BOATWORKS SITE PLAN
1. Application for a site plan amendment to add a 2,000 sq ft addition on existing
pavement directly behind the facility located at property on 620 Sullivan Ave, I zone.
2. Site size is 5.6 ac ac. It appears that all other zoning requirements have been met.
There are regulated wetlands on the property however, there is no activity proposed off of
the existing pavement, so an IWA/CC permit is not required.
3. This site is now a legally nonconforming use in the industrial zone. When PZC
reworked the Industrial and Industrial Park regulations in 1991, special use categories
such as this one were eliminated. Therefore, in order to expand the nonconforming site,
ZBA approval was required. ZBA approval was first received for an expanded site in
January 1996. The current plan that is before you now is different from the one that
received ZBA approval in January, however, so further ZBA action was necessary prior to
action by this Commission. The applicant received that ZBA approval on 10/4/96.
4. Public water and sewer are available and already service the site. WPCA approval
is not required; however there will be an additional connection charges assessed. The
applicant should contact the WPCA office for more details regarding the additional
connection charge.
5. The Architecture and Design Review Committee reviewed these plans and offered
the following comments:
- additional buffering should be added to the Troy Road side to increase the screening
- remainder of the building should be painted to match the first half
- if any new windows are proposed they should be reviewed by the ADRC
6. There are some existing pines that are dead in the buffer area- they should be
replaced. You will notice if you drive down Troy Road that this site is very visible from
Troy Road. With the exception of the dead trees, however, the buffer plantings are as
specified in the original site plan approval from 1989. Shortly after this site plan was
approved in 1989, the buffer regulations were modified to require that, among other
things, the field of view between abutting residential and non-residential uses shall be
obscured visually within five years time to such an extent that the activity on the abutting
lot is not immediately apparent. The buffer planting that currently exists for this site does
not meet this standard; however, there are also no residences in this area of Troy Road.
The question now is whether the Commission wants to require this site to conform to the
newer buffer requirements with this request for expansion. We are still holding a $2,000
landscape bond from the original approval.
If this application is approved, the planning department has the following modifications to
request:
• the key map should show the proposed addition,
• the zoning table should reflect the proposed addition(i.e., the building and impervious
coverages, and parking requirements)
• the ZBA letter should be reproduced on the plans.
There are no engineering comments on this plan
BOAT WORKS SITE PLAN
PLANNING DEPARTMENT COMMENTS
1. Key Map - site layout should show the proposed addition
2. Zoning Table- should be updated to reflect the proposed addition(i.e.,building
coverage,parking requirement)
3. Landscaping-Dead trees within the buffer area abutting Troy Road should be
replaced. Additional plantings should be added to adequately screen the outdoor storage
behind the building.
4.. General Comment-ZBA approval letter should be reproduced on the plans

From: Marcia A. Banach --rp

Zoning Enforcement Officer
Date: November 9, 1995
Subject: Boat Works, Sullivan Avenue
In response to your memo dated November 8, 1995, regarding a complaint received from the
owner of the above-referenced site, please be advised of the following facts relevant to Mr.
Krivickas' concerns.
Mr. Krivickas' site on Sullivan Avenue was granted a Special Exception for the operation of
the Boat Works company on December 19, 1989. At that time, sales and storage of boats was a
special exception use within the Industrial zone (in which the Sullivan Avenue site is located).
The approved site plan contained a boat storage area in the rear of the principal building (an old
tobacco barn), within which all boats were to be stored. The Planning & Zoning Commission
included an approval condition that, "Boat storage area behind barn must be adequately screened
to ensure reasonable non-visibility of storage area. No boats are to be stored outside the storage
area shown on site plan."
The Planning and Zoning Commission made changes to the Industrial Zone regulations in July
1991. Among other things, the Commission deleted many of the "special interest" zonin
amendments, including marine sales and storage. Mr. Krivickas' site is now a (legal
nonconforming site, and cannot be expanded unless ZBA approval is received for an expansion.
However, I am not aware of any application(s) made by Mr. Krivickas to either the PZC or the
ZBA for outdoor storage of boats on the front portion of his site, either before or since the PZC
revised the industrial zone regulations.
The new boat company on John Fitch Boulevard, the Boat Center, is located in a General
Commercial zone. Retail sales are allowed by right in the GC zone. Outdoor storage,
however, is not allowed by right; permission must be received from the Planning & Zoning
Commission for such storage. Shortly after the Boat Center located in this facility, my
department contacted the property owner and informed him of the need to acquire PZC approval
of the outdoor boat storage. The Boat Center owner has requested such approval, and will be
heard at the PZC meeting on November 14. If PZC approves the outdoor storage, the Boat
Center will be allowed to continue the outdoor storage within the constraints of any conditions
PZC may impose. If not, the Boat Center will not be allowed to continue the outdoor storage.

