This property is located within the initial setback area of our Kupchunos future wellsite as delineated by our Department of Environmental Protection approved Level B aquifer map. This project is also located adjacent to this future wellsite. Therefore we are very concerned with any activities that could impact this important future drinking water supply source. I have reviewed the site plan entitled'Fieldstone Subdivision'prepared by Fuss & O'Neill Inc. dated 8/14/96 and would like to offer the following comments. 1. The prospective homeowners for lot#'s 10-12 should be made aware that their property abuts a future wellsite property. We recommend a 25 foot conservation easement area be established at the rear of these three lots to provide additional protection to our property. All development activities, including tree clearing, should be prohibited within the conservation easement area. This should be noted on the site plan and in the deeds to these lots. All prospective homeowners within this subdivision should be made aware that the dumping of any materials/chemicals onto the ground or into the storm drainage system is prohibited. 2. Underground fuel storage tanks should be prohibited on this site. This should be noted on the site plan and deeds to the individual lots. 3. The sediment chamber must be maintained for it to function properly. It should be noted on the site plan who will be responsible for the long term maintenance of this structure. 4. CWC's Northern Region office will need to review the plans concerning the location of the water main. Y Source protection is a vital concern of The Connecticut Water Company and we appreciate the opportunity to comment on proposals that may affect our sources of supply. Sincerely, Cindy F. Folger Zoning/Wetland Officer Town of South Windsor Re: Review of Fieldstone Subdivision, Sullivan Avenue South Windsor dated 8/14/96. I have reviewed the site plans for the proposed Fieldstone Subdivision with the following comments: 1. The construction sequence calls for erosion controls to be placed around catchbasins. This should be shown on the conservation plan also. 2. Additional silt fence should be installed along the southern property boundary abutting the Grant property to minimize possibility of sediment impacts to that property. 3. The application calls for the stormwater discharge structure to be located partially on abutting property. The land owner of that property must also sign the wetland application. 4. The stormwater outlet structure should address stormwater quality as well as quantity or velocity. Biofilters should be incorporated in the design of the outfall to be the first line of defense in minimizing impacts of nutrients, hydrocarbons and heavy metals. cc. Town Engineer Town Planner IWA/CC RSK Kellco MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer f Date: September 10, 1996 Re: Review of the proposed Fieldstone Subdivision, Sullivan Avenue. Plans dated 9/6/96. The project is create a 14 lot single family subdivision. Proposed regulated activities include locating a stormwater outfall in a wetland area. The proposed disturbance will be 700 sgft or .016 of an acre. Site: The site is located in the Podunk River watershed. The parcel is comprised of 9.65 acres. Currently the site is being used as an agricultural field and so is probably 95% cleared and is dominated by grasses, clover, and alfalfa. The wetland area in the southwest corner of the property originates from subsurface water and directed runoff from the site and the Ag field to the south. This area slopes gradually to the Podunk River flood plain. The wetland where the proposed activity is to take place is dominated by jewelweed, Viburnum spp., and dogwoods along the property line and grass where the wetland joins the floodplain. The wetland boundaries appear to be accurate. Major functions of this wetland area would be nutrient and sediment trapping, wildlife habitat, and flood storage. The proposed stormwater outfall is planned to extend into the wetland to reduce the potential for erosive scour as water leaves the spreader. Detention is not planned on the site as due to it's location in the watershed. The Town Engineer has concurred with this conclusion. Erosion controls appear to be adequate to contain sediments from construction activities. Impacts: Impacts caused by the proposed activity should be minor and short term. Loss of wildlife habitat, and nutrient trapping would be the functions impacted most by the activity. Proposed plantings along the channel should act as a biofilter to reduce pollution impacts to the system. The area is productive enough that existing vegetation should reestablish itself fairly quickly once the area is stabilized. Overall long term impacts to the wetland system and the watershed should not be significant. e O,MN 3fq< O c v -own 0-11e S-OtdA ?And4at ti 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 gpR,pp AREA CODE 860/644-2511 September 25, 1996 Bruce Kelley CERTIFIED MAIL RSK-Kellco, Inc. 1744 Ellington Road South Windsor CT 06074 Dear Mr. Kelley: Re: Appl #96-58P, Fieldstone Subdivision At the September 18, 1996 regular meeting, the Inland Wetlands Agency/Conservation Commission approved application #96-58P, IWA/CC permit for a subdivision of 14 lots to be known as "Fieldstone Subdivision" on 9.65 acres located on the westerly side of Sullivan Avenue and southerly of Sand Hill Road, A-20 zone (Assessor's map #76, parcel #20) as shown on plans prepared by Fuss & O'Neill, Inc., Job Number 96-284A1 and dated August 14, 1996.
