Re: Appl #92-50P, Avery Meadow Zone Change and General Plan of Development
In accordance with the Stipulation for Judgement dated June 14, 1995, issued by the Superior
Court, Hartford, CT (docket #CV 93-05256905), please be advised that the Planning and Zoning
Commission hereby approves the above-referenced application for a zone change to Designed
Residence Zone and General Plan of Development for property located at 995 Avery Street, to be
known as Avery Meadow. This approval is based on plans prepared by Design Professionals,
Inc., Job No. 90-522, dated April 11, 1991 as revised, and is subject to the following
modifications:
1. Approval is for 22 single family units. Ten percent of the units (2 units) must be affordable
units per South Windsor Moderate Price Housing Program. The affordable units must be
dedicated to the Program by deed restriction and/or in such other manner as the Town may
require.
2. The affordable units shall be evenly dispersed throughout the development, and must be
dispersed throughout each individual phase. Generally, no affordable unit shall be located
adjacent to another affordable unit. Affordable units shall not be apparent by exterior
appearance, and shall comprise a variety of unit types. Affordable units must also be
representative of the number of bedrooms of the market rate units.
3. Affordable units must be constructed at least at the same rate as market units. (For example,
when a phase is 50% complete, at least 50% of the required affordable units for that phase
shall be completed.
4. Special Exception and Site Plan of Development approval are required prior to construction,
per Section 4.5.5.d of the zoning regulations.
5. Water Pollution Control Authority approval is required.
6. The modified landscaping plan was approved on November 14, 1995, with the condition that
additional landscape bonding is required, to be held until the Commission determines the
adequacy of the buffer subsequent to planting. If the buffer plantings are determined to be
inadequate to meet the zoning regulations, additional buffering will be required.
Within 90 days, a black and white mylar zone change map at a scale of 1" = 40', with a Class
A-2 certification, showing the distance and bearings of all boundary lines and acreage of the
property where the zone change was granted, with this approval letter reproduced thereon, must be
submitted.
V Black and white mylars of sheet #3 of the General Plan must also be submitted.

RE: Wetlands Delineation
16 acre parcel, Avery Street, South Windsor, CT
RES Job#969SWN2
Dear Mr. Alford,
Enclosed please find the "On-Site Soil Investigation Report" for the above-referenced property. At your
request I inspected the property for the purpose of field-delineating existing wetland or watercourse
boundaries according to the Connecticut Statutes. The areas which were the focus of the on-site
investigation were depicted on a 200 scale topographic map forwarded to me from your office. A spade
and auger were used to obtain soil samples. Samples were taken within two to three feet of the soil surface.
Two wetland areas were delineated on the property. The first wetland area (Wetland 1) is located in the
rear or western portion of the property and could be classified as a riparian wooded swamp - a perennial
stream runs through it (survey flags: WL 1-27; WL 100-130; WL 200-211). It is dominated by the
Wilbraham and Menlo very stony silt loams (Wt). The second wetland area (Wetland 2) is located on the
eastern portion of the property along its frontage on Avery Street (survey flags: WL,300-325). About half
of this area could be classified as a wooded swamp, the other half as a wet meadow. The dominant soil
type here is the Wilbraham silt loam(Wr).
An area identified as a "watercourse" was delineated starting at the western extent of Wetland 2 and
extending upslope approximately 120 feet. This area extends roughly 6 feet on each side of the survey
flags placed in the field (WT 001 - 004). According to the Connecticut statutes areas that.do not contain
wetland type soils but that are dominated by a wetland vegetative community(swamp, marsh, bog etc.) and
which exhibit wetland hydrology fall under the watercourse definition of the statutes. During the field
investigation groundwater seepage was observed within this area. This groundwater discharge was still
occurring five days following a substantial rainstorm.
Please contact me at my office if you have any questions on the above or are in need of further assistance.
Respectfully submitted,

SOIL MAP UNITS
Wetland Soils
Aquents (Aq). These are poorly to very poorly drained disturbed soil that have had two (2) feet or more of the
original soil surface excavated, filled or graded. The soils have a seasonal high groundwater condition and
are capable of supporting wetland vegetation.
Wilbraham silt loam (Wr). This series consists of deep. poorly drained soils formed in a coarse-loamy mantle
underlain by firm, compact glacial till derived from Triassic materials. They are nearly level to sloping soils
located in drainage ways and low lying positions on till plains, low ridges and drumloidal landforms. These
soils have developed in glacial till derived from reddish Triassic sandstone, conglomerate and shale with
some basalt.
Wilbraham and Menlo very stony silt loams (Wt). This mapping unit includes poorly drained Wilbraham and
very poorly drained Menlo soils. The soil series are in a complex and are not easily differentiated from one
another. For a description of the Wilbraham series see above. The Menlo series consists of deep, very
poorly drained soils formed in a coarse-loamy mantle underlain by firm glacial till. They are mainly level to
gently sloping soils located in drainage ways and low lying positions on till plains, low ridges and drumloidal
landforms. These soils have developed in glacial till derived from reddish Triassic sandstone, conglomerate
and shale with some basalt..
Upland Soils
Udorthents (Ud). These are well to moderately well drained disturbed soils that have had two (2)feet or more of
the original soil surface excavated or filled. This mapping unit was used exclusively in the western half of the
property.
Watchaug very fine sandy loam (Wg). This series consists of deep, moderately drained, loamy soils formed in
friable, glacial till. They are nearly level to strongly sloping soils on till plains, low ridges and drumloidal
landforms typically on lower slopes and in slight depressions. These soils have developed in glacial till
derived mainly from reddish Triassic sandstone, conglomerate and shale with some basalt.
Cheshire stony fine sandy loam (Ct). This series consists of deep, well drained soils that have
developed on glacial till. The till was derived mainly from reddish Triassic sandstone, conglomerate and
shale with some basalt. These soils occur mainly on gently sloping or undulating to hilly till plains.
The accompanying soil logs, soil map, and on-site soil investigation narrative were done in accordance with
the classification of the National Cooperative Soil Survey, USDA Soil Conservation Service and the
County Identification legend. The investigation was conducted and reviewed by the undersigned Soil