Mr. Krivickas

South Windsor, CT 06074 Planning & ZonIng Commission
Dear Mr. Krivickas :
Through Councillor Ryan, your inquiry as to why you could not have
outside boat storage, while a competitor could, reached this office.
We sought the input of the Zoning Enforcement Officer, and we have
received his reply.
You were granted a Special Exception for the operation of the Boat
Works on December 19 , 1989 . At that time, sales and storage of
boats was a special exception use within the Industrial zone ( in
which the Sullivan Avenue site is located) . The approved site plan
contained a boat storage area in the rear of the principal building
(an old tobacco barn) , within which all boats were to be stored.
The Planning & Zoning Commission included an approval condition
that, "Boat storage area behind barn must be adequately screened to
ensure reasonable non-visibility of storage area. No boats are to
be stored outside the storage area shown on site plan. "
The Planning and Zoning Commission made changes to the Industrial
zone regulations in July, 1991 . Among other things, the Commission
deleted many of the "special interest" zoning amendments , including
marine sales and storage. Your site is now a legal non-conforming
site, which can riot be expanded unless Zoning Board of Appeals
approval is received for expansion.
The Zoning Enforcement Officer is not aware of any application(s )
made by you, to either the PZC or the ZBA for outdoor storage of
boats on the front portion of your site, either before or since the
PLC revised the Industrial zone regulations .
The new boat company on John Fitch Boulevard, "The Boat Center" , is
located in a General Commercial zone . Retail sales are allowed by
right in the GC zone . Outdoor storage, however, is not allowed by
right; permission must be .received from the Planning & Zoning
Commission for such storage . Shortly after the Boat Center located
in this facility, the Zoning Enforcement Officer contacted the

property owner and informed him of the need to acquire PZC approval
for outdoor boat storage . The Boat Center owner requested such
approval , and will be heard at the PZC meeting on November 14th. If
PZC approved the outdoor_ storage, the Boat Center_ will be allowed
to continue the outdoor storage within the constraints of any
conditions PZC may impose . If not, the Boat Center will not be
allowed to continue the ouL-door storage.
We trust the foregoing answers your recent inquiry. Should you
wish additional information, you may want to contact the Zoning
Enforcement Officer, Jeff Folger, directly.
Cordially,

RE: Appl. 96-60P, Site Plan for Boatworks Addition
CC: Joe Carino, Chairman, ZBA
Number of pages including cover sheet:
Message
Per our discussion following the Architectural and Design Review Committee
meeting on 9/5, 1 reviewed your submitted site plan with the Zoning Board of
Appeals Chairman, Joe Carino. We compared the site plan submitted to PZC
with the plan submitted with your variance application and approved by the
Zoning Board of Appeals in January 1996. The plan submitted to PZC has the
proposed building addition in a different location than the addition approved by
the Zoning Board of Appeals. Mr. Carino indicated that the variance approved in
January does not extend to the proposed addition as shown on the site plan
submitted to PZC in August; therefore, before PZC can act on this application, a
new application to ZBA is necessary.
The next ZBA meeting is scheduled for October 3. The cutoff date for filing
applications for the October ZBA meeting is September 13. We will continue
your PZC application in a pending status until after the October 3 ZBA meeting
unless we hear from you otherwise.
