Request for subdivision to create three building lots on an existing parcel located on the easterly side of Abbe Road, northerly of Maskel Road, A-20 zone. The site acreage is 10.39 ac.. The applicant is proposing three frontage lots and leaving the remaining 7.5 acres as "not a building lot". It appears that all zoning requirements have been met. 2. This is the property which has been the subject of many previous approvals. There is currently a conditional subdivision approval on file in the Town Clerk's office for 27 lots on a total of 35.8 acres of land. This was approved on 10/25/94 and will expire on 10/25/97. If the Commission approves this resubdivision and plans go on file in the Town Clerk's office, then the previous subdivision approval will become null and void. 3. There are two new driveway cuts proposed onto Abbe Road. The two northern most lots will have a shared driveway. All three driveways show a turnaround as required in the regulations on a minor collector street. 4. The properties will be serviced by public water and public sewer. WPCA approval is required. This will require the recalculation of a sewer assessment. The clean-out detail requires a 60 degree bend. 5. There are no 100 year flood-plain on the property. There are regulated wetlands on the property. The applicant has appeared before the IWA/CC and has received approval. One of the conditions of approval states that this approval supersedes any previous wetlands approvals on the property. If this application is approved, the Planning Dept. has the following additional modifications to request: - reference to Parcel A on the key map should be eliminated. There are no engineering comments on the plans. COVEN MOUNTAIN RESUBDIVISION Planning Department Comments Key Map 1. reference to Parcel A should be deleted and correct property owner should be shown WPCA WPCA approval is required. I am concerned about both surface water runoff from the driveway of lot 1 adversely impacting the neighboring property to the south. Additional sediment protection should be added along the southern property boundary. 4. The plans show a portion of the proposed water runoff from lots 2 and 3 flowing to the driveways between the houses. This situation could pose a problem during weather where icing could occur. 5. MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer Date: January 7, 1997 Re: Review of the proposed Coven Fieldstone Subdivision, Sullivan Avenue. Plans dated 1/7/97. The project is create a 3 lot single family subdivision. Proposed regulated activities include constructing two driveways across an existing wetland area. The proposed disturbance will be approximately 4000 sqft or .9 acre. Site: The site is located in the Podunk River watershed. The parcel is comprised of 10.4 acres. Currently the site is forested with areas of disturbance associated with dirt access roads throughout the property. This site has a preapproved 25 lot subdivision in the files. The wetlands run in a band from north to south along the road frontage of the parcel. They exist primarily due to groundwater breaking out at the to toe of the slope adjacent to Abbe Road. The area is isolated from the Podunk River drainage to the south west. The plants present consist of jewelweed, Viburnum spp., and dogwoods. Previous construction activities have destroyed the wetland band at the midpoint of the frontage and storm drainage installed has dried the area considerably. The wetland boundaries appear to be accurate. Major functions of this.wetland area would be sediment trapping, and limited wildlife habitat. Stormwater is planned to drain to the road along the driveways. Impacts: Due to the marginal functions and past construction practices, the installation of driveways in this area would not significantly effect the surrounding ecosystem. Minimum tree clearing would minimize wildlife impacts. The already approved plan shows a detention basin in the wetland area of lots 2 and 3. This proposal would have less impact to the remaining wetland areas than the approved plan. I am concerned however, that provisions be made for stormwater to be channeled away from adjacent properties. Especially the residential property to the south of lot #1. Overall long term impacts to the wetland system and the watershed should not be significant. MEMORANDUM TO: Marcia A. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer DATE: February 13, 1997 RE : COVEN MOUNTAIN 3 LOT SUBDIVISION At the request of the Planning & Zoning Commission, we have again reviewed the proposed subdivision with regards to the stormwater runoff . The applicant proposes underground storage for stormwater from the roofs and the foundation drains of the proposed houses . The only increase in stormwater runoff is from the proposed driveways . It was our opinion that to require either improvements to the existing storm system in Abbe Road or require detention for the driveway runoff would be costly and present a burden to the applicant . If the Planning & Zoning Commission feels that detention for the stormwater runoff from the driveways would not present a burden to the applicant, we would recommend that this be implemented. This approval is subject to the following modifications: 1. This approval is for 3 lots, numbered 1 through 3. 