The areas which were.the..focus of the on-site
investigation were depicted on a 200 scale topographic map forwarded to me from your office. A spade
and auger were used to obtain soil samples. Samples were taken within two to three feet of the soil surface.
Two wetland areas were delineated on the property. The first wetland area (Wetland 1) is located in the
rear or western portion of the property"and could be classified as a riparian wooded swamp - a perennial
stream runs through it (survey flags: WL 1-27; WL 100-130; WL 200-211). It is dominated by the
Wilbraham and Menlo very stony silt loams (Wt). The second wetland area (Wetland 2) is located on the
eastern portion of the property along its frontage on Avery Street (survey flags: WL 300-325). About half
of this area could be classified as a wooded swamp, the other half as a wet meadow.
According to the Connecticut statutes areas that do not contain
wetland type soils but that are dominated by a wetland vegetative community(swamp, marsh, bog etc.) and
which exhibit wetland hydrology fall under the watercourse definition of the statutes. During the field
investigation groundwater seepage was observed within this area. This groundwater discharge was still
occurring five days following a substantial rainstorm.
Please contact me at my office if you have any questions on the above or are in need of further assistance.

Re: Proposed Subdivision Avery Meadow
Date: May 9, 1996
The project consists of creating a 22 lot design residence subdivision with an entrance off of Avery
Road. There are three cul-de-sacs planned on the 16 acre site. The proposal is to phase
construction into two phases. The first phase would extend just past the first cul-de-sac.
Site: The site is located in the Hockanum Watershed. Stormwater is to be managed with a
detention basin.
The building site is proposed to be in a remnant Ag field which at this time is in an early
successional birch forest stage with saplings averaging 1 to 3 inches in diameter. The field is on a
fairly uniform 5 to 7% slope. A more mature red maple dominated stand bounds the open field to
the south with a mature stand of maple/ash forest to the west.
The wetland boundaries shown appear to be accurate. The western third of the property is made
up of a forested wetland type. This area is outside of the proposed developed site. The south
eastern corner of the site is comprised of an emergent wetland type dominated by cattails and
canarygrass. This wetland is fed by a watercourse running west to east. The watercourse starts
from a ground water seep breaking out of the slope. There is not a well established channel
associated with the watercourse. Dominant vegetation present is jewelweed with very little else
present in the understory. There is no discernable hydraulic connection from the large wetland to
the west and the watercourse.
Impact: Lots 8, 11, and 12 show proposed grading in the 40 foot buffer area. I would expect
little or no impacts to the wetland system to the west by activities associated with these lots. Lots
5 and 6 are also proposed to have houses built within the 80 foot buffer to the watercourse on the
southwestern corner. The closest distance to the watercourse from a structure is 40 feet. I do not
feel that the placement of houses in this area would have a significant impact on the watercourse.
The emergent wetland to the east provides some area for biofiltering.
The upland soils in the area of construction are mapped as Cheshire fine sandy loam 3 to 8 percent
slopes, and Narragansett silt loam 3 to 8 percent slopes eroded by the Hartford county Soil Survey.
The erosion hazard for these soils is listed as medium and severe respectively. Erosion control
must be strictly maintained to minimize sedimentation impacts. Land clearing should be kept to a
minimum to establish the road and drainage system.
Engineering comments will not be available until after the May 15th meeting. I would recommend
that any decisions on this application be tabled until we receive input from Engineering.

Dear Mr. Alford:
Re: Avery Meadow Subdivision review of plans dated 4/29/96
I have reviewed the plans for wetland impacts and adequacy of erosion and sediment control dated
4/29/96 with the following comments:
1. Erosion controls need to be installed along the east side of first two cul-de-sacs to prevent
sediment from migrating from the disturbed areas associated with the road installation.
2. Erosion controls installed along the swale behind lots 21 and 22 should be reversed.
3. Location of soil stockpiles should be shown on the plans, with appropriate erosion controls.

Re: Appl # 96-26P Review of proposed subdivision Avery Meadow Revision dated
5-24-96
Date: May 30, 1996
Comments on revision dated 5-24-96
I have received verbal comments from engineering. The only comment that would be germane to
IWA/CC concerns moving the inlet to the detention basin to the southwest end to maximize the
travel distance of stormwater to the outlet. This being the case, I would recommend localized
plantings within the detention basin for water quality considerations.
The proposed erosion controls shown appear to be adequate to contain sediments generated from
construction activities.
