ilgen will conduct his field review this week, and issue an updated report, along with copies of his original report, since, as you recall, none of us could find copies of the original report. You will have his reports prior to the May meeting. Jerry Iazzetta is visiting our office on Thursday,April 20, 1995 to go over the drainage and detention basin capacity analysis. Since the detention basin is within the regulated area, our meeting with Jerry could generate some additional information that you would have to review. 25 Terrace Drive • Vernon, Connecticut 06066-2416 • (203) 872-2703 • Fax(203) 872-7163 Wastewater • Water Supply • Hazardous Wastes • Environmental Assessment • Civil Engineering • Surveying J.C.SOMMERS ASSOCIATES INC. I then rechecked the site in March 1988 and submitted my two reports as part of the Guay Subdivision application that was eventually approved by the Town. I checked back into my files and was able to provide you with copies of those reports for the new application on this property. You indicated to me that you were able to replace my original flags through the original recorded 1987 field location notes, and found knots from some of the original flags that were tied to branches, when you reproduced the locations. I reinspected the site this month and found no change in the wetlands boundaries from my original field investigations. I therefore conclude that my two original reports are consistent with the site conditions I presently find on this property One final comment concerning the property is that the vegetation throughout the majority of land is consistent as a sloped forest area, and that there are no visible changes that would indicate that the land is wetlands or non-wetlands. The determination was made based on the observation of soil types taken from shallow hand dug excavations., consistent with established procedures. Sinc ely, Lewis W.
