Request for minor site modification to the building located at 262 Ellington Road. There was a site plan previously approved for this site under the Industrial zone; the zone has since been changed to I-291 Corridor Zone. It is our understanding that the applicant is proposing a new location for the dumpster and roof air conditioning units for his printing business. 2. The proposed dumpster location will result in the dumpster being screened by the building itself, under the I-291 zone, this is an appropriate means of screening. 3. Section 9, Architectural & Design Review, does require screening of roof hardware or placement where it is not visible from a public way. This has generally not been an issue because we have not had an elevated roadway like I- 291 to look down upon roofs. In this case, the entire roof of this building can be seen from I-291, so there is no place to locate the air conditioning units on the roof where they will not be seen from I-291. Screening appears to be very difficult because of the large difference in elevation between I-291 and this existing building. This needs to be resolved. 4. The Commission also needs to be aware when this applicant returns for site modifications to transform the overhead doors into loading docks, that the I-291 zone contains a provision that loading docks shall generally not be visible from I- 291. Once again, due to the existing configuration of this building, the placement of the existing overhead doors will result in loading docks that are visible from I- 291. This also should be resolved now. 5. If this application is approved, Planning Dept. has no requested approval modifications. The meeting is at 7:30 p.m. As we discussed, be sure to talk with them about a time frame for constructing the concrete pad and screening for the dumpster; and about the hardware screening requirement for the air conditioning equipment on the roof. I also recommend mentioning to them that you will probably be returning sometime next year for loading dock modifications, so they won't be surprised when it happens. Presuming that all goes well next Tuesday night, we will then issue to you an approval letter shortly after the meeting.