2. Drainage and construction for this subdivision is subject to the approval of the Town Engineer. 3. All lots shall be serviced by the Town of South Windsor sanitary sewer system and are subject to the approval of the Water Pollution Control Authority. 4. Water shall be supplied to this subdivision by the public water. 5. This application is subject to the conditions of approval of the Inland Wetlands Agency/Conservation Commission. 6. Prior to commencement of any site work, a preconstruction meeting must be held with Town Staff. 7. All plans used in the field by the developer must bear the stamp and authorized signature of the Town of South Windsor. 8. All easements for conservation purposes, drainage or utilities, that may be required in connection with the approval of this subdivision, must be submitted on standard Town easement form where appropriate, to this Commission prior to filing the mylars and issuance of building permits. All deeds for open space, public improvements and roadways must be submitted prior to request for Town acceptance; all deeds must be in accordance with the policy for accepting deeds and must be approved by the Engineering Department and Town Attorney. 9. Footing drains are required for each house. Prior to the building of any structure on a lot, a topographic map, drawn to a scale of 1" = 40', shall be submitted for each lot in the subdivision, showing proposed contours, elevations and the location of the footing drains. No building permits will be issued until the proposed contours, floor elevations and location of footing drains have been approved by the Town Engineer. 10. If, for any reason, finished grading and other individual lot site work is not completed, the Town Engineer shall determine the amount of a cash bond to ensure final grading and site work. This cash bond must be submitted prior to issuance of a Certificate of Occupancy. 11. Quantity estimates must be submitted to the Town Engineer (on the enclosed form) for the purpose of determining subdivision bonding, and all bonds shall be posted prior to filing the plans. If the developer chooses to submit a Letter of Credit for a one year term, in lieu of a surety bond, said Letter of Credit must be renewed on a yearly basis until completion of the development. If a new Letter of Credit has not been received within 30 days before the expiration date, the Commission may, at its option, call the Letter of Credit it is holding. 12. A drainage assessment fee in the amount of$150 shall be submitted to this Commission. 13. No building permits will be issued until all modifications have been complied with, and the final plans have been filed in the Town Clerk's office. 14. Existing storm drainage in Abbe Road is inadequate. Additional stormwater runoff from new subdivision lots will further overburden the system. Therefore, the applicant is required to replace approximately 150 linear feet of 18" drainage pipe with 24" pipe. The estimated cost of this improvement ($13,200) is to be placed by the developer into an escrow account, to be utilized at such time as the additional land behind this subdivision is developed and more extensive stormwater drainage is required. If a more extensive stormwater system is not installed in five years from the date of subdivision approval, the escrow account funds shall be utilized to construct the incremental stormwater improvement. 15. A drywell is required for each driveway. Black and white transparent mylars of Sheet 2 with the above modifications, together with three blueprint copies of the entire set of plans must be submitted to this Commission within 30 days to be stamped and signed. The letter of approval of this Commission, Inland Wetlands Agency/Conservation Commission as well as WPCA must be reproduced on the mylars. After the mylars have been signed by the commission, they will be returned to you for filing in the Office of the Town Clerk by June 28, 1997. FROM: Mel Stead RE: Maskel Road(Coven Mountain) I recently drove up to the cul-de-sac at the north end of Maskel Road. This was the location that had been proposed as an access road to Coven Mountain and connection to Vicki Lane. New homes have now been constructed along Abbe Road with driveways out to Abbe. The roadway bed remains from Abbe Road east into the property and an opening from Maskel Road cul-de-sac north into the property exists with brush piled in it. The letter of approval to Maple Leaf Construction, June 5, 1997, does not address the ultimate outcome of the existing disturbed area previously named Vicki Lane nor does it address the access drive at Maskel Road. I would like to see if we can have the Maskel Road area restored to its previous condition or have it protected to eliminate this dumping.
