Dear Sirs : This is to notify you that the two year temporary and conditional permit approved by the Zoning Board of Appeals will expire in November 1996 . If you wish to continue this use it will be necessary for you to contact the Planning Department at the South Windsor Town Hall regarding changes in the temporary and conditional permits . Thank you. Very truly yours, l(lplh Lu c 1eborah W. Reid Recording Secretary Zoning Board of Appeals cc : Jeff Folger Zoning Enforcement Officer MILL ON THE RIVER T & C FOR EMPLOYEE PARKING PH 1/28/97 1. Request for renewal of a temporary and conditional permit granted by the Zoning Board of Appeals to allow employee parking for the Mill on the River restaurant across Route 30 on the residentially-zoned premised at 970 Elliington Road. ZBA originally granted a one-year T & C for employee parking for 35 employees in November 1989, and renewed the T & C in 1990, 1992 and 1994 for two-year periods. 2. The wording of the T & C permit regulation is that, "Temporary and conditional permits may be granted by the Commission for a use which is not specified elsewhere in these regulations for a period not to exceed two years. Such approval may be given after a Public Hearing if, in the judgment of the Commission, the public convenience and welfare will be substantially served, and the appropriate use of neighboring property will not be substantially or permanently injured, and traffic and other hazards will not result from such use." Parking as a use is specified within the zoning regulations as accessory to a specific use. 3. Staff have been and continue to be concerned about pedestrian traffic crossing Route 30 on the curve. We would also note that, during the busiest times such as at Christmas time, there are vehicles parking along the grass at the Mill, as well as along Ellington Road and Beldon Road. While staff has no problem with the location of the restaurant itself, and are very happy for the owners' success, it does appear that the parking situation needs to be addressed with a permanent solution that hopefully avoids pedestrian crossing of Ellington Road. Our suggestion is that, if the two-year T & C is renewed, the Commission include a condition to this effect. jj C TVA ,, , 4j...,.,. Cvt.-ill rp:r,,. i . ne' ;•_' :wt-i-. .,._ ca, v4". ` :,«yam `tiv2 Sp'NN Sfq( o - c U I. l 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 lkroSOR cONP`` AREA CODE 860/644-2511 January 31, 1997 CERTIFIED MAIL Helmar Wolf and Arturo Guerra The Mill On The River Restaurant 989 Ellington Road South Windsor, CT 06074 Gentlemen: Re: Appl #96-79P, Temporary & Conditional Permit/Employee Parking At the January 28, 1997 meeting of the South Windsor Planning & Zoning Commission, your request for a two year temporary and conditional permit to allow parking for 35 employees on property located at 970 Ellington Road (Podunk Farm), A-20 & FP Zones has been granted subject to the following terms and conditions: 1. We have sent a communication to Robert Tworkowski at the Connecticut Department of Transportation inquiring as to whether or not the state would entertain some sort of pedestrian-activated caution lights and/or signage. We have not yet received a response. We're also exploring options for development of a permanent parking lot and other uses for the Podunk Farm. At this juncture it appears the simplest resolution to the permit issue is submission of a zoning amendment, embodied within the parking regulations. We have also looked at concept layouts for a more formal parking arrangement. I will be submitting a draft of the zoning amendment to the Planning Department in the very near terra.
