Kirby olcombe MEMORANDUM To: IWA/CC From: Jeffrey Folger - Zoning/Wetlands Enforcement Officer Re: Proposed Subdivision Avery Meadow Revision dated 5-24-96 Date: May 30, 1996 Comments on revision dated 5-24-96 I have received verbal comments from engineering. The only comment that would be germane to IWA/CC concerns moving the inlet to the detention basin to the southwest end to maximize the travel distance of stormwater to the outlet. This being the case, I would recommend localized plantings within the detention basin for water quality considerations. The proposed erosion controls shown appear to be adequate to contain sediments generated from construction activities. cc. Director of Planning Town Engineer MEMORANDUM To: IWA/CC From: Jeffrey Folger- Zoning/Wetlands Enforcement Officer Re: Appl # 96-29P Proposed Building constructed at 544 Buckland Road - plans dated 4-18-96 Date: May 31, 1996 The project consists of building a commercial structure and a 12 space parking lot on the existing lot. A residential structure was demolished to accommodate the new building. Site: The site is located in the Podunk Watershed. Stormwater is to be discharged to an existing catchbasin system to Plum Gully Brook. There are no wetland soils located on the property. The southeastern corner of the property does come within the 80 foot regulated area associated with the watercourse to the south. Placement of drainage pipes and some grading will take place within the regulated area. Impacts - No impacts are expected to occur to the watercourse from this project. Since this will require a storm water connection to the existing catch basin at 542 Buckland Road,I am hereby willing to grant permission by way.of an easement to construct and maintain,from the easterly property line of 544 Buckland Road, a storm drainage facility to the existing catch basin on my property;provided that the property owner of 544 Buckland Road(Julie Muller) agrees to of Ui a the driveway entrance location that was previously approved by the South Windsor Planning and Zoning Commission,which shall serve the Crandall&Daughter retail establishment and 542 Buckland Road premises. Granting of this easement is also conditional on my approval of the final storm water design plan and the wording of the easement agreement to be provided by Julie Muller. The application shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use. 4.
